City Closure and City Council Meetings Resume!
On September 8, 2015, the City Council adopted Resolution No. 6827, cancelling certain meetings of the City Council due to Holiday Schedules and Vacation schedules. The City Council meetings regularly scheduled for November 25, 2025, and December 23, 2025, are scheduled to go DARK.
City Council Reorganization
- During the City Council of the City of Pico Rivera, at their regular meeting of December 9, 2025, reorganized and selected current Mayor Pro Tem Gustavo V. Camacho to serve one year as the new Mayor of the City of Pico Rivera. Congratulations Mayor Camacho!
- At the same meeting, the City Council selected current Councilmember Dr. Monica Sanchez to serve for one year as the new Mayor Pro Tempore for the City of Pico Rivera. Congratulations Mayor Pro Tem Dr. Sanchez!
New Service Alert: Now Offering Notary Services to Our Residents!
Exciting news! The City Clerk’s Office is now offering Notary Public services to Pico Rivera residents for the very first time. This new service offers the convenience of having important documents notarized locally, without the need to travel out of town. Whether you need a signature verified, an affidavit notarized, or other official paperwork certified, our City Clerk’s Office is here to help—right here at City Hall!

Name Our Orange! Help Us Choose the 2026 Election Mascot's Name
- The City of Pico Rivera’s City Clerk’s office is inviting City residents to help name our new orange fruit character for the 2026 elections! This cheerful citrus icon, symbolizing the City’s historic orange groves, will appear on our election outreach materials to encourage voter participation—and we want the community to help give it a fun, family-friendly name.
- Visit the City’s website at www.picorivera.org, or stop by City Hall or any Pico Rivera park sites to pick up a form. Submit your mascot name idea to the City Clerk’s office by January 29, 2026, either in person or by email at cityclerk@pico-rivera.org.
- All ages are welcome to participate. One entry per person.
- City staff will select a group of finalists, and residents will vote for the winning name via social media. The chosen name will be announced on the City’s social media platforms and newsletters and will be featured on our official 2026 election materials.

Election Snapshot Highlights – November 2025 Special Statewide Election
- Pico Rivera voters demonstrated good civic participation in the November 2025 Special Statewide Election, with a total turnout of 16,809 voters, representing 44% of registered voters—an increase of 2.24% from November 2024.
- The majority of ballots were cast by mail (78%), with the remaining 22% submitted through in-person voting. Residents utilized two vote centers and three ballot drop boxes citywide, with notable activity at the Pico Rivera Library and Rivera Park Community Center. These figures reflect continued engagement and the community’s strong use of multiple voting options provided by Los Angeles County Registrar of Voters.

🌟 Celebrating the Success of the Leaders of the PLEDGE PROGRAM🌟
- This year, the City Clerk’s Office proudly launched the Leaders of the Pledge pilot program-an inspiring initiative that invited local students to lead the Pledge of Allegiance at City Council meetings throughout 2025.
- From elementary to high school, each student brought enthusiasm, pride, professionalism and a true sense of community spirit to the Council meetings. Their participation not only highlighted civic engagement among our youth, but also reminded us all of the importance of service, leadership, and unity.
- The program successfully concluded with 100% participation across all scheduled meetings and strong student engagement representing grades as young as TK through 9. In recognition of their involvement, each student was individually acknowledged with a photo and featured on the City’s social media platforms and received a certificate of recognition for their participation.
- We’re incredibly proud of every student who took part in this inaugural year! Thank you for helping make City Hall a place where our future leaders’ voices are heard and celebrated.

From public safety and public works to parks, community and economic development, and administrative teams, your hard work is essential to ensuring residents receive high-quality services, meaningful opportunities, and a city that continues to improve the quality of life for all who call Pico Rivera home. Your commitment does not go unnoticed, and it is the foundation of our City’s progress. To our residents, thank you for your partnership, trust, and engagement throughout the year. City of Pico Rivera Awarded Metro Open Streets Grants in Support of Celebration Hub Events for World Cup and Olympic Games
- Pico Rivera has been awarded two Metro Open Streets grants to serve as a celebration hub for the 2026 FIFA World Cup and the 2028 Olympic & Paralympic Games
- These grants were approved by the full Metro Board on December 4, 2025.
- Funding includes $250,000 for World Cup event programming and $500,000 for Olympic & Paralympic Games activities.
- The City will work with all relevant stakeholders to develop activations, events, logistics, public safety plans and community programming.

