The City of Hibbing is building a new, state-of-the-art Public Safety Center that will bring together the city’s fire, police, and emergency operations under one roof. This modern facility is designed to enhance public safety, improve coordination between departments, and serve the community for decades to come. Here, you’ll find monthly construction updates, photos, and progress milestones as the project team works to deliver this important project to the City of Hibbing.

Construction Timeline

The new regional public safety center project is currently in the design process, which will take roughly one year to complete. Once completed and approved, project bidding and permitting will begin followed by construction. Construction for the new regional public safety center will take approximately 18 - 24 months to complete. While the timeline is subject to shift as needed, the city currently anticipates the following timeline: - Late fall 2024 - Voters approve a 0.5% local sales tax to support the new public safety center. - Beginning of 2025 - Design process for the new public safety center begins. - Early Spring 2025 - Bid for existing building demolition goes out. - Late Spring 2025 - Bid package for construction of the Hibbing Public Safety Center goes out. - Early Summer 2025 - Project permitting. - Summer 2025 - Groundbreaking / start of construction. - Late Fall / Winter 2026 - Anticipated opening of the new regional public safety center.

OCTOBER 2025

The Hibbing Public Safety Center project reached an exciting milestone in October with an official groundbreaking ceremony held on October 29. City leaders, public safety officials, and community members gathered to celebrate the start of construction on the new facility that will soon house Hibbing’s fire, police, and emergency management departments under one roof. Following the ceremony, crews began site preparation and earthwork, moving soil and shaping the site in advance of upcoming foundation work. These early efforts mark the beginning of a project designed to enhance safety, improve coordination among departments, and serve the community for decades to come. Progress will continue through the fall as the construction team focuses on establishing a strong foundation for this important community investment.

November 2025

Demolition of the existing structures has been fully completed, marking the first major milestone in preparing the site for new development. Following demolition, crews excavated approximately 10,000 cubic yards of material to accommodate the building footprint and supporting infrastructure. With the site now properly prepared, concrete foundation work began on November 17, 2025, initiating the first visible steps of vertical construction and setting the stage for continued progress in the months ahead.

Upcoming exciting milestones to follow:

December:

  • Deep foundation soils correction (vibratory stone columns; helical piers) will begin on Monday 12/8/25
  • Concrete foundation walls – 1st concrete pour 12/9/25.

January:

  •  Concrete foundations will continue

February:

  • Precast Concrete Wall Panels are scheduled to arrive on site 2/16/2026 and begin building erection
