COBSEA IGM26

Twenty-Sixth Intergovernmental Meeting of COBSEA (IGM 26)

During 23-25 October 2024, the Twenty-sixth Intergovernmental Meeting (IGM 26) of the Coordinating Body on the Seas of East Asia (COBSEA) was held in Siem Reap, Cambodia, which was hosted by the Ministry of Environment, Kingdom of Cambodia. IGM 26 was preceded by Working Group Meetings on Marine Litter (WGML-6) and on Marine and Coastal Ecosystems (WGMCE-2) during 21-22 October, which was attended by nearly 100 participants, in-person and on-line. IGM 26 took note of UNEP Executive Director’s report on the implementation of COBSEA activities over 2023-2024 and adopted COBSEA’s new biennial workplan and budget for 2025-2026. UNEP also presented an independent strategic and functional review of the COSBEA Secretariat towards supporting the effective implementation of COBSEA’s new Strategic Directions 2023-2027. Additionally, IGM 26 approved the biennial workplan and activities of the COBSEA Regional Action Plan on Marine Litter (RAP MALI), as well as the biennial workplan on Marine and Coastal Ecosystems (MCE). The Meeting endorsed the report ‘Towards a Regional Assessment on Marine Litter in the East Asian Seas (Cambodia, Malaysia, the Philippines, Thailand, and Viet Nam)’, adopted the Strategic Action Plan for COBSEA’s first Regional Activity Centre on Marine Litter (RC3S in Bali) and a new ‘COSBEA Collaborative Action Framework on Nutrients Management’. The UNEP delegation was led by Deputy Executive Director and Assistant Secretary General, Ms Elizabeth Mrema, who was supported by numerous colleagues from UNEP HQ, outposted offices, and the COBSEA Secretariat.

WGMCE-2 & WGML-6

Sixth Meeting of the Working Group on Marine Litter (WGML-6)

The Sixth Meeting of the WGML reviewed progress of the Regional Action Plan on Marine Litter (RAP MALI), discussed the role of the Regional Activity Centre on marine pollution and hosting arrangements of the GPML East Asia Regional Node, and identified priorities for the next biennial workplan for implementation of the RAP MALI 2025-2026. Key decisions included the development of a Regional Statement for INC-5, reflecting collective priorities and commitments to advancing action on marine litter in the East Asian Seas region.

Second Meeting of the Working Group on Marine and Coastal Ecosystems (WGMCE-2)

The Second Meeting of the WGMCE discussed national, regional and global updates related to the Marine and Coastal Ecosystems (MCE) Framework, including project pipelines and explored other opportunities and collaboration. The meeting also served as a knowledge sharing platform on Marine Spatial Planning, MPAs, and OECMs, and identified priorities for the first biennial workplan for implementation of the MCE Framework 2025-2026. WGMCE-2 welcomed key partners, including representatives from the South China Seas Strategic Action Programme (SCS-SAP) and the Swedish Agency for Marine and Water Management (SwAM).

COBSEA Regional Statement at INC-5

COBSEA Regional Statement being delivered during INC-5 in Busan, Republic of Korea

On 27 November 2024, Cambodia, on behalf of the COBSEA Working Group on Marine Litter (WGML), delivered a joint regional statement during the stocktaking plenary of the fifth session of the Intergovernmental Negotiating Committee (INC-5) to develop an international legally binding instrument on plastic pollution, including in the marine environment. The statement called for an ambitious, pragmatic, and inclusive approach to addressing marine plastic pollution, emphasising the need for a just transition. It also encouraged leveraging existing Multilateral Environment Agreements and collaboration within regional frameworks such as the Regional Seas programmes and COBSEA to ensure coordinated action. The statement also reaffirmed COBSEA's commitment to supporting the implementation of the future instrument through capacity-building, scientific and technical cooperation, and strengthened monitoring, in line with the COBSEA Strategic Direction 2023-2027 and Regional Action Plan on Marine Litter (RAP MALI).

COBSEA and KMI Side-Event on Collaborative Action to Address Marine Plastic Pollution

COBSEA-KMI Side-event at Rethinking Plastic Life during INC-5 in Busan, Republic of Korea

On the margins of INC-5, on 28 November 2024, COBSEA, in collaboration with the Korea Maritime Institute (KMI), hosted a regional knowledge-sharing event titled 'Collaborative Actions to Combat Marine Plastic Pollution' in Busan, Republic of Korea. The event was organized in partnership with the Ministry of Environment (MOE) of Korea and Korea Environment Corporation (K-eco) as part of Rethinking Plastic Life. The joint side-event highlighted the need for enhanced regional and global cooperation to address the transboundary challenge of marine plastic pollution. Discussions focused on improving coordination and collaborative efforts to tackle both land- and sea-based plastic pollution, mobilize financial resources, build technical capacity, and address gaps in governance. The importance of a comprehensive life cycle approach, aligned with national, regional, and global priorities, was emphasized. The meeting called for coordinated action across all governance levels and stakeholders, urging efforts to achieve tangible outcomes while leveraging existing frameworks such as the Regional Seas Programmes and Regional Action Plan on Marine Litter (RAP MALI).

