New Look, Same Pride: City Unveils Updated Logo and Seal Guidelines
On Tuesday, May 27, 2025, the City Council unanimously adopted Ordinance Nos. 1195 and 1196 as part of Pico Rivera’s broader revitalization efforts. The City introduced a modern logo that reflects its rich heritage, natural environment, and forward-looking vision—featuring blue and gold river motifs symbolizing energy, sustainability, and community flow. While the official City Seal remains unchanged, updated guidelines have been established to protect its use and preserve its integrity.
With global events such as the 2026 FIFA World Cup and the 2028 Olympic and Paralympic Games on the horizon, the timing of this rebrand positions Pico Rivera to stand out as a vibrant cultural hub ready to welcome the world. This new logo, along with the accompanying design standards and usage guidelines, will ensure the City's public image is as unified, dynamic, and forward-looking as the community it represents.
The new City logo is more than a graphic—it's a reflection of who we are:
- The two flowing waves symbolize the dual rivers that define our boundaries and history.
- The blue hues represent water, energy, and renewal.
- The gold tones echo sunlight and the pursuit of excellence.
- The circular motion of the waves embodies cycles of life, sustainability, and the continuity between our past, present, and future.
This narrative “everything old is new again” grounds the City’s rebranding in the belief that honoring history is essential to shaping the future

Pico Rivera City Council and City Leaders Host Students for Student Leadership Day 2025
On Thursday May, 1 2025, the Pico Rivera City Council and City Leaders hosted students from the Montebello Unified School District. Students were provided with an overview of city government, had the opportunity to spend the day with a city leader, and held a mock city council meeting on the subject of emergency response and recovery.
Autism Decal Program
- Since release, over 100 decals have been requested and distributed.
- Decals will remain available at the Sheriff's Station and ERUSD Police Office throughout the year.
- The autism decals provide emergency personnel with a clear indication that there is an individual with autism present, whether at the scene of an automobile incident, or a situation at their residence.
- Residents who do request these decals are encouraged to sign up for the Los Angeles County Sheriff's Department Special Alert Program, a voluntary program that allows caregivers or family members to provide information about a person living in their home who are suspected of having or have been diagnosed with an intellectual, mental, or physical disability.

Prepare for Summer and Avoid High Electricity Bills with PRIME Power Choice
As summer approaches, now is the perfect time to prepare for higher energy bills. The PRIME Power Choice Program helps residents reduce their electricity costs by offering solar and battery storage systems designed to keep energy affordable and reliable—even during extreme heat. Rooftop solar panels generate electricity during the day and store extra power in a backup battery for nighttime use, avoiding elevated Time-of-Use rates and delivery fees. Here is what participants can expect:
- No upfront costs and no credit checks
- Emergency home backup power system
- $115 per month for the first battery
- Consistent low energy prices of $0.145 per kWh
- Energy rate increases capped at 1.9% annually
To make the switch to solar even easier, the City of Pico Rivera has partnered with five trusted, solar contractors through its Channel Partner Program. These selected Channel Partners are here to help residents get the most out of their solar experience:

These authorized installers ensure high-quality service, affordable options, and a simple, stress-free solar experience.
As a special offer, PRIME customers who qualify for the state’s CARE program can now save even more through the CARE PRIME Power Choice Program. This initiative offers solar and battery storage systems at reduced energy rates—between $0.07 and $0.09 per kWh—while maintaining all the benefits of the standard program. Enrollment is open now and available while funding lasts.

Pico Rivera Achieves Sol Smart Designation!
Pico Rivera is celebrating a major sustainability achievement! The City has achieved gold designation for the national SolSmart program. This honor recognizes Pico Rivera’s leadership in improving access to affordable solar energy at the local level, making it the first city in California’s Gateway Cities region to earn SolSmart designation!
Pico Rivera’s journey toward this national recognition has been driven by years of environmental leadership and community commitment. Key initiatives that propelled Pico Rivera to this milestone include:
- Launching the Power Choice Program through PRIME, giving residents access to solar energy systems and backup battery storage with no upfront costs or credit checks. Participants are now saving on energy bills and gaining emergency backup power at home.
- Streamlining Solar Permitting Processes by adopting automated permitting solutions to make it faster, easier, and less costly for residents and businesses to install solar systems.
- Improving Public Access to Solar Information by updating the City website and participating in extensive solar readiness training.
This milestone would not have been possible without the collaboration and hard work of all City departments. Together, City staff is building a greener, more resilient future for Pico Rivera.

Help Make Pico Rivera Greener by Adopting a Tree!
- The City of Pico Rivera has teamed up with the San Gabriel Valley Conservation Corps (SGVCC) to launch the Pico Rivera Tree Adoption Program. This initiative is funded by a $150,000 grant from the Bezos Earth Fund, which SGVCC secured to help make Pico Rivera greener!
- As part of the program, eight local youth have been selected to gain job readiness skills and assist with planting 200 trees throughout the City. Residents are encouraged to participate in the Pico Rivera Tree Adoption Program to help reduce local greenhouse gases, improve street walkability, boost curb appeal, and improve community well-being by fostering a greener space.
- The program has successfully planted 40 trees and received 120 sign-ups so far, and the trees go fast, sign up before they are gone!

