Guadalupe Quarry Redevelopment Project Draft EIR Publication

The City of Brisbane, as the Lead Agency, has prepared a Draft Environmental Impact Report (Draft EIR) for the proposed Guadalupe Quarry Redevelopment Project, which is now available for public review on the City website, brisbaneca.org/quarry. Hard copies are available at the Community Development Department or at the Brisbane Library. To submit a comment on the Draft EIR, email your comment to quarry@brisbaneca.org with the subject “Guadalupe Quarry Redevelopment Project Draft EIR” by 5 PM on Friday, December 6, 2024. Please see the Notice of Availability for full details. The CEQA FAQs can be read here.

Following the close of the public review period, the City will evaluate comments on significant environmental issues from commenters who reviewed the Draft EIR and prepare a Final EIR. The Final EIR will be considered by the City in making the decision to certify the EIR and approve or deny the Project.

The Planning Commission held a public hearing on Thursday, October 24, 2024 to provide an additional opportunity for public comment on the Draft EIR. Watch the meeting back.

A Note from Brisbane PD about Daylighting to Save Lives (AB 413)

As we near the end of 2024, we wanted to make sure residents were reminded that come January 1, 2025, a new California law, Assembly Bill 413 (AB 413), will go into effect statewide. Known as the Daylighting to Save Lives Bill, this law is designed to improve safety at intersections by increasing visibility for both drivers and pedestrians.

When cars and trucks park directly up to crosswalks, they reduce visibility for oncoming drivers, making it harder to see people walking or biking. This lack of visibility puts everyone, especially children, who are generally shorter and more likely to be hidden behind a parked car, at greater risk of collisions. Larger vehicles, like trucks and SUVs, add to the danger by further obstructing views at these intersections.

To address these issues, AB 413 will amend the California Vehicle Code, prohibiting cars and trucks from stopping, standing, or parking within 20 feet of the approach side of any marked or unmarked crosswalk. By increasing the visibility at intersections, this law aims to make it easier for drivers to see pedestrians and bicyclists in time to yield the right of way. Note: the City will be modifying white line striping by the end of the year in locations where the lines previously indicated parking was allowed in order to align with the requirements of AB 413.

How it works:

As a reminder, starting January 1, 2025, the Brisbane Police Department will begin enforcement through first issuing warnings, and then citations for vehicles parked within 20 ft. of an intersection’s approach side.

Thank you for helping make Brisbane a safer place for all!

King Tides are Here: Friday, Nov. 15th - Sunday, Nov. 17

Pier 14 in San Francisco

The sea level rise we're experiencing now and will experience in the future is caused by burning fossil fuels like coal, oil, and gas. Carbon dioxide in our atmosphere acts like a blanket, trapping in heat that would otherwise escape. When we burn fossil fuels, we're adding more carbon dioxide, "thickening the blanket" and heating the earth, air, and ocean. Sea level is rising because land-based glaciers and ice sheets are melting into the ocean, and because water takes up more space when it warms. The amount of sea level rise we will ultimately experience depends on how quickly we stop burning fossil fuels.

King Tides themselves are not caused by sea level rise, but allow us to experience what higher sea level will be like. King Tides are the predicted highest tides caused by the gravitational pull of the Earth, Moon, and Sun, about a foot or two higher than average high tides, which previews the sea level expected within the next few decades. When you observe the King Tides, picture the water level that high and higher every day. Documenting what King Tides look like today will help us responsibly plan for sea level rise in the future.

Photo by Lee Panza taken at the Brisbane Marina during the January 2023 King Tides event.

This weekend, you can help the California King Tides Project photograph the highest predicted tides of the year. It's easy to participate:

  1. Choose where along the Coast, Bay, or Delta you'd like to go.
  2. 2. Visit within a half hour of high tide time this Friday, Saturday, or Sunday.
  3. Choose a spot where you can take a photo showing the height of the water in relation to a landmark such as a cliff, bridge, sea wall, or pier. You can also photograph high tide flooding on roads or in wetlands.
  4. Be Safe. Don't turn your back on the ocean, and don't drive through flooded roads. Watch out for shorebirds that may be further upland than usual.
  5. Make sure you have Location Services turned on for your camera app, or take careful note of where you're standing.
  6. Upload your photos using this online form.

Your photos help experts understand what's vulnerable to flooding today, plan for future sea level rise, and get us all talking and thinking about the impacts of the climate crisis and what we can do to make a difference.

Explore past King Tides photos and learn more about the Project on the California King Tides Project website. See more of Lee Panza's photos from the January 2023 King Tides event here.

