The Impact of Your Support
The support of the community to ensure the success of the April 23 referendum has already had a tremendous impact on our district.
The main component of the operational referendum – 36 of the 39.9 cents – was for teacher and educator compensation. Due to the community support of the referendum, the new teacher contract was signed and ratified over the summer with a historic 6% pay increase on the local portion of salaries for our teachers. Other work groups in the district (such as custodians and paraprofessionals) have already signed or are working on signing new contracts also thanks to the support of the referendum.
The remaining operational request was focused on safety and security, student devices, and costs associated with growth. Thanks to this support, our work continues on safety and security – enhancing and expanding systems we already have in place. In addition, all students will maintain their 1:1 device this upcoming school year, and many of our classrooms throughout the district have new classroom technology including brand new Smartboards. All of these areas have a tremendous impact on the teaching and learning experience in our district and work together to ensure our students can be as successful as possible.

Understanding Tax Changes
As part of the referendum, the tax rate in our district is changing. Families who no longer have a mortgage may have already received their new tax rate letter directly from New Castle County. Families that still have a mortgage may soon receive information directly from the company holding their mortgage.
There are four (4) components that make up the property tax rate for the Appoquinimink School District.
- Current expense
- Debt service
- Tuition tax
- Match tax
The first two components, current expense tax and debt service tax, must be approved through the referendum process. This year, both the current expense and debt service tax were approved to be raised by the community on April 23 through the successful referendum vote.
- The current expense tax, which supports day-to-day operations of the district, increased 39.9 cents.
- The debt service tax, which supports paying for the bonds necessary for major capital projects such as building new schools, increased by 3 cents.
There are two other components to the property tax rate that are not part of the referendum process. These components are recommended by district leadership and approved by the Board of Education.
The third component, tuition tax, is used to support funding the staff and resources necessary to support our students with special needs and disabilities.
- Due to the increased growth of students needing special education services in the district, the district leadership recommended and the Board of Education approved an 8-cent increase in the tuition tax. Part of this increase was also due to new laws from the State of Delaware that require a portion of the tuition tax to be paid to support students that need special education services who attend a charter school and live in our district.
The fourth component of the property tax rate is the match tax. In a number of cases, the State of Delaware budgets for certain expenses and requires the local school district to “match” a portion of those expenses. All of these types of items are rolled into this fourth component known as a match tax, named because we have to “match” a portion of the State’s funds.
- For this year, the district increased the match tax by 3.89 cents primarily because the State of Delaware offered additional minor capital funding. These additional funds were not known by the District until late June and at the July board meeting, the District leadership recommended and the Board of Education approved raising this tax to take advantage of additional State funding for minor capital improvement work.
Overall, the tax rate was increased by 42.9 cents in April’s referendum and increased an additional 11.89 cents in July as part of the tuition tax and match tax. The tuition and match tax were both raised to accommodate the growth and requirements of our students needing special needs services and to take advantage of additional state funding for minor capital improvement work. Overall, the property tax rate for Appoquinimink School District was increased by 54.79 cents.
As we shared during our referendum campaign and during our School Board meetings, we never make these requests of our community lightly. We know this has an impact on our community. We also know that we need support to ensure we can maintain the high-quality education we’ve always been known for. We want to once again thank our community for their support to ensure we were successful.
Our Commitment to Safety and Security
Safe DE Mobile App
