City Council Approves SB 707 Compliance Measures

At its June 23, 2026 meeting, the City Council approved two resolutions to ensure the City of Pico Rivera remains compliant with Senate Bill (SB) 707, which takes effect on July 1, 2026. The new legislation expands public access to local government meetings through enhanced remote participation, accessibility, and transparency requirements.   The approved actions establish procedures for addressing disruptions to remote participation during City Council meetings and designate a public agenda posting board to improve public access to meeting information. In addition, the City is implementing translated agenda outlines and continuing its outreach efforts to better serve the community.   These updates build upon Pico Rivera’s existing commitment to transparency, accessibility, and civic engagement, ensuring residents have meaningful opportunities to stay informed and participate in local government.

Elections

The June 2, 2026, Primary Election has concluded, and the Office of the City Clerk is now focused on preparations for the upcoming November 3, 2026 elections, including the City’s General Municipal Election and the Gubernatorial Election. Staff continue to coordinate election-related activities and provide voter education and outreach to help ensure residents are informed and prepared to participate in the electoral process.   For the latest information on elections, voter registration, candidate filing, and important election deadlines, please visit the City's elections webpage at https://www.pico-rivera.org/elections-and-voting/.  

Understanding California's Top-Two Primary System

  With the June Primary Election now behind us, some voters may be wondering why certain candidates who received more than 50% of the vote will still appear on the November ballot.   California uses a Top-Two Primary System for voter-nominated offices, including U.S. Senate, U.S. House of Representatives, State Senate, State Assembly, and statewide constitutional offices. Under this system, the two candidates receiving the highest number of votes in the primary advance to the General Election, regardless of party affiliation—even if one candidate receives a majority of the vote.   For example, a candidate receiving 65% of the vote in the primary would still advance to the November election along with the second-highest vote-getter. This process provides voters with a final choice between the top two candidates in the General Election.   As attention now turns to the November 3, 2026 General Municipal and Gubernatorial Elections, residents are encouraged to stay informed and engaged in the electoral process.   For more information about California's Top-Two Primary System and voter-nominated offices, visit the California Secretary of State's website at https://www.sos.ca.gov/elections/voter-nominated-offices.

The City of Pico Rivera will welcome the world on June 26 and 27, 2026 at the World Spirit Fest, a community festival and open streets event celebrating the arrival of the world soccer tournament! Join us for games, watch parties, concerts, soccer clinics, business activations, car show, 5K run/walk event and more!

Power Up with PRIME Power Choice

Summer is here and it is the perfect time to be prepared for its high electricity demands. Increased home energy use for lighting, cooling, and other activities can drive up utility costs. The PRIME Power Choice Program helps manage these seasonal spikes by using energy from solar panels and battery storage to keep costs affordable and reliable—even during extreme heat. Solar panels power homes by day and charge batteries for night use, avoiding peak rates. Batteries also provide backup power during outages.

2026 U.S. Mayors' Climate Protection Award

The City of Pico Rivera is proud to announce that Mayor Gustavo V. Camacho was recognized by the U.S. Conference of Mayors through its 2026 Mayors' Climate Protection Award, a national recognition that honors mayors demonstrating exceptional leadership in addressing climate change and advancing sustainability initiatives in their communities.   Mayor Camacho was recognized for advancing initiatives that strengthen community resilience, reduce greenhouse gas emissions, and support sustainable growth. Through implementation of the Climate Action and Adaptation Plan (CAAP), the City continues to address environmental and economic challenges while serving a disadvantaged community.   The City congratulates Mayor Camacho on this national recognition and thanks the City Council, residents, businesses, and community partners whose collaboration continues to support a cleaner, healthier, and more resilient Pico Rivera.

2026 Sunada Recycling Monthly Electronic Waste Events

The Office of Sustainability is partnering with Sunada Recycling to host free, monthly electronic waste (e-waste) recycling events for Pico Rivera residents and local businesses. These drive-thru events provide a safe and convenient way to recycle unwanted electronics without leaving your vehicle.   Events will be held from 9:00 AM to 2:00 PM at Pico Park, 9528 Beverly Blvd, Pico Rivera, CA 90660, on the following dates:

  • July 18, 2026
  • August 15, 2026
  • September 19, 2026
  • October 17, 2026
  • November 21, 2026
  • December 19, 2026

  Accepted items include computers, televisions, printers, phones, and other electronic devices. Properly recycling electronic waste helps keep hazardous materials out of landfills, protects the environment, and supports the City’s sustainability efforts.