Regional Training on Marine Litter Monitoring: Advancing Data Analysis

UNEP-COBSEA and CSIRO Regional Training on Marine Litter Monitoring in Bangkok, Thailand

During 15-17 September 2024, COBSEA and CSIRO organised the “Regional Training on Marine Litter Monitoring: Advancing Data Analysis” in Bangkok, Thailand. The training preceded the SEA of Solutions 2024 conference. The training aimed to build the capacity of participants from the East Asian Seas region on marine litter monitoring data analysis and included discussions to create a shared understanding of the value of harmonizing and data sharing through the case study learning. The training was supported by the SEA Circular and MA-RE Design Projects.

COBSEA Measuring Marine Litter Knowledge Session during SEA of Solutions, Bangkok, Thailand

On 19 September 2024, COBSEA together with UNEP, SEA Circular and CSIRO, organized a panel discussion titled “Knowledge Session 5: Measuring marine litter as a way to design and implement actions that work” during SEA of Solutions 2024 (SOS 2024), 18-20 September 2024, Bangkok (hybrid). SOS 2024 was jointly organized by UNEP and COBSEA, which attracted over 700 participants in-person and online. Panelists from UNEP, the Global Partnership on Plastic Pollution and Marine Litter (GPML), CSIRO, the World Bank, and VASI under the Ministry of Natural Resources and Environment of Viet Nam discussed Marine litter monitoring efforts, challenges and opportunities, as well as the need for regional harmonization of data to effectively measure and quantify mismanaged plastic.

The Marine Litter Prevention through reduction sustainable design, and recycling of plastic packaging (MA-RE-DESIGN) Project

The collaborative initiative aims to prevent plastic leakage into the sea by optimizing the packaging value chain, following circular economy principles. Funded by the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV), the project is a joint effort by GIZ, WWF, and UNEP-COBSEA.This year, the project has actively engaged with communities, private sector, and public sector to protect Thailand’s marine life and coral diversity, as well as that of the broader region. Activities include: GIZ's support to three small and medium-sizeed companies to enhance their packaging towards a circular economy. Critically, GIZ has also provided technical support to the Pollution Control Department (PCD) and other stakeholders in Thailand to enhance their capacity on EPR and the establishment of PROs. On the municipal level, WWF has worked closely with two municipalities (Koh Tao Island and Trang) to reduce plastic pollution near marine litter hotspots. Finally, COBSEA, through this project, has continued to provide access to capacity-building training, events and negotiations, including SEA of Solutions, while also developing best practice case studies and sectorial guidelines from the EAS region.

COBSEA Convenes Validation Workshop for Thailand’s GEF8 Nutrients Project

Clean and Healthy Ocean Integrated Programme Thailand's Child Project Validation Workshop, Bangkok, Thailand

On 1 and 2 October 2024, COBSEA, in collaboration with the Thailand Pollution Control Department (PCD) and the Department of Marine and Coastal Resources (DMCR) under the Ministry of Environment and Natural Resources, organized a Validation Workshop for the GEF8 child project “Seeding a Nutrient Pollution Reduction Strategy for the coastal waters of Thailand”, under the Global Environment Facility’s (GEF) Clean and Healthy Oceans Integrated Programme (CHO IP). This 5-year project, valued at USD3.5 million, aims to tackle nutrient pollution in Thailand’s coastal waters. The validation workshop was the final activity under the Project Preparation Grant (PPG) phase, which brought together over 70 participants from Thailand, representing key stakeholders to validate the project design and ensure alignment with national priorities and technical inputs, prior to official submission for endorsement by the GEF CEO.

COBSEA Participates in GEF SCS-SAP Regional Working Group on Land-based Pollution

COBSEA at SCS-SAP Regional Working Group on Land-based Pollution, Shenzhen, China

On 11-12 November 2024, the UNEP/GEF South China Seas Strategic Action Programme (SCS-SAP) Project held the Second meeting of the Regional Working Group on Land-based Pollution in Shenzhen, China. The meeting discussed the regional and national priorities of the SCS-SAP project in addressing land-based pollution in the region, including the planned preparation for the Transboundary Diagnostic Analysis and Strategic Action Programme. COBSEA provided an update on nutrients pollution management at the global and regional level, including ideas for implementation of COBSEA's Collaborative Action Framework on Nutrients Management which was approved by COBSEA’s 26th Intergovernmental Meeting on 25 October 2024.

