Rick, Steve, Barbara, and Ruth Ann,

This is one of the most difficult messages I’ve ever had to write. Nevertheless, I feel a deep responsibility to convey the truth—no matter how unsettling it may be.

You may have heard: "Joe’s insane. Joe’s delusional. Joe’s on drugs…” all of which is categorically false intentional disinformation propagated directly by DICK & LINDA. This is SOP for CIA OPS.

Let me tell you what actually happened.

On or around October 10, 2004, I experienced a direct attack using what is known as Voice-to-Skull (V2K) technology - a weaponized form of neural communication developed under a U.S. Navy patent. Within 30 minutes of the initial incident, I identified the source and located documentation describing a patented method of transmitting voices directly into the human auditory cortex.

I had just been released from prison for the second time. Around that same time, I transferred ownership of my house to Dad for one dollar. The house had at least $120,000 in equity. I didn’t understand the full picture then, but I sensed danger and wanted to remove any assets from my name to protect myself. I told Dad I needed time to sort things out, go to prison for a few months, and hopefully come out with at least one thing intact. A house that incidentally they made over $150K on.

After my release, my life was systematically sabotaged. Every move I made—every person I hired, every step I took—was undermined. I now know that this wasn’t coincidental. There is a nationally coordinated network of individuals operating in communities across the country whose mission is to surveil, disrupt, and destroy the lives of targeted individuals. These activities are centrally coordinated and funded by Fusion Centers operated under the jurisdiction of the FBI, DHS, CIA, DOD, NSA and third party contractors. This is not a conspiracy theory—it is a verifiable fact. If you doubt it, I urge you to conduct independent research.

From that moment on, I have been subjected to continuous torture using electromagnetic and radio frequency energy. In hindsight, this likely began earlier—but I wasn’t yet able to recognize the symptoms. I thought John Fleming, former CEO of IXC and Broadway Communications, was responsible for placing me on a government watch list. If not him, then it points back to Dick and Linda Blanken, who may have had me implanted and monitored since childhood.

I have undergone a frequency scan which confirmed the presence of at least seven unauthorized implants within my body. These are biological or nano-technological devices that I never consented to. Ideally, I need a full-body scan in an RF-shielded environment and an ultra-high-resolution MRI to further validate their presence.

I do not enjoy involving our family in this matter, but in truth, I believe this was brought upon me by family—from the beginning.

We need to seriously consider several details. First, our family’s past residence in McLean, Virginia home to major intelligence and defense operations. Second, Dad’s ownership of a dealership near Alamogordo, New Mexico, an area historically tied to secret military activity. I also have strong reason to believe that Linda Blanken served as a CIA attaché under multiple presidential administrations. It is possible that Dad was also involved in covert operations.

As a child in McLean, I experienced disturbing visions and events that I now believe were related to early-stage conditioning. I cannot ignore the possibility that I was part of a CIA MK-Ultra experiment —a program that, as we now know, involved the non-consensual implantation and mind manipulation of children. While I cannot yet provide concrete proof of that claim, the combination of multiple implants, documented psychological interference, and the deliberate gaslighting from my parents is, to me, overwhelming evidence of their complicity.

I will continue pursuing truth and verification of these claims. I don’t expect you to believe everything at once. But I am asking you to listen carefully, examine the facts, and be willing to confront some uncomfortable realities.