Pico Rivera is Awarded Distinguished Budget Presentation Award by GFOA
- The City of Pico Rivera received the Government Finance Officers Association’s (GFOA) Distinguished Budget Presentation Award for its FY 2025-27 biennial budget, recognizing excellence in governmental budgeting practices.
- The award reflects the City Council’s and staff’s commitment to meeting nationally recognized standards for effective budget presentation.
- To earn the award, the City’s budget was required to meet GFOA guidelines demonstrating that it functions as a policy document, financial plan, operations guide, and communications tool.
- The budget was rated “proficient” in all four categories and satisfied all fourteen mandatory criteria established by GFOA.
- The City joins more than 1,900 jurisdictions participating in the GFOA Budget Awards Program, which highlights best practices and leadership in public-sector budgeting across North America.
Successor Agency Dissolution Approved
- We are excited to announce that the Los Angeles County Oversight Board (LACOB) has officially approved the final dissolution of the City’s Successor Agency as of December 18, 2025. Notably, our City is the first jurisdiction in LACOB’s Fourth District to receive this approval. It is a very a significant accomplishment.
- This milestone reflects a long and complex process, made possible through the strong support of the City Council and the guidance and leadership of the City Managers, as well as sustained staff effort to navigate numerous statutory and procedural requirements.
- As a result, the City is now positioned to realize approximately $2 million in additional General Fund revenues in future fiscal years, strengthening our long-term financial outlook and fiscal flexibility.
- This achievement marks a significant step forward for the City and underscores our commitment to diligent financial stewardship.

Pico Rivera Receives Back-to-Back Platinum Energy Awards from Gateway Cities
Pico Rivera is ending 2025 with a major achievement. The City is proud to announce it has received the Platinum Energy Award from the Gateway Cities Council of Governments for the second year in a row! This prestigious recognition honors Pico Rivera as a leader in energy efficiency and sustainability accomplishments among the 27 cities in the Gateway Cities Region. Pico Rivera residents, and Pico Rivera Innovative Municipal Energy (PRIME) customers have the opportunity to participate in the Electric Vehicle Giveaway contest presented by PRIME’s trusted partner Participate.Energy! The contest is open to people who meet ALL of the following criteria:
- PRIME Power Choice customers at the time of entry;
- Legal residents of California who are at least 18 years old at the time of entry; and
- Individuals who either own a home or are single-family home renters in an area served by PRIME.
Any PRIME customer who enrolls in the Power Choice program by May 31, 2026, may enter the contest. Existing PRIME Power Choice customers are also eligible. Contestants are required to submit an essay telling their PRIME Power Choice story along with a photo that includes the complete installation of their battery storage system. How to enter:

Winter has arrived, bringing cooler weather and the upcoming holiday season with its high electricity demands. 2026 "Sort It Right, Keep Our City Bright" Youth Art Competition
The City of Pico Rivera invites local students to participate in the 2026 Youth Art Competition. This initiative encourages young artists to express their creativity while promoting composting, recycling, and food waste reduction as part of a cleaner, more sustainable community. The City is partnering with NASA to invite young artists to design artwork that inspires environmental stewardship. Winning designs will be displayed on an official NASA Waste Truck. Selected artists will also receive a certificate of recognition from the City of Pico Rivera.Age categories include Elementary and Middle School (K–8) and High School (9–12). EV Charging Stations at Pico Rivera City Hall
- The City of Pico Rivera invites the community to use the public EV charging ports located at the City Hall parking lot. These stations remain open to the community and provide a convenient option for residents to charge their electric vehicles while supporting clean and sustainable transportation.