Free David L. Brown Film Screening, Nov. 17th

David L. Brown, left, and Woody Brown, receive the Golden Maile Award for Best Documentary for “Surfing for Life” at the 1999 Hawaii International Film Festival. Surfer Anona Napoleon, center

“Surfing for Life” and “Of Wind and Waves: The Life of Woody Brown”, award-winning hour-long documentaries on older surfers, produced & directed by Emmy Award-winning Brisbane documentarian, David L. Brown, will screen in celebration of their 25th anniversary at Mission Blue Center (475 Mission Blue Dr.) in Brisbane on Sunday, November 17th at 6 PM. Free admission. This screening is co-sponsored by the City of Brisbane. David L. Brown and Co-Producer of Surfing for Life, Roy Ernest, will be present for Q & A.

“Surfing for Life”, narrated by actor, Beau Bridges, is an inspirational portrait of ten older surfers still riding waves in their 60s, 70s, 80s, and 90s. The film portrays the “sport of kings” as a uniquely powerful metaphor for passionate involvement and life’s possibilities as we grow older.

Perhaps the most extraordinary and inspirational subject in the film is Woody Brown, who, director Brown felt, deserved his own full-length documentary. “Of Wind and Waves: The Life of Woody Brown”, captures the life of the extraordinary 92-year-old free spirit—a legend in the worlds of surfing, sailing, and soaring.

Brisbane Construction Updates

Fiber Optic Work on Bayshore Blvd.

As relayed in the May 22, 2024 Blast, the amount of construction seen on Bayshore Blvd. has increased due to several different fiber optic cable installations taking place at the same time. Two contractors are completing separate fiber optic projects in three sections of Bayshore. Right now, one is at the northern city limits near 7 Mile House, and the other is near Valley. When the contractor at 7 Mile House is done in that location, they will move down to San Bruno Ave. and work down towards the the southern border of town. They are doing similar work - running fiber optic conduit, and are trying to finish their respective jobs before the rains come.

PG&E Construction Work on Bayshore

PG&E has placed changeable message signs about their upcoming night work on northbound Bayshore, which will be getting underway this Sunday, November 10th. In order to complete their work, they have begun closing northbound Bayshore, from Valley to Tunnel, between the hours of 9 PM - 6 AM, Sunday - Thursday. One must use alternate routes if traveling during the evening hours through December 20. We thank you for your patience; pack a lot of it before setting out!

What's Your Experience Traveling Near the 101 Corridor?

The San Mateo County Transportation Authority (TA) wants to hear about your experience traveling near the 101 Corridor and learn what improvements are most important to you. Your input will help develop the 101 Corridor Connect: US 101 San Mateo County Crossings Improvement Implementation Plan (Active 101).

The Active 101: US 101 San Mateo County Crossings Improvement Plan aims to identify priority crossing and corridor improvement needs and enhance conditions for people walking, biking, and using transit within a quarter mile of US 101. During our first round of outreach this fall, the community will have the opportunity to review a list of projects along the US 101 corridor and provide feedback on which projects align with their needs. Once completed, this Plan will provide a roadmap for planning, constructing, and implementing infrastructure improvement projects at critical locations near U.S 101. Learn more here!

You can share your feedback using an online mapping tool to tell the TA which active transportation improvements are most needed near US 101. Share your contact information after you complete the Fund It! tool to be entered to win a $250 gift card. Voting will remain open until the end of November.

Brisbane's Sustainability Segment

New OSEC Display at the Library: Proper Tree Care

Earlier today, Library staff assisted our Sustainability Manager Adrienne Etherton with updating the Open Space and Ecology Committee's display at the Brisbane Library. In addition to curated books about trees that span the generations there are helpful posters and brochures for the taking. One of them is a brochure that the Open Space and Ecology Committee put together a couple years ago but still contains a wealth of helpful information. For instance, did you know watering a tree slowly and deeply is better for your tree's overall health than fast and frequent watering? One way this can be achieved is through the Watering Bag Method. Watering bags usually hold around 20 gallons of water, so they only need to be filled once per week. They should be zip-tied around an uphill support post, rather than the tree itself, so that as the water drains, it will run towards the tree.

To borrow a watering bag, contact City staff by calling (415) 508-2130 or by filing out a My Brisbane maintenance request via the City's website or the free My Brisbane app.

EV Chargers at Bayshore Park & Ride Activated and Ready to Use

It seemed like forever that they would be covered, but with PG&E recently energizing the EV chargers in the Park & Ride lot (located at 3501 Bayshore Blvd., Brisbane), Chargie was able to return earlier this week to upgrade their chargers with newer hardware and get them activated. This completes their current EV Charging Network in Brisbane (with 7 public Level 2 chargers at City Hall, plus one DC Fast charger, 10 Level 2's at Mission Blue, and another 10 L2's now available to use at the Park & Ride lot). We want to thank Peninsula Clean Energy and the California Electric Vehicle Infrastructure Project (CALeVIP) for the grant funds that paid for these projects. New(er) to EVs or Chargie? Simply plug in your vehicle, scan the QR code on the charger or open the Chargie app, and start charging. The current pricing is set to $0.30.
