Terry Quinn a hotshot young Philadelphia Assistant District Attorney (ADA) was targeted for assassination by the criminal organization C.L.A.W. During a meeting with a protected informant Terry was caught in a great explosion. By all accounts Terry Quinn should be dead ....

... however Terry was lucky because his good friend Ray Grant witness the explosion and was able to save his life.

Rushing Terry to the Champion of Justices infirmary, Ray called his partner's father, Doc Savage for help. Doc Savage could not save Terry's now defunct eyes so he replaced them with State-of-the-art Bionic Eyes.
