Community Comes Together to Honor Local Veteran

  • This past Saturday, the City of Pico Rivera partnered with the Oath to Country Foundation (OTCF) to lead a heartfelt beautification project at the home of longtime resident and Vietnam War veteran Carlos “Lee” Guzman. Over 60 volunteers came together to transform the home’s landscaping, showing their appreciation through service. Mr. Guzman and his family were both surprised and deeply moved by the incredible community turnout and support.
  • The project was organized and led by OTCF Executive Director Dr. Justin Gracieux, whose leadership made this event possible. Special thanks to The Home Depot for donating materials and equipment, and to the local Chick-fil-A on Rosemead and Whittier Blvd, for generously providing lunch to all volunteers. This effort was a powerful reflection of our community’s gratitude and unity.

Community and Economic Development

Tobacco Retail License (TRL) Program

  • The City is currently implementing the Monitoring and Compliance component of the Tobacco Retail License (TRL) program. The TRL program is essential to protect public health, reduce youth access to tobacco, and ensure that local retailers follow laws regulating the sale of tobacco products. Chapter 5.75 of the Pico Rivera Municipal Code, specifically Section 5.75.110, titled “Compliance Monitoring”, authorizes routine inspections to ensure adherence to local and state tobacco control laws.
  • During inspections, City staff is specifically looking for compliance with rules prohibiting the sale of flavored tobacco, ensuring that proper signage and licenses are displayed, and verifying that tobacco is not sold to minors or through self-service displays. Inspectors also confirm that federal health warning labels are present on packaging, that single cigarettes or cigarillos are not sold individually which makes tobacco products more affordable and accessible to youth and that all employees selling tobacco are at least 21 years old.

SCALE for Small Businesses

  • A free 6-week financial literacy course was held in Pico Rivera for Spanish-speaking small business owners, as part of the SCALE program (Success, Capital Access, and Leadership for Entrepreneurs).

  • The SCALE program was created by the California Office of the Small Business Advocate (CalOSBA) to support underserved small business communities across the state. Weekly sessions covered critical topics such as business planning, recordkeeping, understanding financial statements, and securing capital.
  • The program also featured guest speakers offering expert guidance on legal and funding matters. This initiative reflects the City’s commitment to fostering inclusive economic growth and supporting underserved communities.
