Call on Congress to Reject the Rescissions
As the July 18 deadline on the rescissions package approaches, Global Health Council has created social media content to amplify messages opposing the cuts. We encourage the community to use the following material in your ongoing advocacy against the package.
COPY: Cutting $900 million from global health programs, including $400 million from
PEPFAR, directly undermines U.S. leadership in international health and security
efforts, puts lives at risk, and damages America’s standing, influence, and
security interests in an interconnected world.
COPY: The rescissions package would be a significant rollback of bipartisan investments and partnerships that have
defined America’s leadership on the global stage, threatening the nation’s reputation
as a principled and effective leader in global health. Pulling back from global health
leadership sends a signal of retreat, weakening America’s influence and alliances
COPY: These cuts target critical areas such as #MNCH, #FamilyPlanning, #HIVAIDS & infectious disease
control. Reducing funding risks increased outbreaks of diseases, The long-term costs of preventable pandemics
far outweigh the short-term savings from these cuts.
COPY: The funding cuts to U.N. agencies like
the UNICEF and the UNFPA diminish
the U.S. role in multilateral initiatives. This weakens global cooperation, cedes diplomatic ground to other nations & undermines U.S. foreign
policy and security objectives.
COPY: Foreign aids rescissions will
likely force the closure of thousands of health programs, clinics & vaccination
campaigns, disproportionately affecting LMICs & increasing global health inequities. Cutting these funds would
end lifesaving programs, increase suffering & put millions of lives at risk.
COPY: When the U.S. retracts foreign aid support, it signals a
retreat from inclusive, equitable, & evidence-based public health leadership and weakens trust & effectiveness globally.
COPY: The rescissions
represent roughly 0.1% of annual federal spending, offering negligible fiscal
savings while risking significant harm to global health, development, U.S. foreign
policy objectives, and Congress’ Constitutional authority to appropriate funds.
COPY: Questions
remain about how the Trump Admin will comply with legal requirements for
obligating funds under the Impoundment Control Act and existing appropriations
language, raising concerns about adherence to Congressional intent.
COPY: There is no indication that the
White House consulted with Congress before proposing the rescissions package. These funds were just appropriated by Congress just months ago.