Pico Rivera - Community Resilience Center Plan Feedback Survey
- The City of Pico Rivera in partnership with Southern California Regional Energy Network (SoCalREN) and the Gateway Cities Council of Governments (GCOOG) is developing a Community Resilience Center Plan, and would like the community’s input. These centers are designed to provide shelter, resources, and support during climate-related emergencies, such as heat waves or power outages.
- The City invites Pico Rivera residents to complete a short survey to share their thoughts on where the center should be located and what services it should offer.
- This survey is open to Pico Rivera residents only. Complete it for a chance to win a $25 or $100 Visa gift card or an Energy Efficiency Gift Basket
Pico Rivera Used Motor Oil Recycling Events - June 7, 2025
- The City of Pico Rivera is hosting two used motor oil recycling events on Saturday, June 7th, from 9:00 AM to 1:00 PM. Residents can bring used motor oil to either O'Reilly Auto Parts at 8720 Whittier Boulevard or AutoZone at 9350 Whittier Boulevard.
- Participants who bring in used motor oil will receive a complimentary oil filter tool kit and a new oil filter, valued at up to $15, while supplies last. These events provide an excellent opportunity for community members to safely recycle automotive waste and support the City’s commitment to sustainability.
Community and Economic Development
New Digital Billboard
- In February of this year, Centerpoint Properties completed the construction of a 40,000 square foot cross docking facility located at 3900 Baybar Road. Following the completion of the crossdocking facility, Outfront Media submitted an application for a Development Agreement to construct a new digital billboard within the industrial facility’s parking lot.
- Due to high visibility from the I-605 freeway, the site is a prime location for digital billboard advertisement. The digital billboard is proposed at 65 feet in height, with two LED sign faces measuring 14 feet in height, by 48 feet in length.
- Also proposed is a jurisdictional sign that would include, City of Pico Rivera, located on the bottom of the digital billboard’s sign face in illuminated lettering.
- The Development Agreement between the City and Outfront Media consists of specific public benefits that include a minimum annual guarantee of $100k to be paid to the City for public improvement for a period of 10 years.
- In addition, the agreement includes provisions for a 10% reduction in rates for Pico Rivera Chamber of Commerce members with a business in Pico Rivera, and 5% of total advertising time to promote civic purposes for the City.
- The project is scheduled for a public hearing with the City Council on May 27th. If approved, construction is likely to begin in the fall of 2025 and completed before the end of this year.
Local Hazard Mitigation Plan Update
- In the fall of 2024, Planning staff, along with assistance from Atlas Planning Solutions, started preparing an update to the City’s LHMP. The Local Hazard Mitigation Plan (LHMP) is specific to Pico Rivera and intended to identify and reduce the risk from natural and human-caused hazards such as urban fires, earthquakes, and floods.
- The plan to address these hazards will include proactive mitigation strategies with the goal of decreasing impacts before a disaster occurs.
- Updating the LHMP will take about one year to complete due to the amount of community involvement, staff coordination, and public hearings that are involved throughout the process.
- Planning staff is at about the midway point of this project and has released an administrative draft of the LHMP to the public on May 14, 2025.
- The 30-day public review period provides the community, along with public safety officials, City staff, and elected officials, an opportunity to provide their opinion as to the threats from natural and human-caused hazards in our community.
- The final steps to updating the LHMP include approvals from the California Office of Emergency Management and the Federal Emergency Management Agency (FEMA). After receiving approval by FEMA, the LHMP will then be adopted by City Council.
- A Resolution to adopt the LHMP is scheduled to be taken to City Council in the fall of 2025.

Mother-Daughter Paint Party - May 10, 2025
The “Mother Daughter Paint Party” was held on Saturday, May 10th at the Senior Center from 1:30-4pm. Moms and daughters thoroughly enjoyed a fun afternoon of instructed painting and bonding time. The event included 5 photo op stations, snacks and drinks. The event sold out with a total of 100 participants.
Memorial Day Ceremony - May 26, 2025
On May 26, 2025, the city of Pico Rivera gathered as a community to honor those who have paid the ultimate sacrifice while serving our country. The City of Pico Rivera held its annual Memorial Day ceremony and paid tribute to all our past and present veterans.
Upcoming Events & Programs
Summer Camp 2025 - Starts June 16, 2025
Summer Food Service Program - Starts June 16, 2025
- The City of Pico Rivera, through funding from the California Department of Education and the USDA Summer Food Service Program, will begin the free, Summer Meal Program for children ages 18 and under at 5 park sites (Pico Park, Smith Park, Rivera Park, Rio Hondo and Rio Vista Park) on Monday, June 16 through August 8 (No meals on June 19 & July 4).
- Meals will be distributed between 8:00–9:00 am for breakfast and from 12:00-1:00pm for lunch, through the duration of the summer break on a first come, first served basis.
- No enrollment paperwork is required. Meals must be consumed on site.
- One (1) part-time, seasonal staff will oversee the day-to-day operations at each site. Volunteers are heavily relied on to assist with the meal distribution.
