CPUC Public Participation Hearings for AT&T's Application to Withdraw its Eligible Telecommunications Carrier Designation, 3/19

AT&T currently has submitted two applications to the CPUC - one to withdraw its Eligible Telecommunications Carrier (ETC) Designation and the other to eliminate their Carrier of Last Resort (COLR) obligation.

AT&T’s role as the default landline phone service provider (also known as the Carrier of Last Resort or COLR) means that they must provide traditional landline phone service to any potential customer in their service territory. AT&T submitted this application because they do not want to be the default COLR in service territory that has other voice service alternatives. AT&T has a map on their website that shows the impacted areas -- http://pub.att.com/COLRmap.

AT&T submitted an application to relinquish its eligible telecommunications carrier designation (ETC) because it does not want to provide universal service (also known as California Lifeline Program) in the area that is served by more than one other ETC carrier.

The California Public Utilities Commission (CPUC) holds Public Forums (also called Public Participation Hearings or PPHs) to give the public a chance to learn about and express their opinions on issues before the CPUC. Each Public Forum is about a specific issue that is pending resolution at the CPUC, such as a utility’s request to change the rates that customers pay. The public forums will begin with a brief overview of AT&T’s proposals, then parties to the proceeding may provide brief overviews, and then public comments will be heard. At least one representative from AT&T will be available to answer questions about individual customer bills or service. Attend the March 19 Virtual Public Forum at 2 and 6 PM.

If you can't make it, you can voice your concerns about the impact of AT&T’s application using the public comment links below:

At yesterday's County Board of Supervisors Meeting, the Board moved to come back on 3/26 with a resolution opposing AT&T's application. The City of Brisbane will also be sending in its own letter opposing AT&T applications.

Trash Talk: Green = Compost

California Senate Bill 1383 aims to keep organic waste out of landfills. The goal is to recycle or compost everything possible and avoid landfilling. To make organic waste bins easy to locate, the Bill requires bins to be green in color. The Bill also requires that all waste collection bins bear labels showing common items that belong inside, as well as those that are prohibited.

As you travel across our community and any other in California, green bins should be more and more common. Look for them in parks, cafeterias, airports, fast food restaurants, hotels, classrooms, special events and venues, and anywhere else you might go. If you run across organic/compostable waste bins at your school, apartment complex, or workplace that are not green or well-labeled, see what you can do to make changes. Please do not dispose of any old collection bins that are in good shape. Until January 1, 2036, it’s acceptable to use an old bin that isn’t the right color; just make sure it’s labeled correctly. If buying new collection bins, be sure to go green for organics, blue for recycling, and grey or black for garbage.

Please visit brisbaneca.org/publicworks/page/waste-and-recycling and calrecycle.ca.gov/organics for more information about SB 1383 and why it’s so important to keep organic waste out of our landfill.