For the past year, we’ve been using the Safe DE app for anonymous reporting and other critical resources. In addition to the mobile app, there’s also a web-based reporting link featured on our district website and all of our school pages. You can find information by looking at either the “Anonymous Reporting” or “Bullying Prevention” tab on any of our websites or by clicking here.
Safe DE is a tool that works by empowering students, families, and staff to ask for and receive the help they need with dignity and privacy. All users will have access to the Safe DE mobile app, which has three main features: Access to Resources, Immediate Crisis Support, and an Anonymous Communication Channel with your school.
The program is powered and delivered by STOPit Solutions and their 24/7/365 Help Center who monitors the program and escalates any life-threatening or imminent threat situations immediately.
Our goal with Safe DE is to:
- Decrease the stigma surrounding mental health and shame of asking for help.
- Support the well-being and educational success for ALL students and staff.
- Remove barriers to learning.
- Improve school climate, student connectedness, parent and community engagement.
- Create a culture of helping ourselves AND helping others.
- Encourage positive behaviors and relationships.
Athletics Events Admission Guidelines
We are committed to creating a safe, comfortable, and enjoyable experience for all members of the Appoquinimink School District community. To that point, the following admission guidelines are in effect for ASD home athletic contests in Fall 2024. We will continue to monitor admission guidelines and adjust as necessary.
Ticketing
- All tickets must be purchased in advance at GoFan, our online ticket vendor. Please follow Go Fan guidelines for ticket purchase and redemption. The link to purchase tickets is posted on the athletics website and special codes, when needed, are provided by the schools.
- The cost of admission for all home games is $7.
- Tickets must be available for redemption at the gate. No screenshots or email receipts. Spectators must be prepared to show ID if requested.
- Gates open one hour before game time and close at the end of the second quarter.
- ASD has a no re-admittance policy, which means that once you leave the event venue, you will not be permitted to re-enter.
Personal Belongings
- Spectators are encouraged to limit the number of items they bring with them to the stadium. The following styles and size bags are permitted into the stadium: bags that are clear plastic, vinyl or PVC and do not exceed 12″ x 6″ x 12”, and/or a small clutch bag, approximately the size of a hand but not larger than 5″ x 8″, with or without a handle/strap.
- Stadium seats must be less than 18 inches and may not have armrests and pockets.
Security and Screening
- Spectators may not wear full-face ski masks or gators.
- Spectators are asked to remain seated in the bleachers during the game. Loitering inside and outside the event venue, including the parking lot, is prohibited.
- Any middle or elementary school aged children attending as a guest must be accompanied by an adult and remain with that adult at all times.
- A Weapon Detection System is used at the stadium entrance for football games and at other athletic events as deemed necessary by ASD.
- Spectators will be required to pass through the system before entering the stadium.
- Spectators do NOT need to remove personal belongings such as keys, cell phones, jewelry, belts, wallets, etc.
Athletics Events Reminder
As a reminder, we continue to use advanced technology at many of our high school sporting events. This includes the use of Evolv Express at our football games this fall. Unlike traditional metal detectors, which alarm frequently and feel intrusive, Evolv Express allows attendees to pass through the machine at their normal pace while detecting any potentially threatening items. There is large signage at each stadium entrance outlining what can and can’t be brought into the facility (more information is also included in the previous story). We also have detailed information on our district website.
In addition to the Evolv Technology that is in place at some sporting events, our district also utilizes weapons detection video analytics systems in the areas surrounding our sports facilities. The integration of ZeroEyes proactively protects students, staff and parents against gun-related violence in four of Appoquinimink School District’s sports facility locations.
New Board Leadership Voted At July Meeting
At the July School Board Meeting, members of the School Board elected new officers for the year.
Vice President Richard Forsten, Esq. was voted to serve as the Board President for the next year.
Mr. Forsten has been serving as Vice President since July 2023.
Board Member Tashiba Graham was voted to serve as the Board Vice President for the next year.