COBSEA and GEF SCS-SAP Project at Global MPA Network

COBSEA and the SCS-SAP Project at the Global MPA Network event, Maryland, USA

During 27-30 August 2024, COBSEA and the UNEP GEF SCS-SAP Project were represented in Phase 2 of the “Scaling Global MPA Capacity to Reach 30 x 30 Initiative: A Systems Approach to Action” held in Maryland, USA. This initiative, organized by the Blue Nature Alliance and the Global MPA Network, was developed to convene leaders in marine management capacity development to assess the current conditions of the marine management field, recommend highest leverage opportunities, and co-design a global strategy for capacity development that fosters resilient marine ecosystems. This effort builds from Phase 1 held in Cabo San Lucas, Mexico during 26 February – 1 March 2024 which focused on looking at the entire marine management systems and identifying the challenges that hinder the achievement of the 30x30 target. During Phase 2, the group focused on several leverage points and started developing more concrete strategies that can respond to address the system. The SCS-SAP Project and COBSEA are aiming to bring this initiative to the East Asian Seas as a regional network / node.

COBSEA Participates in the East Asian Seas Congress 2024

COBSEA at the East Asian Seas Congress 2024 in Xiamen, China

From 6 to 8 November 2024, COBSEA joined over 850 participants for the East Asian Seas Congress 2024 (EASC) in Xiamen, China, which was organized by PEMSEA as part of the 19th Xiamen World Ocean Week (WOW). On the theme of "Blue Synergy for a Shared Future: One Sustainable and Resilient Ocean," this triennial EASC gathered different governments, organizations, academic institutions, and experts working on the protection and management of the East Asian Seas. COBSEA participated in the “Marine Litter Fund Forum” organized by the Korean Maritime Institute (KMI) and “Harmonizing Oceans: Transboundary Strategies for Climate Resilience in North-East Asia” organized by KMI and UN-ESCAP. In collaboration with the UNEP/GEF South China Seas Strategic Action Programme (SCS-SAP) Project, COBSEA co-organized a technical session: “Strategic Collaboration in Tackling the Triple Planetary Crisis in the East Asian Seas Region” in addressing climate change, biodiversity loss, and marine pollution. This successful panel discussion with PEMSEA, IOC-WESTPAC, NEAMPAN, IUCN Asia Pacific, and ASEAN Centre for Biodiversity facilitated designing concrete actions towards regional collaboration. COBSEA also facilitated a Plenary Session 3 of the East Asian Seas Congress on "Global Challenges, Local Solutions".

COBSEA at the UN DOALOS North-East and South-East Asia BBNJ Capacity Building Workshop, Bangkok, Thailand

On 16 September 2024, COBSEA and NOWPAP participated in an interactive panel “Overview of ocean governance frameworks and challenges in North-East and South-East Asia, with a focus on the BBNJ Agreement”. This was part of a capacity building workshop for North-East and South-East Asia on the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction (BBNJ Agreement), which was organized by the UN Division for Ocean Affairs and the Law of the Sea (DOALOS) of the Office of Legal Affairs of the United Nations, and hosted by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) in Bangkok, Thailand, during 16-20 September 2024.

COBSEA joins 10th International Waters Conference in Uruguay

COBSEA participates in the 10th International Waters Conference in Punta del Este, Uruguay

During 23-26 September 2024, COBSEA participated in the 10th GEF Biennial International Waters (IW) Conference in Punta del Este, Uruguay. IWC10 was held under the theme “Transformative actions and impacts for the water and ocean SDGs: The GEF IW response to the global challenge” to reunite the IW portfolio and celebrate 30 years of the GEF IW focal area. At IWC10, COBSEA contributed to two Clinics, namely Clinic 9: How participatory, multi-stakeholder processes can contribute to effective regional ocean governance in large marine ecosystems (LMEs) and Clinic 11: How do governance and management strategies tackle transboundary water pollution in freshwater and marine ecosystems. COBSEA also actively participated in the UNEP exhibition booth, which was open to the over 375 participants joining IWC10, where examples and experiences from the East Asian Seas region was showcased.

Regional Dialogue on Ocean-Based Climate Action

Regional Dialogue on Ocean-based Climate Action Bangkok, Thailand

On 19 September 2024, COBSEA supported the Regional Dialogue on Ocean-Based Climate Action (OBCA), co-organized by UN ESCAP with COBSEA, UNDP and the Governments of Indonesia, Fiji, and the Maldives, as a joint contribution to the United Nations Decade of Ocean Science for Sustainable Development. The aim of this Regional Dialogue was to provide a platform for member States and key stakeholder groups to identify challenges and options for regional action for ocean-based climate action – with a focus on opportunities for regional cooperation identified by the draft Regional Initiative on Ocean-based Climate Action. This Regional Dialogue was organized in conjunction with Asia Pacific Day for the Ocean, 19 September.
