New Civic Campus
The City of Chanhassen is revitalizing its downtown Civic Campus. The project is comprised of a new City Hall, Council Chambers, Senior Center, and destination park amenities.
Chanhassen’s current municipal building was built in 1981. The facility no longer serves the population of Chanhassen. The building has significant deferred maintenance needs and lacks operational efficiency. The reimagined Civic Campus is intended to invigorate Chanhassen’s downtown and provide community gathering spaces and numerous amenities.

September & October Progress & Construction Updates
- Old city hall has been demolished
- Footings and foundations for the park pavilion will start at the end of October
- Sidewalks as part of phase 2 are currently being poured
- City water containment tanks have been installed
- Street work has wrapped up with some minor 2026 work remaining on Kerber Street
June & July Progress Pictures & Construction Updates:
- MEP rough-ins have completed
- Exterior finishes are down to metal panels and curtain wall
- Phase 2 of the project has started - site demo is occuring
- Interior Finishes are on going with carpet currently being installed
- All MEP start ups will be completed by mid August
- Elevator inspection will be mid August
- Site concrete is starting on the East side of City Hall working clockwise
- Owner FFE installation will start in mid August

April:
- Exterior envelope will wrap up
- MEP rough-ins moving to first floor
- Second floor framing is wrapping up and drywall is starting towards the end of the month
- Exterior window field measurements are underway
- Brick work around the clock tower will begin towards the end of the month
- Site work will ramp up
March:
- Interior Slab on Grade completed
- Exterior Envelope installation ongoing
- Interior framing and rough-ins in process
- Exterior brick started on east side working towards the north
February:
- Pouring concrete decking
- Continue with exterior framing and sheathing through the end of the month
- Interior MEP rough-ins are ongoing as available
- Next month: exterior finish installation will start, beginning with brick
January:
- Wrapping up structural steel and decking.
- Exterior framing has commenced on the East side of Market Blvd.
- Underground MEP are completed in the parking garage.
- Slab on grade concrete will be poured once conditions have improved.
- Upcoming: Steel stud framing will be wrapping around building encapsulating the second story. Composite slab on deck will be poured along with the main level topping slab.
November/December:
- Interior under ground utilities are going to be complete by mid November.
- Slab on grade will be in place by end of November.
- Steel erection will start the week of November 11th.
October:
- Precast will begin end of September and should be completed the first week of October.
- Steel and masonry will commence after precast is completed and will continue through the month.
- Underground utilities will start in the parking garage.
August/September Update:
- Wrapping up foundation walls.
- Continued work on utilities - utility work is completed on 78th Street.
- Site removals are happening as needed.
- Excavation for City Hall concrete footings and foundations are complete.
- Market Blvd. will be open end of October.
Background Information:
In 2021-2022, a comprehensive Facility Study was completed by Snow Kreilich Architects and Kraus Anderson. The study provided an assessment of the current City Hall facility as well as other municipal buildings throughout the community. The Facility Study also provided an assessment on the overall condition of the building and projected needs. In particular, the study helped the City Council understand the costs of refurbishing or replacing City Hall. City Hall was built in 1981, with significant projects in 1988, 1996, and 2004.
The current City Hall has a Facility Condition Index of 0.32620, which is critical according to this industry standard of measurement. The building is in need of new furnaces, fixes to the ventilation system to control internal humidity, new windows and skylights, a roof replacement, water heaters and water main, elevator repairs, and more. It also needs interior construction such as updated restrooms, flooring, and casework. The total cost to complete these projects, to make the building more efficient for staff, and user-friendly for the public was estimated at $16-18 million. The cost of a new City Hall facility was projected to be $20-24 million.
Building a new City Hall allows the project to not only impact City Hall and Senior Center users, but to create a new community focal point. The new amenities on the Civic Campus will provide entertainment and recreation options for all ages, create vibrancy in the downtown, and encourage additional private investment in downtown Chanhassen.
The planning process to date has included numerous conversations and open houses with residents, the City Council, Boards and Commissions, and city staff.

Civic Campus Key Features:
- New City Hall building
- Create a 4 season park centrum building with an adjacent performance/event plaza
- Provide additional features, including a splash pad, gathering lawn, new Senior Center that includes a maker space.
- Retain the existing Veteran’s Memorial and create a new associated plaza space for ceremonies
- Retain and enhance the event lawn area and skate park on the north side of the site
- Enhance connections from the west with a pedestrian crossing signal of Kerber Blvd. and plaza paving courtyard at the library entry
- Create a strong civic presence along W78th Street with a linear plaza and entry signage
