history

Barlovento, LLC is an SBA Certified Woman-Owned Small Business (WOSB) leader.  Founded in 1996 by Jane Solomon, Barlovento has delivered a wide range of services and differentiates itself as a full-service design-build and general contracting company. Barlovento, Spanish for “windward,” is headquartered in Dothan, Alabama, but provides services throughout the Continental United States as well as internationally. Being a woman in a male-dominated industry, Ms. Solomon found herself needing resources and tools to establish and grow her business. She found these through Troy University’s Small Business Development Center (SBDC). This was her first step towards sealing her business’s fate for the long term. This year we celebrate our 30th year anniversary of being "A Foundation of Excellence in Construction since 1996!"

Barlovento’s robust expertise is multi-faceted and is seen in the completion of a variety of construction services. Our portfolio consists of over $20 Billion in ID/IQ contract values, $750M in General Facility Construction, $231M in Airfield Paving & Facility Services, $25M in Advanced Meter Reading Systems, specialty projects for highly secure (SCIF) facilities, utility service projects, and historic renovations.

Ms. Solomon’s primary focus is the federal contracting sector, but her business does focus a small percentage of its time in the private sector relative to banking and car dealerships. Barlovento’s primary clients include the U.S. Army Corps of Engineers (USACE), U.S. Air Force, U.S. Navy, U.S. Fish and Wildlife Services (USFWS), U.S. Department of the Interior (DOI), U.S. Department of Homeland Security (DHS), and NASA.

Our success over the past 30 years comes down to choosing partnerships wisely. We try to do that through quality subcontractors and staffing personnel. Leadership may start at the top, but how each one of us does everything day to day is what builds our success over the course of time. Every person matters. Every course of action matters. Every encounter matters. Our subcontractors can truly make or break us on a job. The DoD doesn’t look kindly on poor work ethic or substandard workmanship! We pride ourselves on developing and building great subcontractor relationships where we can collaboratively design and produce favorable outcomes for the DoD with service that is second to none.

Most of our 60 employees have been with us for 10+ years. I believe one of our assets in finding great people is not just looking at qualifications but looking for those who align with our values of strong work ethic and integrity while being teachable. This type of business is grounded in teamwork, and it truly does take a team with one vision to manifest a winning solicitation.  One of our most recent awards was the U.S. Air Force Civil Engineering Center (AFCEC) Comprehensive Construction & Engineering (C2E) multiple award contract in the amount of $15 Billion. This contract provides for a full range of design, construction, and engineering activities necessary to meet Air Force and other customer requirements worldwide. Barlovento, as part of a pool of contractors, will deliver a wide range of mission critical work over the next ten (10) years on this contract. This win highlights our proven ability to deliver complex projects and strong commitment support to AFCEC wherever the mission demands.

Every structure breathes our story of commitment, precision, and accountability for Barlovento. Commitment to compliance is our strong foundation. This shines through in our ratings we receive from the government on our projects at completion. Our moral compass for strict compliance drives these strong ratings in the areas of quality, schedule, cost control, management, and  subcontracting. Quality craftsmanship refuses to cut corners. Precision ensures we continually earn the trust of the DoD. Our strong standards and performance metrics ensure we proactively adjust for problems along the way. This trust building allows for repeat winning of awards even among the strongest of competitors. Finally, accountability permeates throughout our entire construction process.

cape canaveral sfs, fl

One of our most recent projects highlights our immense expertise and excellence in the federal contracting arena. Cape Canaveral SFS, Florida required the renovation and reconstruction of their 10,000 foot Runway 13/31.  This was a full depth replacement of the first 1,000 feet and involved demolition, stabilization, grading, grooving and diamond grinding, as well as new airfield lighting and pavement markings. There was over 1.1M Square Feet of paving. This is the equivalent of standing above the Pentagon, which covers approximately 29 acres,  and looking down and seeing all concrete and asphalt! This project also encountered some unique challenges due to geographic location, adjacent facility Kennedy Space Center, and environmental  complexities. Our team had to navigate the various rocket launches and work around those schedules and security measures. Sometimes we were given as little as 24 hours’ advance notice. Our environmental team found over 100 Gopher tortoises on the site, which required strict compliance for removal and relocation. Finally, working on an active airfield requires extreme protocol for safety measures for all parties as well as limiting disruptions to operations. Our flexibility while maintaining strict adherence to quality and safety control provided the structural stability to bring this project to completion ahead of the contractual performance period.

government expectations

The government’s requirements on some contracts can be tricky to navigate at times. Some require highly specialized services such as historic renovations, some require working with secure facilities which mandate escorts for construction activities, and others require working in occupied buildings that demand compliance with work restrictions to mitigate disturbances. Whatever the stipulation, we spend a significant amount of time and resources to ensure our performance meets or exceeds the government’s requirements.

Barlovento is building a legacy that is defined by service and improving lives along the way. We take pride in our impact as we uplift and build better communities and empower future leaders.  Our employees are encouraged to rise to the occasion when they see a need. For example, several employees donated personal time as a gift and painted the ministry at The Harbor Ministry along with providing donations. Barlovento’s giving programs include Child Advocacy Centers in Alabama and Florida, Missing Children Alert Program and local hunger organizations. In 2025, Barlovento sponsored the Auburn Food Bank and donated thousands of items. Local events include the Alzheimer’s walk, sports teams, and disabilities organizations, along with contributing to employee children’s fundraisers such as Headland, AL Bass Team.  During Hurricane Michael, Ms. Solomon organized a drive for RVs/trailers to house the homeless. Ms. Solomon and her employees cooked for weeks, providing hot meals for First Responders along with delivering food.

Investing in and equipping future leaders also creates impact. Barlovento has participated in Auburn University’s Civil & Environmental Biosystems Engineering Career Fair throughout the years. We offer mentorships for college-aged men and women, especially those pursuing STEM fields. Our mentorships and intern programs offer confidence, leadership opportunities, and active engagement in the entire process here at Barlovento. Everything we set out to accomplish, professionally and personally, creates a legacy. Legacy is not measured by income, but by impact, and we are impacting lives by serving people well. We aren’t just building buildings and such; we are building people.

closing remarks

In this business, the waters can be heavily charted at times. We don’t just ride the waves. We are disciplined stewards of each contract and keep a steady hand on the helm from award to closeout. Our team stands watch over each project and trims the sails when conditions shift. This is what has led us to a 30-year success story. We truly have been a foundation of excellence in construction since 1996!
