This Week's City Council Action:

City Council To Continue Looking Into Revenue Enhancements

On Tuesday, the City Council decided not to move forward with either a transient occupancy tax increase or a business license tax restructure and increase. This decision means that a ballot measure to raise revenue will NOT be on the November 5, 2024 General Election ballot. However, the City Council Ad Hoc Committee of Councilmembers Whalen and Orgill will continue to research potential ways to address City capital needs, some of which are improvements to the city infrastructure such as new or renovated fire stations, significant projects such as the undergrounding of Laguna Canyon Road, funding for a community pool, and investments in affordable housing for artists, seniors, and local workers.

City Council to Explore Paid Parking Feasibility and Citation Increases

On Tuesday, the City Council received and filed the Parking and Transportation Demand Management Report update. The report provides recommended strategies and actions to help make parking more convenient for both residents and visitors, alleviate the parking demand placed on residential neighborhoods, and improve mobility in commercial zones. They also directed City staff to add a new short-term strategy to research the feasibility and potential impacts of converting existing free parking along Coast Highway and other areas throughout the city to paid public parking spaces and look into potential parking citation increases.

City Council Introduces First Reading of Ordinance Establishing a Commercial District Beautification/Property Maintenance Program

On Tuesday, the City Council introduced the first reading of an ordinance amending the Laguna Beach Municipal Code related to maintenance of property and nuisance abatement authority and adoption of a resolution establishing the Commercial District Beautification/Property Management program. The goal of the program is to promote and incentivize commercial property maintenance throughout the City.

The Next Regular Meeting of the City Council is Tuesday, August 13 at 5:00 P.M.

The "Tentative Agenda" is strictly tentative and there is no guarantee that items listed will be agendized as scheduled due to changing priorities, new information, staff workloads, and other unforeseeable events.

Q: What more can be done about parking and parking enforcement in the City?

A: There are a couple of conversations going on at the City regarding parking that you should know more about.

First, we’re studying whether our parking citation fees are too low, at $43 per cite. Turns out that they may be a tad low – in Newport Beach, they charge $100 for parking in a red zone and $75 for an expired meter. In Dana Point, they charge $75 for parking in a no stopping zone (there aren’t meters in Dana Point).

Second, we talked about adding paid parking stations (likely with Pay Stations and Pay by Phone – not individual meters) along Coast Highway in South Laguna, and also further up into residential areas citywide.

Third, we’ve heard from many that they think our more recent parking enforcement approach might be too light (i.e. “you need to issue more parking tickets.”). So we’re looking at that. Less known fact: The City issued over 28,000 parking-related citations in 2023!

Fourth, please know that if you walk by a meter that seems to have expired time, it may not mean that the vehicle parked there is in violation. Sometimes that person has paid using a different method, and the meter doesn’t recognize that (but our parking control officers do). In fact, in the month of June 2024 alone, there were nearly 46,000 parking payments made using the City’s mobile parking app.

Please know, too, that our parking rates can’t be set at whatever the market will bear. As a coastal city, our rates are subject to review and a permit from the California Coastal Commission via the Coastal Act, which attempts to preserve the coastline as a place for low-cost visitor-serving amenities – like a nice day at the beach. Our current permit has one more year of increases in it, and then further increases would have to be approved by the City Council and then the Coastal Commission.

So stay tuned on all of this – most of the actions require a formal discussion and action by the City Council. And please don’t park where you shouldn’t, and don’t let your meter expire – you may face a fine of $43 (or more soon!).

Report: Laguna Beach Receives Top Marks for Ocean Water Quality in 2024!

Laguna Beach continues to receive high marks year-round from bacteria testing in the ocean along the coastline. This week, the 2024 Heal the Bay Report Card was released and recognizes Emerald Bay on the Honor Roll!

Laguna Beach maintained A or B grades throughout its beaches, except the Aliso Beach area. The lower grades are due to increase rainfall during the evaluation period.

The Heal the Bay Report Card is an assessment of water quality at over 500 locations in California. This year it sheds light on the impact of extreme rain events on water quality. Heal the Bay’s grading system is based on weekly ocean water testing.

The City of Laguna Beach remains committed to protecting the ocean, our most important natural resource.

Wilcoxen Family Joins in Celebration of New Signs at William M. Wilcoxen Park

This week, the City installed new park signs at Wilcoxen Park, formerly known as Top of the World Park. Members of the Wilcoxen family enjoyed a nice picnic in honor of the newly installed signs.

