THE JOB
The Rent Assistance Program Manager supports Homes for Good's mission by managing, supervising and coordinating program development, organization, services and operations within their program area.
WHO WE ARE
Homes for Good Housing Agency is the Public Housing Authority (PHA) for Lane County, Oregon. Our primary work is to help low-income community members with the logistics of affordable housing. At a higher level, we are neighbors united to get every Lane County resident who needs help into a home.
Our programs provide housing and rental assistance to over 5,000 households in Lane County through voucher-based subsidies and Agency-owned public, multi-family and affordable housing communities.

OUR RENT ASSISTANCE TEAM
Our Rent Assistance Team works at the heart of our mission, supporting individuals and families who are low-income, experiencing homelessness, or living with disabilities through housing assistance programs.
The team partners with participants, landlords, and community organizations to make sure people can move into housing, stay housed, and navigate challenges when they arise.
WHAT YOU WILL DO FOR THE TEAM
As a key leadership role, the Rent Assistance Program Manager will provide day-to-day leadership across key functions within Homes for Good's rent assistance programs. This includes overseeing staff, managing workflows, and making sure services are delivered in a way that is consistent, fair, and aligned with program requirements and Agency policies. You will lead a team of housing professionals by setting clear expectations, providing ongoing feedback and support, and helping staff grow in their roles. This position plays an important part in keeping complex programs running smoothly while ensuring participants receive high-quality, reliable service.

IDEAL QUALIFICATIONS
This role requires a strong working knowledge of how complex social services and public program operate, including eligibility, participant services, community partnerships and the regulatory framework of publicly funded work. The successful candidate will bring experience leading and supporting staff in a people-centered environment. This includes setting clear expectations, providing training & feedback, navigating changing priorities and communicating effectively with participants, service providers, staff and colleagues across the organization.
MINIMUM QUALIFICATIONS
Minimum qualifications are used as a guide for establishing the minimum experience, education, licensure and/or certifications for someone to be successful in the position. Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
EXPERIENCE
The least three years of increasingly responsible experience in social services working with homeless or at-risk of homelessness, low-income families and/or individuals with disabilities, direct client services, program development, planning and implementation, along with at least one year of management/supervisory responsibilities.
EDUCATION
The successful candidate will likely have a four-year college or university degree with major course work social services or a related field.
LICENSES & CERTIFICATION
This position is required to occasionally drive Agency vehicles in the course of work. Possession of or the ability to obtain a valid State of Oregon vehicle driver's license and be insurable at standard rates is required for this role.

$74,663.06 - $100,055.54 annually
Homes for Good determines starting pay within the range based on relevant education and experience.

PAID TIME OFF

HYBRID & FLEXIBLE WORK
This position is eligible to work remotely up to 50% of the time after fully onboarded. However, the successful candidate must be able to report to work in person in Eugene, Oregon as needed. Check out our Hybrid & Flexible Work Plan to learn more.
Incumbent must reside within the State of Oregon and be able to report onsite as needed in Eugene, Oregon to meet business needs.
