Bi-Annual Records Clean-Up Complete!
The City Clerk’s Office has successfully completed its bi-annual records destruction cleanup, which took place over the past three weeks. We extend our gratitude to all department staff for their participation in this initiative, helping to keep City Hall organized and in line with the City’s Records Retention Schedule.
This year, we added a fun competitive element with our “Shred It Like Shredder: Teenage Mutant Ninja Turtles (TMNT) Edition.” The winners of this spirited challenge are as follows:
- 1st Place - Administrative Services Department
- 2nd Place - Community and Economic Development
- 3rd Place - the Human Resources Department.
In total, an impressive 142 record boxes were destroyed!

Coming Soon! All NEW Online Records Center
The City of Pico Rivera has partnered with ECS Imaging, Inc. and Laserfiche an electronic document management database solution to enhance the City Clerk’s office records management system. Along with improving the efficiency and accuracy in document storing, tracking, and retrieval, residents will now be able to access City records online via an Online Records Center.

- Printing and Downloading Options
- Translation options available
- Mobile Access

Historic Whittier Boulevard Draft Vision Plan Available for Public Comment
The Draft Vision Plan for Historic Whittier Boulevard is now available for public review on the city website until September 30, 2024!
The proposed Vision Plan will serve as a guide for future development along HWB, and it will explore new zoning & land uses, mixed-use development, building heights & types, allowable uses & densities, housing options, parking solutions, parks & open space, and community design & placemaking.
We want to invite all residents, businesses and stakeholders in Pico Rivera to review the draft plan and provide meaningful feedback. The input received will be critical in shaping the final plan.

Recap of the Backyard and Worm Compost Workshop at the Community Garden
On August 13th, the City hosted a free Backyard and Worm Composting Workshop at the Pico Rivera Community Garden, attracting around 30 residents eager to learn about composting for their yards and gardens. The workshop covered the differences between worm and traditional composting, including a soil health test and how to make worm casting 'tea' for plant care. Five attendees won compost bins to take home. Due to the workshop's success, the City will be hosting another composting event on Tuesday, October 29th, from 5:30-7:00 pm at Rio Hondo Park. PRIME General Manager Victor Ferrer and Mayor Andrew Lara highlighted in these segments the advantage that PowerChoice offers to residents. Have a Scary Gourd Time at the City's Next Terrifyingly Terrific Composting Workshop!
Following the success of the City’s last composting event, another workshop is has been conjured! The City invites all residents to Rio Hondo Park on Tuesday, October 29th, from 5:30-7:00 pm for a hands-on Halloween-themed composting demonstration. Participants will learn how to layer and maintain their own compost for home use.
The first 25 participants will receive a complimentary pumpkin to carve before Halloween and compost afterward. With raffles, freebies, and fun, this event promises to be all treats and no tricks. For updates, follow the City’s social media channels!
Pico Rivera's Climate Action and Adaptation Plan is Ready for Review!
After months of hard work, the City has released a draft of its Climate Action and Adaptation Plan (CAAP) and is now seeking public comment until Thursday, October 3rd. The plan outlines the City’s strategy for reducing greenhouse gas emissions and building a sustainable future. The draft incorporates initial feedback from residents, and now the City invites final comments. Public input helps ensure the plan addresses residents' priorities. Comments submitted before October 3rd will be considered for the final version. Community and Economic Development
3900 Baybar Road - Cross Docking Facility
In the coming months, Centerpoint will complete the development project located at 3900 Baybar Road. The project consists of a 40,900 square-foot cross-docking facility with 61 truck docking doors. The building shell will be completed. The number of personnel required to operate a cross-docking facility is approximately between 20 to 30 employees. A tenant has not yet been identified.

