All About WRAP
Alamosa has long been a place people rely on – a center of connection, culture, and opportunity. Yet not everyone here experiences these benefits equally. Gaps in access to services, aging infrastructure, limited resources, and rising housing costs mean there is still work to do to create a better Alamosa for all. At the same time, the community has made meaningful progress in areas such as river access and trails, downtown revitalization, and affordable housing. To build on this momentum, the City of Alamosa is launching the We Are Alamosa Project (WRAP), an 18-month process to create its next comprehensive plan. A comprehensive plan is a long-term visionary document used to guide policies, programs, and public investments. Through WRAP, the community will guide the City in creating a roadmap for the next decade to maintain community character while better serving the people who live and work here. The We Are Alamosa Project will run from summer 2026 through fall 2027. WRAP is designed to be collaborative, inclusive, and engaging – built around the voices, experiences, and priorities of the people who live and work in Alamosa.

What is a comprehensive plan?
A comprehensive plan is a long-term visionary document used to guide policies, programs, and public investments over a 10-year period. A comprehensive plan is not a regulatory tool; it is a roadmap for a community's future. State statute requires local governments to develop and maintain a comprehensive plan to ensure local planning efforts are consistent and coordinated. Such plans are used by local leaders, government staff, and community partners to guide decisions on key issues such as land use and development, housing, infrastructure, the economy, and the environment.
Who's guiding wrap?
You! The community is in the driver’s seat, shaping every step of this process. The project team is led by the City of Alamosa and Community Builders, a Colorado nonprofit specializing in community planning and engagement. The WRAP Steering Committee, 18 local leaders representing a cross-section of the community, provides strategic guidance and local insight to ensure the project effectively reflects the community’s diversity, priorities, and lived experience.
