City of Laguna Beach Invites Residents to Share Input on Future Business Recruitment

Laguna Beach, CA – The City of Laguna Beach is inviting residents to help shape the future of local retail, dining, and entertainment by participating in a new community survey. This effort is part of the City Council’s Economic Development Initiative to complement and diversify the City’s business community.

The online survey asks residents to select their top preferences from 33 pre-selected business types across three categories: Retail, Restaurants, and Entertainment. These options were developed through preliminary community conversations and the City’s retail consultant. Residents will also have the opportunity to suggest additional businesses not listed by using an open comment box.

“This is the first step in developing a recruitment strategy that reflects the interests of Laguna Beach residents,” said the City’s Economic Development Team. “We want to build on the strengths of our existing businesses while ensuring the community has a voice in identifying new opportunities.”

At this stage, the survey is open to Laguna Beach residents. Responses will directly guide the City’s strategy for attracting new businesses and ensuring that future recruitment complements the City’s unique character and existing business mix.

The online survey will be open through October 25, 2025, at 5 p.m.

The City of Laguna Beach and CR&R are hosting a free composting workshop to help residents transform food and yard waste into rich, organic fertilizer through traditional composting techniques.

Paper Shredding Event

The City & CR&R are excited to host a drive-thru document shredding event on November 8th at City Lot #16 from 8 a.m. to 12 p.m. Residents and businesses may bring a maximum of 10 bankers boxes of paper to shred. Proof of residency or business operations is required.

Overnight Paving between Moss Street and 7th Avenue – Oct. 19-30

Caltrans will repave Coast Highway between Moss Street and 7th Avenue beginning the night of October 19 through the morning of October 31. Work will take place Sunday through Thursday nights, from 9 p.m. to 5 a.m. During these closures, at least one lane in each direction will remain open.

Overnight closures will shorten the overall construction timeline and is expected to reduce disruption to nearby residents and businesses. By conducting the work at night, crews expect to complete the work in 10–12 shifts, compared to an estimated 24–26 daytime shifts.

Parking will not be available between Moss Street and 7th Avenue during the repaving phase.

Staff is preparing responses to issues raised at the meeting. The responses will be posted to the project webpage within a week. A second Town Hall on this subject will be scheduled in October.

Non-Summer Season Trolley Routes (Sept. 2, 2025 - June 24, 2026)

Coastal Route

Free trolley service on Coast Highway between North Laguna/ Heisler Park, downtown, South Laguna/ Mission Hospital and Ritz Carlton in Dana Point.
  • Monday-Thursday from 7:30 a.m. to 6 p.m.
  • Friday from 7:30 a.m. to 10 p.m.
  • Saturday from 9 a.m. to 10 p.m.
  • Sunday from 9 a.m. to 7 p.m.
  • Frequency: Every 20-30 minutes.

Canyon Route

Park for free at Lot 16/Act V (1900 Laguna Canyon Road) and ride a free trolley to downtown Laguna Beach every Saturday and Sunday from 9 a.m. to 7 p.m. Frequency: Every 30 minutes.

Note: Lot 16 is closed to the public Monday-Friday.