4th of July Sustainability Practices

The 4th of July or Independence Day holiday is just around the corner, and the City of Pico Rivera is committed to helping residents enjoy the festivities while protecting the well-being of the community. By making responsible choices and being mindful of the environment, everyone can celebrate and have a memorable holiday. Here are six tips for a safe, fun, and green 4th of July celebration:

  1. Decorate with reusable or compostable materials
  2. Plan your food portions to reduce food waste
  3. Compost inedible food waste
  4. Replace disposable dishware with reusable items
  5. Limit firework pollution by visiting a public show
  6. Properly sort waste when cleaning up after the holiday

6 Tips to Conserve Energy this Summer

As temperatures rise, summer is the perfect time to find ways to stay comfortable while reducing energy use. The City of Pico Rivera is committed to helping residents save energy, lower utility costs, and make the most of the season through simple, effective energy-saving practices and resources. Here are six tips to stay cool and conserve energy:

  1. Open windows during cooler hours for natural cooling.
  2. Pre-set and maintain your air conditioner for better ventilation.
  3. Cook outside to keep the heat out of your home.
  4. Use ceiling fans to cool your home while lowering electricity bills.
  5. Install energy-efficient window treatments to reduce heat.
  6. Use sunlight to power solar panels and keep lights off in the day.

Gardening 101 Workshop

On June 16, 2026, the Office of Sustainability and Grow2Zero hosted a Water-Wise Gardening Workshop at Rio Hondo Park. Community members learned sustainable and water-wise gardening practices. A total of 15 residents participated, each receiving a free kitchen compost pail, with two attendees winning a raffle for a garden compost bin.   Building on this momentum, the City invites the community to the next workshop. Join the LA County Library on Saturday, July 11, 2026, from 10 to 11:30 AM at Pico Rivera Library (9001 Mines Avenue, Pico Rivera, CA 90660).   Participants will learn the basic practices of turning kitchen scraps into nutrient-rich compost to reduce waste and nourish gardens.

Electric Vehicle Charging Stations at Pico Rivera City Hall

The City of Pico Rivera invites the community to use the public electric vehicle (EV) charging ports located at the City Hall parking lot. These stations remain open to the community and provide a convenient option for residents to charge their electric vehicles while supporting clean and sustainable transportation.   Scan the QR code posted at the charging stations or visit the following link to access EV charging station policies: EV Charging Station Policy Information.

Pico Rivera Women Bicycle Club and Walking Club

Join the Pico Rivera Women Bicycle Club and Walking Club to embrace a sustainable and healthy lifestyle while building community. Led by local resident Yvette Zea, these clubs encourage active lifestyles, active transportation, and strengthen connections across Pico Rivera.   Beyond promoting cycling and walking, the clubs support long-term sustainability goals, reduce emissions, and contribute to the City’s active transportation network. Community and Economic Development

Section Eight Managements Assessment Program Certification Approved

On June 23, 2026, the City Council approved the Fiscal Year 2025–2026 Section Eight Management Assessment Program (SEMAP) Certification and authorized its submission to the U.S. Department of Housing and Urban Development (HUD). SEMAP is HUD's performance assessment system used to evaluate a housing agency's administration of the Housing Choice Voucher Program and compliance with federal program requirements. The Pico Rivera Housing Assistance Agency has consistently demonstrated strong program performance:

  • Fiscal Year 2023–2024: High Performer rating
  • Fiscal Year 2024–2025: High Performer rating
  • Fiscal Year 2025–2026: SEMAP Certification approved by the City Council for submission to HUD

These ratings reflect the Agency's continued commitment to effectively administering the Housing Choice Voucher Program and assisting eligible Pico Rivera residents in accessing safe, decent, and affordable housing.

Draft General Plan Safety Element Approved

On June 15, 2026, the Planning Commission recommended that the City Council approve the draft General Plan Safety Element. The revised goals and policies of the draft Safety Element align with the City's adopted Local Hazard Mitigation Plan and Emergency Operations Plan, ensuring consistency across all emergency planning documents. The draft Safety Element includes the following updates:

  • Enhanced coordination with emergency response agencies
  • New and revised goals, policies, and implementation measures
  • Integration of climate change adaptation and resilience strategies
  • Updated hazard mapping and risk assessments
  • Analysis of evacuation routes under a range of emergency scenarios
  • Assessment of extreme heat hazards

These updates provide clear policy direction to guide future land use decisions, infrastructure planning, and emergency preparedness efforts, while strengthening the City's eligibility for State and federal grant funding opportunities. The Safety Element is tentatively scheduled for City Council consideration on July 14, 2026.

City Council Approves Zone Code Amendment No. 200 Operational Standards for Thrift Stores

On June 23, 2026, the City Council approved Zone Code Amendment No. 200, amending the Zoning Code to establish operational standards for thrift stores and make minor updates to improve clarity and consistency. The approved amendment includes the following changes:

  • Establishes operational standards for thrift stores in compliance with California Assembly Bill 2632
  • Regulates donation collection areas, operating hours, site maintenance, and circulation
  • Clarifies residential mechanical equipment screening requirements
  • Updates driveway paving standards
  • Revises provisions related to home occupation permits to improve consistency and clarity

These amendments ensure compliance with State law, enhance compatibility with surrounding uses, and improve the overall usability and consistency of the Zoning Code.

30 of our senior residents enjoyed a delicious catered meal and then took a charter bus to the iconic Petersen Automotive Museum in Los Angeles. Participants enjoyed a personalized tour of the legendary cars and fascinating exhibits.
