What is the Harris County Flood Resilience Plan?
The Flood Resilience Plan is a Harris County’s comprehensive county-wide planning effort to advance flood resilience in the region. It provides a forward-looking, actionable plan designed to safeguard the well-being of communities facing the physical, social, and economic hardships of flooding.
The Flood Resilience Plan offers:
- Practical steps you can take as a resident, business owner, or organization
- Strategic guidance for how agencies can collaborate to reduce flooding risks

Why Do We Need This Plan?
Flooding is Harris County’s #1 natural disaster, and it affects everyone – individuals, families, neighborhoods, and entire systems.
Flooding is a year-round threat. From hurricanes to heavy rain, these events can strike without warning. Our geography — flat land, clay soil, and proximity to the Gulf — makes draining water a challenge.
We need a plan that:
- Helps residents and communities prepare and recover
- Considers all impacts of flooding – health, transportation, and more
- Protects essential services
- Supports long-term safety and sustainability
Plan Development
Harris County is taking a holistic multi-disciplinary approach to developing the Flood Resilience Plan. This means multiple county agencies are collaborating to create the Plan, which will address numerous areas related to the quality of life in Harris County.
Collectively, the agencies are referred to as the Infrastructure Resilience Team (IRT). This plan also builds upon the work done by the Community Flood Resilience Task Force (CFRTF).
With an expected completion date of Q1-2027, the Flood Resilience Plan will propose implementation-focused short, medium, and long-term actions to strengthen infrastructure systems, natural/ecological resources, and community networks.
The Community Flood Resilience Task Force
The Harris County Community Flood Resilience Task Force (CFRTF) represents a broad spectrum of community voices across the county in the development of the Flood Resilience Plan.
The CFRTF members share input from residents with first-hand flood experience and residents who are under-resourced and/or historically excluded.
This group collaborates with the IRT to ensure the county’s Flood Resilience Plan:
- Addresses community needs and expectations in an equitable manner
- Includes innovative approaches to reducing the risk of flooding and
- Incorporates nature-based solutions