William Wilcoxen was a resident and former member of the Laguna Beach City Council and the Laguna Beach Unified School District Board of Education. Wilcoxen played a significant role in acquiring the park's land and preserving other coastal spaces. He also helped establish Top of the World Elementary and Thurston Middle Schools.

2024-26 Residential Shopper Parking Permits Coming in Mail Starting Next Week

The Shopper Parking Permit allows parking at eligible meters and pay ticket lots throughout Laguna Beach without depositing coins in the meters or purchasing a pay ticket. Shopper Parking Permits will expire on July 31, 2024. The new two-year permit period will be August 1, 2024, through July 31, 2026. Those who purchased the 2024-26 Shopper Parking Permit will receive it starting the last week of July.

Shopper Parking Permits are available only to residents of Laguna Beach and proof of residency is required. Residents are limited to a maximum of 4 permits per household for the Shopper Parking Permit and 2 permits per household for the School District Permit.

Laguna Beach Announces Changes to the Laguna Beach Marine Safety Team

Current Marine Safety Chief Kevin Snow to Retire in August After 44-Year Career; Kai Bond Appointed Laguna Beach Marine Safety Chief

On Wednesday, July 24, 2024, Laguna Beach City Manager Dave Kiff announced two major transitions for the Laguna Beach Marine Safety leadership team, both involving consequential and important leaders in the Department. First, the City accepted with respect and appreciation the retirement announcement of Marine Safety Chief Kevin Snow. Chief Snow announced that he will retire in August 2024 after serving 44-years with the Laguna Beach Marine Safety Department.

Chief Snow started as a Rookie Ocean Lifeguard in 1981, and progressed through the ranks to Ocean Lifeguard I, II, III/Lifeguard Supervisor, Marine Safety Officer, Marine Safety Lieutenant, Marine Safety Captain, and was promoted to Marine Safety Chief in 2009. Snow’s notable career accomplishments include being part of the scoping for the Marine Life Protection Act for the City of Laguna Beach, was part of the team that developed and implemented the new Lifeguard Headquarters on Main Beach, the mitigation of several oil spill incidents, management of beach and ocean protocols during the COVID Pandemic, the assumption of all South Laguna beaches from the County of Orange, and the recent reinstatement of Marine Safety Rescue Vessel program, “Wave Watch.”

"Kevin Snow has been an exemplary leader and a cornerstone of our Marine Safety team. His dedication and professionalism have not only safeguarded our beaches but also inspired his team to uphold the highest standards of lifeguarding,” said Laguna Beach Mayor Sue Kempf. “We are immensely grateful for his many years of service and the positive impact he has had on our community. Kevin's legacy will continue to influence Marine Safety long after his retirement."

City Manager Dave Kiff said, “Kevin exemplifies the professionalism of lifeguarding and instilled that in his team, just as his predecessors instilled it in Kevin. I wish Chief Snow the best and look forward to seeing him in retirement. Thank you, Kevin, for your fine service. I will miss you, and I know Laguna Beach Marine Safety will, too.”

Chief Snow said, "I am immensely proud of my career with the Marine Safety Department and grateful for the opportunity to serve the Laguna Beach community. It's been a privilege to work alongside such dedicated and professional Captains, Marine Safety Officers, and lifeguards. As I retire, I have full confidence in Kai Bond's ability to lead the department. His extensive experience and unwavering commitment to safety make him the perfect successor. I look forward to seeing the continued excellence of our Marine Safety team under his leadership. I will forever treasure the time spent working with residents on our beaches, and the community connections and friendships that I’ve made over these past 44 years. I am deeply grateful to Ken Frank for hiring me many years ago and entrusting me with the responsibility of safeguarding our beaches.”

Snow will officially retire on August 18, 2024.

Secondly, Kiff announced the appointment of Laguna Beach Marine Safety Acting Chief and Marine Safety Captain Kai Bond, a 29-year veteran of the Marine Safety Department, effective August 5, 2024.

“Kai Bond has demonstrated exceptional dedication and leadership over nearly three decades with the Marine Safety Department,” said Laguna Beach City Manager Dave Kiff. “His extensive experience and deep-rooted commitment to the safety of our community and beachgoers make him the ideal choice for Marine Safety Chief. I am confident that under his leadership, our Marine Safety team will continue to provide the highest level of service and protection to our community. I’m proud of Chief Bond as he reaches this step in his service.”
"I am deeply honored to be appointed as Marine Safety Chief and to continue serving the Laguna Beach community. The last 30 years with the Marine Safety Department have been incredibly rewarding, and I am committed to upholding the high standards of safety and service that our team is known for,” Bond stated. “I look forward to leading our dedicated lifeguards and ensuring that our beaches remain safe and welcoming for all visitors. Chief Snow has been an incredible leader and a mentor, and we have greatly benefitted from his leadership over the last 40-plus years.”

