Citizens Advice Devon is a consortium of seven local Citizens Advice offices across Devon. Each local Citizens Advice is an independent charity providing regulated, impartial, quality assured information and advice to our community. We help people to find a way forward with their problems.

ECOE Advice is charity tackling climate change by empowering communities, addressing fuel poverty issues and boosting the local economy through its innovative community led energy projects.

ECOE Advice launched its award-winning Healthy Homes for Wellbeing project in November 2017 and helps more than 500 low income and vulnerable households each month across Exeter, Mid Devon, East Devon, Teignbridge and Torbay. It offers a unique service where residents can get advice on energy efficiency, with practical hints and tips for saving energy and water, guidance on insulating their homes, help with energy supplier and tariff switching and advice on discounts and home upgrade grants available. Help is provided at more than 20 local energy advice drop-in clinics across the region as well as one-to-one home visits, and a 0800 number advice line.

The Healthy Homes Energy Advice team of Home Energy Advisers regularly provide talks at coffee mornings and community events. Free personalised and comprehensive home visits are available for homeowners, private renters and social-housing tenants.

ECOE Advice’s Retrofit Advice Service offers independent and expert advice as well as retrofit assessments and medium term plans for homeowners and landlords. The team of expert Retrofit Coordinators, Assessor and Advisors are on hand to help guide homeowners through the retrofit maze, with impartial, independent and practical support.

Additionally ECOE Advice is one of 5 community groups in the county, working in partnership with Energy Saving Devon.

East Devon District Council

Private Sector Housing, Environmental Health, East Devon District Council

We are a team of 12 offering a range of services including licensing HMOs and caravans; providing home improvement grants, dealing with properties in disrepair; sampling private water supplies, and bringing empty homes back into use, plus much more.

Private Sector Liaison Officers within the Housing Options Team, East Devon District Council

We are a small team that run the Rent Deposit Scheme within the Housing Options Team. The Rent Deposit Scheme is designed to support individuals or families financially to secure a private rented property by assisting them to pay the rent in advance and deposit. The applicants will have an open housing application and an allocated Housing Officer to discuss their options.

They will complete a financial assessment to determine their affordability and if they are offered a property from a private landlord or letting agent, the Private Sector Liaison Officers will start the application.

For reassurance to the tenants and the landlord or letting agent, we offer a free tenancy support service. We will complete a two-point check with the landlord and tenant within the first six months of the tenancy and will also continue to support the tenant and landlord thereafter. We have great contacts with DWP and work closely with East Devon District Council colleagues in the Hardship and Household Funding departments. We also have a variety of other support networks we could utilise if required. We believe early intervention is key – so if you have a concern, talk to us.

Exeter City Council – Private Sector Housing Team

The Private Sector Housing Team works to maintain and improve housing standards in the private rented sector in Exeter. To achieve this we employ both legislation and education.

It is recognised that in the next few years there will be significant challenges ahead; Local Government reorganisation, the Renters Rights Bill, and the upcoming supported housing regulation changes will combine to make some the largest changes in the work of the Private Sector Housing Team in 50 years. While the details are all still far from finalised, it is without question that we will always endeavour to work with responsible landlords and help them to comply with the law.

Our first approach is through education. We are available to give advice during the business week by telephone or email, and in some circumstances, we can visit to offer on-site advice. We manage und update our web pages in relation to private sector housing on the Exeter City Council web page, which contain a lot of information on Houses in Multiple Occupation, Energy Efficiency, and information specifically for private tenants and landlords.

On the legislation side our main instrument at this time is the Housing Act 2004, however in the near future this will be impacted by the Renters Rights Act. Part of the Housing Act 2004 introduced a completely new way of looking at housing, the Housing Health and Safety Rating System, which introduced the risk-based way of assessing housing based on 29 named Hazards. Officers will always to be looking to link defects and shortfalls to risk and outcomes when carrying out an inspection. We also license and inspect Houses in Multiple Occupation, inspect and regulate Park Home sites, and work closely with central government and Devon County Council in relation to the Ukrainian Resettlement Scheme.

Presentation 1 - The Renters' Rights Act 2025 - What will new standards mean for you?

This Bill includes the most revolutionary changes to Private Sector Housing in over 20 years. The publicity and controversy around the abolition of Section 21, possession, discrimination and tenancy management have mostly ignored the changes to standards and enforcement implied by the rest of the Bill, as well as several other overlapping changes to standards that are running in parallel.

Local government is under severe pressure to self-finance, so it’s important to get a firm, early grasp of the potential pitfalls and risks and take early remedial action. This talk will focus on those practical implications for landlords, linked to standards, including:

  • What’s in the Bill, and, equally importantly, what isn’t in there? What unpleasant surprises can be added by the Secretary of State – and in what sort of timescales?
  • How could Landlord and Property Registration work – pitfalls and implications?
  • How might the Landlords’ Redress Scheme work?
  • The Decent Homes Standard – what is it, how would it work?
  • What’s changing in the HHSRS – and how might this impact on the proposed Decent Home Standard?
  • Other changing standards and certification (such as EPCs) – what are the timescales, how might they fit – and what should you be doing?
  • Awaab’s Law – what is it, and how might it work differently in the Private Rented Sector?
  • How will the Bill change tenants’ existing powers of redress and the council’s enforcement powers?
  • Civil Penalties and Rent Repayment Orders – what’s changing?
  • Where can landlords head off problems before they arise, and identify problems before they become serious? What to keep an eye on, nationally – what are the danger areas in the Bill and other changing standards?

Apart from a 40-year stint in housing, environmental health, management and consultancy, Dick Scott has done a variety of jobs, some of them successfully. He's a Housing Advisory Panel member for the Chartered Institute of Environmental Health, but is also stone deaf in one ear, so questions to the wrong side (his left) are not rudely ignored, but may just have passed him by. He likes to use old photographs that flatter, so he may not look like his picture.

Recently joining the National Residential Landlords Association (NRLA), he is focused on fostering better engagement and collaboration between landlords, local authorities, and tenants to create a thriving Private Rented Sector (PRS) that works for all.

Covering London and the South, James is focused on connecting with as many landlords and local authorities as possible in the coming months, with the aim of turning this vision into a reality through meaningful partnerships and proactive dialogue.
