City Council Dark Meetings Coming Up!

  • On September 8, 2015, the City Council adopted Resolution No. 6827, cancelling certain meetings of the City Council due to Holiday Schedules and Vacation schedules.
  • The City Council meetings regularly scheduled for November 25, 2025, and December 23, 2025, are scheduled to go DARK.

City Now Accepting Commission Applications

The City of Pico Rivera has four commissions—Planning, Sister City, Parks and Recreation, and Veterans—that provide the City Council with input and policy recommendations on issues impacting the community. These advisory bodies gather public feedback and focus on their respective areas to help guide City decisions.

All current City commission terms are set to expire in December 2025. The City of Pico Rivera is now accepting applications to fill potential vacancies on the following commissions:

  • Planning
  • Parks & Recreation
  • Sister City
  • Veterans

Elections

IMPORTANT NOTICE: Upcoming Statewide Special Election

The Statewide Special Election is scheduled for Tuesday, November 4, 2025.

What is on the Ballot:

  • Proposition 50, formally titled the Use of Legislative Congressional Redistricting Map Amendment is scheduled to be on the ballot for Pico Rivera residents. If approved by voters, AB 604’s new district lines would govern the 2026, 2028, and 2030 elections. Afterward, redistricting authority would return to the independent Citizens Redistricting Commission following the 2030 census. The measure is intended as a legislative response to perceived gerrymandering in other states, primarily Texas, which would determine the majority control of the House of Representatives.
  • Potential Impact for the City: Pico Rivera, south of Washington Boulevard, may be represented by a new U.S. House Representative. As a result, the City could potentially have representation from four federal elected officials.

Get Ready for the 2026 Elections!

Mark your calendars—big election dates are coming in 2026, including races for the Gubernatorial office and local municipal seats. Here's what you need to know to stay informed and engaged:

May 4, 2026 – Vote by Mail Ballots begin mailing and processing

  • May 12, 2026 – Official Sample Ballot Booklets begin mailing
  • May 18, 2026 – Last day to register or update your voter registration for the Primary Election
  • June 2, 2026 – Statewide Primary Election, including the Gubernatorial Primary
  • July 13 – August 7, 2026 – Nomination Period for the General Municipal Elections
  • November 3, 2026 – Gubernatorial General Election Day

Departmental Updates

Office of the City Manager

City Receives Notice to Proceed for a $700K Caltrans Grant to Update the General Plan

  • The City of Pico Rivera has been awarded $700,000 in grant funding from the FY 2025-26 Caltrans Sustainable Communities Competitive Grant Program. The award will fund the Mobility/Circulation, Land Use, and Environmental Justice Elements of the General Plan. The grant proposal includes a total City match of $145,325, where $100,000 is in-kind staff time and $45,325 is a cash contribution.
  • This Caltrans grant will be used to conduct robust outreach and engagement while updating the Mobility/Circulation, Land Use, and Environmental Justice Elements of the City’s General Plan. The Mobility/Circulation Element will leverage regional transit projects and guide the City’s transition to a safe, convenient, and well-connected multimodal future.
  • The Land Use Element will explore new zoning and land uses that balance higher-density mixed-use transit-oriented development with promoting new industries that produce high-quality, career-oriented jobs within the City.
  • The Environmental Justice Element will address and mitigate the disproportionate burden of environmental hazards while ensuring that all residents have equal access to a healthy and safe environment.
  • This Caltrans grant funding also introduces an opportunity to comprehensively update the full General Plan and complete the associated Environmental Impact Report.
  • The Department of Community and Economic Development will oversee the General Plan Update and identify additional resources necessary to create a thorough project budget, which will be brought to the City Council for approval at a later date.

Senator Archuleta Assembles Tour and Briefing of Anaheim ARTIC and OC Vibe Development

  • On Friday, October 24, Senator Archuleta assembled a group of regional leaders and stakeholders including Mayor John R. Garcia and Mayor Pro Tem Camacho, the Offices of Assemblymember Calderon, Supervisor Hahn, LA Metro, OCTA, OC VIBE, Metrolink, High Speed Rail, Assemblymember Quirk-Silva, Senator Tom Umberg, Assemblymember Avelino Valencia, Orange County Board of Supervisors, and the Cities of Anaheim and Fullerton.
  • The group arrived via Metrolink train and held a roundtable discussion sharing insights, lessons learned and future development potential surrounding Metrolink rail stations.
  • The City of Pico Rivera, who is actively working to deliver a Metrolink station, looks to take the lessons and insights of this tour and make Pico Rivera Station a reality.

2025 "Sort it Right, Keep Our City Bright" Youth Art Competition

  • The City of Pico Rivera invites local students to participate in the 2025 Youth Art Competition. This initiative encourages young artists to express their creativity while promoting composting, recycling, and food waste reduction as part of a cleaner, more sustainable community.
  • Following NASA’s previous collaboration with renowned artist, Mister Cartoon, the City is partnering with NASA to invite young artists to design artwork that inspires environmental stewardship. Winning designs will be displayed on an official NASA Waste Truck. Selected artists will also receive a certificate of recognition from the City of Pico Rivera.

