Dear Candidate,

Thank you for your interest in the role of Net-zero Planning and Policy Consultant at Bioregional.

I co-founded Bioregional in 1994, and we’ve been blazing a trail for innovation in sustainability ever since.

It is my great privilege to lead a small but passionate team of experts dedicated to helping businesses and communities to thrive within a net-zero and sustainable world.

This challenge has never been more important, or more urgent, and so we are embarking on a new growth strategy to scale up our impact.

In 2022 we moved our head office to Sustainable Ventures – a sustainable coworking space and ‘ecosystem’ of likeminded organisations – near Waterloo, in Central London.

As our Net-zero Planning and Policy Consultant, your primary focus will be on net-zero local planning, helping to ensure that local plans and new developments genuinely deliver on the climate emergency. This means working on everything from carbon impacts and evidence-based development to policy drafting, plan examinations and implementation support.

These principles have guided the development of exemplar projects across the world – in the UK these include BedZED, the UK's first large-scale eco-village, the sustainability strategy for London’s bid to host the 2012 Summer Olympics, and the UK's first eco-town, Elmsbrook, in Oxfordshire. We have been winning awards and creating cutting-edge solutions using this framework.

With relevance to this role, Bioregional is at the forefront of best practice in developing local plan policies on net-zero carbon. We advance this work not just through our direct appointments to support local planning authorities, but also via collaboration with our network of relevant influential industry expert bodies on this topic, such as the UKNZCBS, LETI, the Good Homes Alliance and others.

Impact

  • Last year, our Sustainable Places team worked with 13 developers and housebuilders on sustainability strategies for housing-led, mixed-use development. Collectively these could deliver over 5,000 sustainable homes, as well as over 100,000m2 of sustainable commercial or community space.
  • Our Sustainable Business team supported 33 organisations to develop and deliver their sustainability strategies, sustainable product guidelines, carbon footprinting, and net-zero roadmaps. These businesses collectively employ over 290,000 people, with a total turnover of over £23bn.
  • We make our One Planet Living framework available to use free of charge by communities, local authorities, businesses, and housebuilders around the world. Today, 1.4 million people across 22 countries and six continents are helped to live, work, or enjoy their leisure time more sustainably because of the One Planet Living framework.
  • There are hundreds of One Planet Living projects around the world, and the very best achieve the status of Leader or Global Leader, representing a gold standard in sustainable placemaking. There are now 32 One Planet Living Leaders and Global Leaders.

At Bioregional you can work flexibly from Sustainable Ventures in central London, Europe’s largest climate tech ecosystem, offering easy commuting options and a wealth of local amenities on London's South Bank. We also work from the Eco Business Centre – the UK’s first Passivhaus offices – in Bicester, Oxfordshire.

Purpose

We’re looking for a Consultant to join our Sustainable Places team – a group of passionate, mission-driven professionals working with local authorities, developers and communities to shape places that are fit for the future.

Your primary focus will be on net-zero local planning, helping to ensure that local plans and new developments genuinely deliver on the climate emergency. This means working on everything from carbon impacts and evidence-based development to policy drafting, plan examinations and implementation support.

Depending on your experience and interests, there will be opportunities to contribute to other projects across our portfolio, including sustainable new-build developments and retrofit strategies for existing assets.

Scope

Your core focus will be on supporting local authorities to create ambitious, evidence-based planning policies that respond to the climate and ecological emergency. You’ll be part of our growing portfolio of net-zero planning work – helping shape local plans, providing implementation support, and influencing policy at every stage of the plan-making process. You will:

  • Lead and support projects that develop robust, evidence-based climate and sustainability policies for local plans and strategic frameworks.
  • Develop supporting documentation and guidance for policy implementation.
  • Develop and deliver training for planning departments.
  • Conduct research and analysis on national policy, local context and emerging best practice, including carbon budget analysis.
  • Contribute to workshops, stakeholder engagement and written outputs for a range of audiences – including planning officers, councillors, community groups and planning inspectors.
  • Deliver project tasks, including desk-based research, modelling carbon impacts, policy drafting, and report writing.
  • Provide end-to-end project management, including scoping project ideas, project planning including timescales and budgets, client management, project team management, quality management, liaising with third-party contributors of technical input and ensuring work is delivered on time and to a high standard.

You will also contribute to other projects and workstreams across our Sustainable Places portfolio, including:

  • Developing and advising on sustainability vision, briefs and strategies for ambitious new developments, particularly housing-led schemes.
  • Preparing carbon, energy, and sustainability documents for planning submissions (working alongside internal/external technical teams)
  • Supporting asset owners to develop retrofit and net-zero roadmaps for existing estates or buildings.
  • Supporting Local Authorities and the public sector with retrofit advice and guidance.
  • Development of overarching sustainability frameworks and data visualisation and dashboards for developers.
  • Working on innovation and research projects related to climate policy, retrofit, and sustainable placemaking.

Crucially, you’ll also support our pipeline of work and skills through:

  • Business development and the cultivation of new leads, which will include writing competitive proposals for new clients and partners.
  • If relevant, line managing other members of the team to ensure they develop professionally and personally.
  • Identifying current and emerging trends, legislation and policy, and supporting colleagues on content related to your area of expertise.
  • Contributing to Bioregional’s presence at relevant sectoral events and conferences, where needed and appropriate.

As part of a small and collaborative team, this role offers real variety, as well as the opportunity to help shape the places in which people live, work and thrive. This role requires flexibility to support a variety of work requirements, and you will bring skills and knowledge that helps improve and expand the services that we offer.