In 2019, multiple neighboring residents raised concerns about a property on Loch Alene. The concerns included excessive trash and debris surrounding the property. City staff in conjunction with the City Attorney and Pico Rivera’s Sheriff’s Station developed an action plan and began an abatement process. This process was finalized in December 2023 and a total abatement cost of $40,000 was recovered. Shortly thereafter, the property was purchased and is now undergoing an extensive interior and exterior rehabilitation, which is expected to be completed by September 2024
6101 Rosemead Boulevard - Sky Zone Trampoline Park
On September 17, 2024 , the Planning Commission approved a Conditional Use Permit application for the development of a Sky Zone Trampoline Park at 6101 Rosemead Boulevard (former DD’s Discount store). The project includes proposed interior tenant improvements and consolidating multiple inline units into one larger tenant space for the trampoline park. Amenities will include a trampoline field, dunk basketball hoops, ninja course, toddler area, sport courts, arcades and a concession stand. Exterior improvements to the shopping center include re-painting of the existing block wall, slurry seal of the parking lot, repair of damaged landscape, tree trimming, and light pole upgrades to LED standards.
Public Works and Citywide Projects Updates
Regional Bikeway Project - Update
The second phase of the Regional Bikeway Project is progressing along the south side of Mines Ave and the project is nearing completion. All pavement rehabilitation, sidewalk/ADA improvements, underground utility connections and bioswale curbs have been completed. In the coming weeks construction activities will include signing/striping and installation of irrigation and planting within the bioswale.
Motorists and pedestrians should be aware of the temporary traffic patterns. During the second phase of construction, traffic is shifted to the north side of Mines Avenue to allow for construction activities on the south side of Mines Ave. During this period of construction, it’s important that all motorists adhere to all directional signage including No Left Turn restrictions. As a reminder, traffic fines are doubled in construction zones.
As with all construction projects on major roadways, delays are to be expected. Residents and commuters are encouraged to use alternate routes while the construction area from Mines Avenue starting at Paramount Boulevard up to the east of Rimbank Avenue will be impacted.
The overall goal of the project is to provide a safe regional bicycle connection to existing trails, promote active transportation, promote stormwater quality, and beautify the community. In addition to the bicycle lanes, improvements within the project limits include pavement reconstruction, construction of bio-swales for stormwater capture, ADA improvements, traffic signal modifications at the intersections of Paramount Boulevard at Mines Avenue and Rosemead Boulevard at Mines Avenue, landscaping improvements, and signage.
While the City understands that this is a short-term inconvenience, in the end it will be a long-term benefit for the overall quality of life for the residents. The Regional Bikeway Project is anticipated to be completed in Fall 2024.
Update on PFAS Water Treatment Systems Project

Project Details
- A PFAS water treatment system has been constructed at three of Pico Rivera's plants: Water Plant 1, Water Plant 2 and the Water Plant for Well 5.
- New filtration systems are installed to remove PFAS contaminants.
Project Benefits
- PFAS, or Per- and Polyfluoroalkyl Substances, are a toxic group of chemicals used to make fluoropolymer coatings, also known as the "forever chemicals." Pico Rivera is one of many cities across Southern California serviced by wells with heightened levels of PFAS, according to statewide testing in 2021. This project will help eradicate the presence of PFAS in potable water, promoting the safe consumption of water for our residents.

Construction Update
- As of August 2024, construction of the PFAS Filtration Systems at Water Plant No. 1, Water Plant No. 2 and at the Water Plant for Well No. 5 are completed.
- The Water Plant for Well No. 5 has completed start up and commissioning, and is now fully online, providing PFAS free filtered water to Pico Rivera Water Authority customers.
- In October 2024, the systems at Plant No. 1 and Plant No. 2 will be filled with ion exchange media and tested as part of the final start-up and commissioning. It is anticipated that these systems will be fully online by this Fall.
A separate project for the future construction of PFAS filtration systems at Water Plant 3 is planned to start Summer of 2025.

Pico Rivera Senior Center Celebrates 35th Anniversary
More than 200 Senior Center patrons came together to help celebrate the Senior Center's 35th anniversary. The senior center opened in 1989 as a place for friends to meet and has since then offered many fun activities and events for the senior patrons.
National Night Out - August 9th 2024
On August 9th, the Los Angeles County Sheriff's Department, in partnership with the City of Pico Rivera held its annual National Night Out! Residents enjoyed a night of entertainment, games, and meeting the first responders who keep their communities safe.
Summer Street Fest - August 16 and August 23, 2024
The City held its annual Summer Street Fest events on August 16 and August 23! The long anticipated event of the summer featured live music, vendors, food and a beer garden.
First Annual 5K Moo Run - September 14, 2024
Inspired by the herd of escaped cows that ran through Pico Rivera and made headlines a few years ago, the City held its first annual Moo Run at 8:00 am on September 14! The race began at Smith Park with a route that brought participants full circle throughout Pico Rivera and back at Smith Park.
EL Grito de Independencia - September 14, 2024
The City of Pico Rivera, in partnership with AJUA, held its annual Fiestas Patrias event with live musical entertainment, cultural exhibitions, food vendors, and a beer garden in celebration of Mexican Independence Day at Smith Park

Halloween Spooktacular - October 26, 2024
The annual Halloween Spooktacular event will be held on Saturday, October 26. The event will begin at 5:30 pm and is set to end at 9:00 pm. The event will include a trick or treat village, costume contests, amusement jumpers, face painting, arts and crafts, food trucks, and a haunted maze. Come join in on the fun!