EV Charging Stations at Pico Rivera City Hall

  • The City of Pico Rivera invites the community to use the public EV charging ports located at the City Hall parking lot.
  • These stations remain open to the community and provide a convenient option for residents to charge their electric vehicles while supporting clean and sustainable transportation.

Pico Rivera Women Bicycle Club

  • Join the Pico Rivera Women Bicycle Club to embrace a sustainable and healthy lifestyle while building community. Led by local resident Yvette Zea, the club encourages active transportation and strengthens connections across Pico Rivera.
  • Beyond promoting cycling, the club supports long-term sustainability goals, reduces emissions, and contributes to the city’s active transportation network. Members also enjoy physical and mental health benefits, including staying active, relieving stress, meeting new people, and fostering community bonds.

Community and Economic Development

City Hosted a Mobilehome Rent Stabilization Workshop on July 30, 2025

  • Hosted on July 30, 2025 for park owners and residents to review Ordinance No. 1190.
  • The workshop educated attendees on ordinance provisions, promoted compliance, and encouraged transparency.
  • Recording of the presentation was posted online for those unable to attend.
  • Part of the ongoing efforts to ensure residents and park owners understood their rights and responsibilities.

Restaurant Resiliency Workshop

  • On October 1st, 2025, the City of Pico Rivera hosted its first Restaurant Resiliency Workshop, supporting the local restaurant industry.
  • 16 restaurant owners and operators attended, including several of the City’s larger establishments.
  • Participants received free registration to the LRA Boot Camp ($600 value), access to the SoCal Gas Expo, and other industry resources.
  • The workshop provided tools and strategies to help restaurants adapt, compete, and succeed in a changing market.
  • The event reinforced the City’s recent LAEDC nomination and highlighted key vendor programs.

EDDY Award Finalist: Business Friendly and Proud

  • Nominated as a finalist for the EDDY Award – Most Business-Friendly City (Small City category)
  • Awards hosted on November 5, 2025 at Pasadena Rose Bowl Stadium
  • First win opportunity since 2016
  • The only city in Supervisor Hans’ district to receive a nomination
  • Recently featured in LA Times and KTLA News

Heart of Compassion Award

  • On August 9, 2025 the City was recognized by Heart of Compassion and Senator Bob Archuleta’s Office and received a Certificate of Recognition for providing annual CDBG funding to support food distribution programs.
  • The City had long partnered with Heart of Compassion, allocating $40,000 annually to provide nutritious food to local families.
  • Celebration included a Back-to-School Backpack Giveaway with community booths, food, music, and children’s games.

Public Works and Citywide Project Updates

New Era for Pico Park: Modern Prefabricated Restroom Lifted into Place

  • After nearly half a century of service, Pico Park’s aging 1970s-era dilapidated restroom has officially been retired — and in its place, a sleek, modern prefabricated facility has risen
  • Early on the morning of October 1, park-goers and nearby residents witnessed a remarkable sight: a massive 50-foot crane hoisting two halves of the new restroom building high above the ballfields before gently lowering them into place. The new structure now sits neatly between the ballfield dugout and the covered picnic area — a fitting centerpiece for one of Pico Rivera’s busiest community hubs.
  • The new restroom includes separate men’s and women’s facilities as well as a dedicated storage area, all built to withstand decades of heavy use. It replaces the original restroom built in the late 1970s, which had long outlived its expected lifespan.
  • Pico Park, shared daily with North Park Academy for the Arts under a joint-use agreement, is one of the city’s most active recreational spaces. From school activities and youth sports leagues to weekend picnics and community events, the park’s restrooms serve a multitude of residents each month.
  • As part of the project, crews have installed new plumbing, electrical, and sewer connections to support the facility, along with construction of new ADA-compliant sidewalks and pavers to improve accessibility and aesthetics.
  • With completion anticipated by the end of October, Pico Park’s new restroom marks another milestone in the City’s ongoing efforts to modernize its parks and enhance public amenities — ensuring this community gathering place continues to serve generations to come.

Halloween Spooktacular - October 25, 2025

  • The City of Pico Rivera held its annual Halloween Spooktacular on October 25, 2025. The Community enjoyed an evening of Halloween fun, treats, games and attractions!
  • Entertainment also included a Meet & Greet with Mickey and Minnie and magic show featuring award-wining magician Jonathan Molo.

The Movie Mash - October 4, 2025

  • The Movie Mash – Double Feature on October 4, 2025, had an estimate of 400 hundred attendees. The Double Feature was held at Rivera Park’s Field #5
  • Free Popcorn, Face painting, Arts & Craft was available while supplies lasted.

Veteran's Day Ceremony - November 11, 2025

Holiday Tree Lighting - November 22, 2025

  • The Holiday Season will officially begin in the City of Pico Rivera with the City’s annual Holiday and Tree Lighting Festival on Saturday, November 22 on the grounds of City Hall from 5:00 to 9:00 p.m
  • The popular wintry event will include an Elves Arts & Crafts Workshop for Kids, Elves Face Painting and balloon art, and a Holiday Vendor Fair. City Hall will also be transformed into a Winter Wonderland complete with a FREE snow play area that includes a three-lane snow sled run.
  • In addition to the snow play area, there will be entertainment featuring live performances beginning at 7:00 p.m.
  • City officials and the community will come together for the official Tree Lighting Ceremony that will take place from 6:30 to 7:00 p.m.
