The Woonsocket Education Department is excited to announce a design/build project for constructing a new elementary school at Barry Field, 44 Smithfield Road, Woonsocket, RI 02895, The project encompasses a 133,000 square ft facility, occupying 50% of Barry Field, and includes academic spaces, staff areas, a music room, administrative sections, a medical suite, a media center, a cafeteria with a stage, a gym, restrooms, a kitchen, and back-of-house operations. Adhering to NE-CHPS Version 4.0 standards for sustainable and efficient design, with a construction budget of $75,000,000. And a total budget of $84,690,894.

Project Timeline:
The Woonsocket Education Department, in collaboration with the Rhode Island Department of Education, and Downes Construction Company (acting as the Owner's Project Manager), has established the Woonsocket Capital Planning Team. This dedicated team convenes weekly on Mondays at 9:15 AM to comprehensively review and discuss every facet of the ongoing project. Their agenda covers a wide array of critical topics, including the project schedule, requests for proposals, requests for information, budget considerations, documentation requirements, and much more, ensuring thorough oversight and strategic planning at every stage. Significant milestones achieved in the project thus far include:
- The advertisement of the Request for Proposal (RFP) for the design-build team on January 16, 2024.
- The initial pre-bid meeting took place on January 24, 2024.
- A follow-up pre-bid conference was conducted on February 8, 2024.
- The first addendum to the design-build RFP was released on February 1, 2024.
- The second addendum to the design-build RFP was issued on February 26, 2024.
Project update May 2024.
On Wednesday, May 22nd, the Woonsocket School Committee approved Daniel O’Connell’s Sons and Jonathan Levi Architects as the selected design-build team for the construction of the Woonsocket New Elementary School. The contract, how you for the project is the amount of $73,499,370. The decision followed a comprehensive and meticulous selection process. Below is a summary of the activities leading up to this award.
- RFP BID # 24-06 design/build New elementary school construction was issued on February 1st 2024.
- We conducted three pre-bid meetings attended by multiple contractors. Additionally, we issued five addendums to supplement the original RFP.
- Three (3) firms responded to the request for proposal for the design build services for the new elementary school construction project.
- We conducted interviews with Q&G Industries and Tecton Architects, Ahlborg Construction and Torrado Architects, Daniel O’Connell’s Sons and Jonathan Levi Architects.
Following a comprehensive review of the technical proposals, fee proposals, and interviews with each team, it was determined that Daniel O’Connell’s Sons and Jonathan Levi Architects presented the lowest cost proposal and could complete the project in the shortest time frame.