Pico Rivera Women Bicycle Club
- Join the Pico Rivera Women Bicycle Club to embrace a sustainable and healthy lifestyle while building community. Led by local resident Yvette Zea, the club encourages active transportation and strengthens connections across Pico Rivera.
- Beyond promoting cycling, the club supports long-term sustainability goals, reduces emissions, and contributes to the City’s active transportation network. 2026 Greater LA Homeless Count

Comprehensive Zoning Code Update
- The City of Pico Rivera adopted a new Zoning Code on December 9, 2025. The new zoning code takes effect January 8, 2026.
- The updated Zoning Code represents a major step forward in establishing a more effective, transparent, and accessible regulatory framework for the City. Key improvements include a clearer and more consistent structure, the transition to objective development standards, streamlined administrative procedures, and a more user-friendly digital platform.
- These changes are designed to clarify zoning and land use regulations, improve usability for applicants and staff, and ensure alignment with evolving state and federal requirements.
- Collectively, the revisions support the City’s long-term vision, promote responsible and sustainable development, and provide a stronger foundation for well-planned growth in Pico Rivera.
Emprendedor@s Graduation
The City of Pico Rivera proudly graduated its second cohort of Emprendedor@s in mid-November, completing an eight-week seminar designed to support monolingual Spanish-speaking entrepreneurs. Participants received hands-on training in business formation, marketing, leadership, financial planning, and accessing funding—equipping them with the tools to start and grow sustainable businesses. This program reflects the City’s commitment to inclusive economic development by removing language barriers and investing directly in local talent. By empowering residents to launch and expand businesses, Pico Rivera is strengthening its local economy and fostering long-term community wealth.
Local Hazard Mitigation Plan Recently Approved by City Council
On October 28, 2025, City Council approved the City’s updated Local Hazard Mitigation Plan, which was subsequently approved by FEMA on November 19, 2025. The plan remains in effect for five years, through November 18, 2030, and preserves the City’s eligibility for critical FEMA funding. Maintaining FEMA approval is essential to access pre- and post-disaster grant programs such as PDM, HMGP, FMA, and BRIC. These funds support projects that strengthen community resilience, including seismic upgrades to critical infrastructure, stormwater improvements to reduce flooding, and the establishment of cooling centers to respond to extreme heat events.
Planning Commission Review: McDonald's Drive-Thru Dual-Lane Configuration
The Planning Commission held a public hearing on December 15, 2025, to consider a request to modify the existing McDonald’s drive-thru at 9309 Slauson Avenue from a single-lane to a dual-lane configuration. The proposed improvement would increase queuing capacity, reduce on-site and off-site traffic congestion, and shorten wait times for customers, improving overall circulation and safety in a busy commercial area. Staff found the project consistent with the City’s General Plan goals for economic vitality and reinvestment in existing commercial sites, while remaining categorically exempt from CEQA as a minor alteration to an existing facility.
Pico Rivera Sports Arena Drive-Thru Food Distribution
The City of Pico Rivera proudly hosted a successful holiday food distribution at the Pico Rivera Sports Arena, in partnership with Los Angeles County Supervisor Janice Hahn and the Los Angeles Regional Food Bank, ensuring families had access to essential groceries when they needed it most. This impactful event served more than 1,600 families, helping ease financial strain during the holiday season and reinforcing the City’s commitment to supporting community well-being.

2025 APWA Project of the Year Award - Median Beautification and Parkway Project
- The City of Pico Rivera is proud to announce that it has received recognition from the American Public Works Association (APWA) Southern California Chapter for its Major Corridors Median Beautification and Parkways Project!
- Each year, the APWA honors government agencies that demonstrate exceptional leadership in delivering publicly developed, owned, and maintained infrastructure projects. Out of more than 175 project submissions received this year, the APWA SoCal Chapter selected Pico Rivera as one of the award recipients from the Traffic, Mobility, and Beautification category.
- The Major Corridors and Median Beautification and Parkways Project revitalized key medians and corridors along Rosemead Boulevard, Paramount Boulevard, Washington Boulevard, Slauson Avenue and Whittier Boulevard. Enhancements include cobblestone hardscape, drought tolerant landscaping, solar lighting, cultural art, and wayfinding signage. These improvements beautify the City and strengthen community identity and pride!
- The City is honored to receive a Building Excellence, Shaping Tomorrow (B.E.S.T.) Award, reaffirming its commitment to enhancing the community’s public spaces and infrastructure!

Holiday Festival - November 22, 2025
- On Saturday, November 22, 2025, an estimated 5,000 people attended the Annual Holiday Tree Lighting Festival at City Hall.
- The popular Holiday Tree Lighting event included Elves Arts & Crafts Workshop for Kids, Elves Face Painting and balloon art, and a Holiday Vendor Fair with a FREE snow play area that included a three-lane snow sled run.
- City officials and the community came together for the official Tree Lighting Ceremony that took place at 6:30 p.m.
