Debbie Partington, Inclusion Manager

Debbie has 24 years’ experience in education, previously holding positions in the mainstream secondary sector before moving to Bromley LA in 2009. Initially leading the Home and Hospital Tuition Service and the EHE team, Debbie currently manages 4 teams within the Access and Inclusion department, supporting pupil access to alternative education.

The Inclusion Team provides advice and guidance to schools around alternative education and Permanent Exclusions as well as managing the placement of pupils in Alternative Education.

The Personalised Education Service provides individual educational packages to children who are unable to attend school due to a medical reason. This team is led by Wendy Day.

The Personalised Pathways Service provides very bespoke educational packages to children with PMLD and life limiting illness. The service generally works with children who are unable to attend specialist provisions. This team is led by Sandra Taylor.

The Inclusion Support Advisory Service is a small pre-statutory early intervention advisory teaching team working directly with professionals in Bromley’s mainstream schools. The team is led by Jacob Pereira.

Debbie also chair’s the LA’s multi-agency panel, Gateway. This is the panel which provides access to Alternative Provision resource as well as advice and guidance to schools and other professionals.

Sally Jolliffe, Vision Team Manager

Sally leads Bromley Vision Team, part of Sensory Support which is based at Griffins. The team includes Qualified Teachers of Children and Young People with Vision Impairment (QTVIs) and specialist teaching assistants. Bromley Vision Team is part of the SEND Outreach Teams. It is a peripatetic service working with children and their families from birth. An open referral system is applied for colleagues in education, health and care and parents.

Sensory room sessions are provided to promote full visual potential and to empower parents to work with their child to help developmental milestones to be achieved.

The team also work closely with pre-schools and schools, providing training, and ongoing advice and support. Contributions to EHCP assessments and Annual Reviews are also made. The team provide specialist teaching of braille, IT and the use of assistive technology for students and families. They run regular after school social groups to enable CYP and their families to meet others with a vision impairment. The team work closely with other professionals including physiotherapists, occupational therapists, SALT and local hospitals. Habilitation training is also provided which includes learning skills for independent movement from an early age, progressing to independent travel for older students.

Exciting New Autism Resources Launched in Bromley: A Collaborative Achievement

We’re delighted to share the launch of a suite of innovative autism resources, developed through a dynamic partnership between CASPA, the Bromley All-aged Autism Partnership, and Bromley Council. These resources are designed to support professionals working across the SEND Partnership, offering practical insights and tools to enhance understanding and inclusion for autistic individuals of all ages.

Co-Produced with the Community

What makes these resources truly special is their co-produced nature. Developed with input from autistic individuals, families, and professionals, they reflect real-life experiences and needs. This collaborative approach ensures the materials are not only informative but also deeply relevant and respectful of neurodiverse perspectives.

The resource pack includes:

  • Downloadable guides and toolkits
  • Short, engaging videos that bring key concepts to life
  • Practical strategies for supporting autistic children, young people, and adults across education, health, and social care settings

Whether you're a teacher, SENCO, health professional, social worker or employer, these resources are designed to help you build confidence and competence in working with autistic individuals and their families.

Why It Matters

Autism is a lifelong neurodevelopmental difference, and understanding it through a strengths-based lens is essential for creating inclusive environments. These resources aim to shift the narrative from “awareness” to acceptance and empowerment, equipping professionals with the tools to make meaningful change.

AccessoLoo Is Joining Us!

We’re delighted to announce that AccessoLoo will be at the event, providing their mobile Changing Places toilet facilities. AccessoLoo is a disability-led organisation offering dignified, accessible toileting solutions for events and venues across the UK and Ireland.

Their mobile units include:

  • Hydraulic changing beds with hygiene features
  • Electric hoists for safe transfers
  • Flushing toilets with eco-chemicals
  • Privacy screens, ramps, and wheelchair lifts
  • Handwashing facilities and non-slip flooring

AccessoLoo’s mission is to ensure #incloosive access for all, making public events and spaces truly inclusive for people with complex accessibility needs. Their presence at SEND Local Offer Live means families can attend with confidence, knowing that appropriate facilities are available.

Bromley Council's Supported Interns!

We are delighted to welcome Bromley Council’s new Supported Interns, who have begun their first year where they will be based at The Oaks Specialist College.

This year, they will be developing their skills and experience through a range of work focused on employment and skills, building a strong foundation for their future roles. The interns have already shown great enthusiasm, commitment and a genuine passion for learning. We look forward to seeing them grow and thrive as they prepare to join council departments in September 2026.