The role will involve occasional UK travel for client meetings. This may include overnight stays, where necessary.

Dimensions and limits of authority

You will be line-managed by a senior colleague in the Sustainable Places team and work collaboratively across a range of projects with support from experienced project managers.

Skills and attributes

We’re looking for someone who is:

  • Organised, thorough and proactive.
  • A clear communicator, both written and verbal, and able to adapt to different audiences
  • Skilled in research, analysis and translating best practice into practical advice.
  • Comfortable working independently on tasks and managing elements of project delivery.
  • Able to build and maintain positive relationships with teammates, clients and stakeholders.

You will be expected to take ownership of defined projects and deliverables, with appropriate oversight, and to contribute ideas and insight to help strengthen our team and services.

Duties and key responsibilities

Project delivery: 65%

Oversee and support the delivery of around 3-4 consultancy projects at any one time, with a primary focus on net-zero planning and climate policy support for local authorities. Projects may also include work on sustainable new developments, retrofit strategy, and innovation/research.

  • Draft high-quality, well-researched and accessible outputs – including policy reports, evidence base documents, technical reviews, implementation guides and workshop summaries.
  • Deliver project tasks on time and within budget, often in a supporting or co-lead role.
  • Engage directly with clients, planners, and communities – including presenting work and facilitating workshops.
  • Coordinate delivery tasks and team resourcing with project leads, including third-party contributors.
  • Organise internal and external project meetings

Business development: 20%

Help grow our pipeline of exciting work in the built environment and planning sector.

  • Contribute to the writing of proposals, bids, and fee quotes.
  • Research new opportunities and track sector developments.
  • Help maintain a strong set of up-to-date case studies.
  • Represent Bioregional at relevant events and conferences.
  • Build and maintain relationships with clients, collaborators, and wider networks.

Knowledge management and continuous learning: 5%

Strengthen your technical knowledge and share it with others.

  • Stay up to date on net zero, planning policy, carbon modelling, sustainable design, and retrofit.
  • Attend internal learning sessions and external training opportunities.
  • Participate in Bioregional’s staff development programme, contributing your skills and supporting others.
  • Share relevant news and learnings with others in the team.

Organisational management: 10%

Help maintain our culture of purpose, collaboration and impact.

  • Support delivery of Bioregional’s own One Planet Living action plan (our internal sustainability plan).
  • Take part in team meetings, project updates, organisation strategy days, and line management.
  • Maintain accurate and timely timesheets.
  • (If Senior Consultant) Line manage 1–2 junior team members and support their development.

Skills and experience

1. Skills and abilities

Required:

  • Ability to communicate complex sustainability, net zero and climate topics in clear, compelling language for a range of audiences (e.g., planning officers, councillors, developers, planning inspectors).
  • Strong written and verbal communication skills, including report writing and presenting.
  • Highly organised, practical, and able to manage multiple projects and deadlines.
  • Strong numeracy and ability to work in spreadsheets, with good attention to detail.
  • Proficient in Microsoft Word, Excel, PowerPoint
  • Self-motivated, flexible, and able to work both independently and collaboratively.
  • Comfortable facilitating workshops or meetings and engaging with external stakeholders.
  • Ability to project manage and lead discrete work packages.

Pluses:

  • Experience using or interpreting carbon modelling tools for policy or development assessment (e.g. One Click, IES, PHPP)
  • Strong presentation skills and confidence in client-facing or public speaking roles.
  • Experience in line management or mentoring junior staff.
  • GIS software ability
  • Experience/ability with collaborative tools such as Miro and Mural
  • Experience with data visualisation software (e.g. PowerBI)

2. Knowledge

Required:

  • Strong and detailed understanding of UK planning policy, particularly the context of climate change, energy and sustainability. This should be around plan-making/implementation of policy.
  • Good working knowledge of key sustainability topics – such as net-zero buildings, whole-life carbon, biodiversity, social value or retrofit.
  • Good understanding of the development/house building sector and industry
  • Awareness of national and local drivers for zero-carbon development.
  • A passion for sustainability and interest in shaping better places.

Pluses:

  • In-depth technical knowledge in one or more relevant areas – e.g., building energy performance, embodied carbon, local plan-making, or housing delivery.
  • Understanding of how to develop robust evidence bases to support policy change.
  • Knowledge of the retrofit market and industry
  • Familiarity with One Planet Living, Future Homes Standard, or other relevant frameworks.

3. Education and qualifications

Required:

  • Educated to degree level in a relevant field such as environmental science, town planning, sustainability, geography, architecture, or engineering. Or equivalent experience.

Pluses:

  • Master’s degree or postgraduate qualification in a related technical or planning subject.

4. Experience

Required:

  • 3+ years professional experience (paid or voluntary) in sustainability, local government, planning, consultancy, or the built environment sector.
  • Demonstrable experience supporting the delivery of projects or research with a climate or environmental focus.
  • Familiarity with working with or within local government/planning authorities.

Pluses:

  • Direct experience developing net-zero or climate-responsive planning policies for local authorities.
  • Experience contributing to local plan evidence bases (e.g. carbon studies, policy reviews) and plan examinations.
  • Experience of working with housebuilders and developers in the creation of sustainability outputs.
  • Experience of supporting sustainable new build or retrofit projects.
  • Experience of delivering training on sustainability to a semi-technical or non-technical audience.