Raven Collins announced as Assistant Principal at Appoquinimink High School
Please join us in congratulating Raven Collins for being named assistant principal at Appoquinimink High School! Collins is a familiar face in the Appoquinimink School District — she most recently taught Spanish at Odessa High School and was the school’s 2024 Teacher of the Year. Collins joins Principal Sam Postlethwait, and assistant principals Chris Beck, Susan Flores, and Catherine Herring.
Silver Lake Elementary School earns renewal certification as a Lighthouse School
We’re extending huge congratulations to Silver Lake Elementary School for its recertification as a Lighthouse School! As stated on its website, “Lighthouse Certification comes as a result of implementing Leader in Me with fidelity. Schools use a Lighthouse Rubric to measure outcomes in three areas: teaching leadership principles, creating a leadership culture, and aligning academic systems. Schools also measure their success as it relates to their unique school. Lighthouse Schools serve as exemplars to their community and other schools.” We second this notion! Delaware’s Secretary of Education visits our summer programming sites
In late July, Secretary of Education, Dr. Mark Holodick and Deputy Secretary, Dr. Cora Scott paid a visit to the Fairview Campus to see our summer enrichment programming at work! The summer programs, designed to enhance literacy skills and overall well-being, were part of nearly $1 million in federal Elementary and Secondary School Emergency Relief (ESSER) funds allocated to various school districts in Delaware. While in our district, Holodick and Scott visited Spring Meadow Early Childhood Center and Old State Elementary where they toured three areas of instruction — kindergarten through 5th grade English Language Arts instruction, social-emotional learning, and multi-language learner instruction.
AHS attends Best Buddies Leadership Conference
In late July, Appoquinimink High School's Heather Mirto and Aubrey Ferris (AHS’s Best Buddies president) attended the Best Buddies Leadership Conference held at Indiana University in Bloomington, Indiana. The duo represented AHS among the more than 2,000 people in attendance including advisors, officers, peers, and Buddies. They also brought home an Outstanding Chapter award for the 2023-2024 academic year!

Learn to play a band or string instrument!
Registration is open for your aspiring musicians! When students reach 4th and 5th grade, we invite our families to explore our Band or Strings Program! Students can choose from many instrument options — flute, clarinet, alto saxophone, trumpet, trombone, percussion, violin, viola, or cello. Your student will be part of Appoquinimink Best Communities for Music Education, a title we’ve earned for the past nine years. Middletown High School Presents “Harry Potter and the Cursed Child” High School Edition
Middletown High School is thrilled to announce its upcoming production of “Harry Potter and the Cursed Child” High School Edition! Based on an original story by J. K. Rowling, John Tiffany, and Jack Thorne, this production will bring the excitement of the wizarding world to our local community. MHS is one of 27 schools in the nation and the only school in Delaware to get the opportunity to be the first to offer this magical experience to their students.
Join us for an enchanting experience as our talented high school students bring to life the eighth installment in the beloved Harry Potter series. This special edition, adapted for high school stages and performers, promises to captivate audiences with its mesmerizing characters and spellbinding story. Watch as our students are empowered to conjure the magic through their own creativity, making the show a truly exciting and engaging experience for students and audiences alike.

Opening Day 2024 is in the books!
We're gearing up for the start of the 2024-2025 school year! On Monday, we welcomed back our teachers with our Appoquinimink tradition of Opening Day! This event is a pep rally for our educators with performances this year by some of our music students, our music teachers, and MHS's drumline. We heard inspiring messages from our district's 2025 Teacher of the Year, Dr. Tamara Walker, CBMS student Zoya Hussaini, School Board President Richard Forsten, AEA President Steven Byers, and Superintendent Matt Burrows. If Opening Day sets the tone for the school year, then we're sure we can expect plenty of smiles, laughter, and learning (and maybe some break dancing) in the upcoming school year!

Thank you to all the attendees at our New Parent Orientation
Each year attendance grows at our New Parent Orientation, and we wanted to extend a thank you to all the families who attended the event on Monday, August 26! We are continually impressed by the level of engagement and enthusiasm our families have for their children’s education. New Parent Orientation serves as an introduction to our district for families who may have recently moved into the area — it offers families the opportunity to hear from key leaders in our district and have any questions they might have answered. As the school year begins, please reach out to your students’ building administrators if you have questions. You can find a list of administrators here.

School is back in session next week! As a reminder, schools and offices are closed on Monday, September 2, in observance of Labor Day. We have staggered first day of school dates for our students —
- September 3 is the first day for students in grades 1-9 and kindergarteners with last names A-L.
- September 4 is the first day for students in grades 10-12 and kindergarteners with last names M-Z.
- And finally, September 5 is the first day of school for our pre-kindergarten students.