Bond has been involved with the Laguna Beach Lifeguard program since he joined Junior Lifeguards at the age of 8. He has held many positions in the Department, including Rookie Ocean Lifeguard, Seasonal Ocean Lifeguard I, II, and III/Lifeguard Supervisor, Marine Safety Officer, Marine Safety Lieutenant, Marine Safety Captain, and Acting Marine Safety Chief. Bond holds a bachelor’s degree from California State University Long Beach. He grew up in Laguna Beach and lives in Laguna Hills with his wife Tanya and two daughters.

Fire Department Welcomes Community to Open House at Headquarters

On Wednesday, the Laguna Beach Fire Department hosted an open house for their new headquarters at the Laguna Beach Community & Recreation Center (30516 South Coast Highway). Attendees also learned about CERT, emergency preparedness, and said hi to the Laguna Beach goats! City Manager Dave Kiff also introduced himself and met with the community.

LBPD Leads Multi-Agency Operation to Enhance Community Safety

On Saturday, July 20, 2024, the Laguna Beach Police Department spearheaded a collaborative effort involving multiple agencies to address various traffic violations affecting Orange County residents, including those in coastal communities like Laguna Beach.

This operation focused on tackling speed violations, excessive vehicle noise, modified emissions systems, and infractions related to E-Bikes and electric motorcycles. The initiative aims to mitigate safety concerns and enhance residents' quality of life.

Officers from Newport Beach, Huntington Beach, Costa Mesa, Santa Ana, Orange, Seal Beach, Orange County Sheriff's Department, and the Bureau of Automotive Repair participated in Saturday’s enforcement effort. As a result:

  • 198 vehicles were stopped, resulting in 237 violations issued.
  • 67 citations were issued for loud exhaust and emissions violations.
  • 46 citations were issued for speeding or exceeding 65 MPH
  • 12 drivers were cited for driving without a valid license or with a suspended license.
  • 1 driver was cited and had their vehicle impounded for reckless driving.
  • 3 citations were issued to electric motorcycle and E-Bike riders for violations.
Laguna Beach Police Chief Jeff Calvert emphasized the importance of these efforts: “Speed and noise violations significantly impact our community’s safety and livability. We are committed to a zero-tolerance approach to enforcement.” Chief Calvert expressed gratitude for the collaborative effort among law enforcement agencies and affirmed ongoing joint operations throughout the remainder of the year.

New Public Parking Lot Conversion Completed at Laguna Beach Library

In April, the City Council directed staff to turn the Laguna Beach Library parking lot into City-operated Public Parking Lot 23. The conversion is now complete and the pay station is live. Shopper Parking permits will be valid at Lot 23.

Public Parking Lot 23 hours will be after 7:00 p.m. on Monday through Thursday, after 5:00 p.m. on Friday and Saturday. and all day on Sunday. During the Library-operating hours, Lot 23 will be reserved for Laguna Beach Library patrons.

Upstream to Perform at Music In the Park Concert This Sunday at Bluebird Park 🎶

Upstream has been spreading their message of love and positivity through their exhilarating Caribbean Music, namely, Reggae, Calypso, Soca and Steel Drum Music, for quite some time now. With a multi-talented line up of some of the most experienced and enlightened musicians in their camp, they continue to spread joy to an unsuspecting public.

The free Music in the Park concert starts 5:00 p.m. on Sunday, July 28 at Bluebird Park! Set up is allowed after 3:00 p.m. As a reminder, no dogs, smoking, or merchandise sales are allowed. Alcohol is permitted for guests 21 or older with a full meal.

Submit Your Design for the 2024 Juried Fine Art Exhibit

The Arts Commission invites artists to submit 2D work for the 18th annual Juried Fine Art exhibit. Selected works will be displayed at Laguna Beach City Hall from September 21 to November 15, 2024. This exhibition opportunity is open to residents of Orange County. Must be 18 years of age or older apply.

This program is funded by the lodging establishments and City of Laguna Beach. Featured Artwork: "Ella the Fierce" by Mika Denny, 1st Place Winner of 2023 Juried Fine Art.
