An Important Community Safety Message from your Chief of Police SALEM POLICE DEPARTMENT

Salem residents, business owners/operators, visitors, and workers,

I hope this message finds you well, though I reach out to you today with a heavy heart regarding the recent incidents of violence that have understandably increased fear and concern within our community. Salem's rise in shootings and the longer-term upward trend of violent crime are issues that affect us all. For some, the impact is permanent and profound.

Violence resulting in loss of life or serious physical or emotional injury leaves friends and families reeling, breeds anger and fear, further traumatizes the most vulnerable, and forever alters the trajectory of lives. For your Salem police officers and staff, there is no higher priority than the protection of life and physical safety within our community—and we dedicate ourselves to that endeavor in ways that also build trust. We hear your voices and share your concern about increased community violence.

Community Violence defined: Community violence happens between unrelated individuals, who may or may not know each other, generally outside the home. Examples include assaults or fights among groups and shootings in public places, such as schools and on the streets.

In collaboration with our criminal justice system partners, we are taking proactive steps to intervene and address these challenges head on. However, we recognize that effectively reducing shootings requires a united, whole-of-community approach. To initiate this collective effort, we will soon begin a broader discussion on how we, as a community, can and should respond.

Effective strategy development begins with understanding the problem–what are the contributing factors, who is most affected and involved, where are shootings happening and under what circumstances. As a first step, we sought to answer those questions by engaging outside researchers to analyze Salem’s recent shooting data. The resulting gun violence problem analysis report will be shared and discussed publicly.

A pivotal moment for our city will be a special work session on community violence with members of the Salem City Council and the county commissioners for our city scheduled for Monday, November 20, at 6 p.m. This will serve as a platform and launching pad to share insights, discuss concerns, and collectively explore potential solutions.

I encourage everyone to engage with our police department, our criminal justice partners, and our community leaders as we embark on this journey together.
