Innovate UK is the UK’s innovation agency and works to drive innovation and productivity across the UK.
We inspire, involve and invest in UK innovation, building on with our Plan for Action and Strategic Delivery Plan.

Innovate UK works with a wide range of partners across UK Research and Innovation (UKRI) and the innovation ecosystem to design and manage programmes that deliver government priorities, address industry challenges, and turn science into value-added business reality.
Examples of programmes we manage in partnership include:
The aerospace ATI Programme, delivered in partnership with the Department for Business and Trade (DBT) and the Aerospace Technology Institute, provides £685 million funding over three years, focusing on zero-carbon emission, ultra-efficient and cross-cutting enabling technologies for UK aerospace.
Investment in the automotive industry, delivered in partnership with DBT, includes £75 million per annum for the Advanced Propulsion Centre to accelerate the transition to a net-zero automotive industry.
We are working with the Office for Gas and Electricity Markets (Ofgem) to deliver the £450m Ofgem Strategic Innovation Fund to stimulate vital innovation in Great Britain’s energy networks.

Keeping people healthier for longer is a global challenge. Maintaining health is key for our growing and ageing population and to do this demands nutritious and healthy food that tastes great, early diagnosis of ill health, and will require access to good medicines and health and care provision. That aspiration has many pressures, not least that current healthcare systems and budgets are under strain, and that global supply chains for food are prone to disruption.

Our priority Net Zero areas are:
- Power: we need to transform our power systems while securing our energy future in a way that is sustainable and affordable.
- Heating: our buildings accounts for 23% of our emissions. We need to reduce both emissions, and the costs. This is a race to renovate.
- Mobility: our vision is for a 2050 transport system that enables the movement of people and goods from one location to another through seamless, safe, net zero, connected, cost effective, accessible and reliable means.
- Make and use: now is the time to reimagine materials and manufacturing with three strategic imperatives: Net Zero & Resource Efficient; Resilient & Responsive; and Technologically Advanced & Digital.

Our Net Zero programmes include:
- Committing £190 million to deployment projects as part of the Industrial Decarbonisation Challenge.
- Investing £210 million in the development of new small modular nuclear reactors through the Low Cost Nuclear Challenge funded by the Department for Energy Security and Net Zero (DESNZ).
- Supporting UK government through programmes including the Advanced Propulsion Centre and Aerospace Technology Institute with the Department for Energy Security and Net Zero (DESNZ), Strategic Innovation Fund with Ofgem, and Zero Emission Road Freight and Energy Catalyst to bring energy access to Africa and SouthEast Asia.
- Demonstration programmes with the Department for Transport (DfT)
- ‘Building a Green Future’ by working across all of UKRI to accelerate the green economy and address the most difficult ‘last 20%’ to achieve net zero by 2050.
- Accelerating the application of research, and building trusted tools to support industry, measure embodied carbon and tackle carbon emissions of the data economy.

We connect local businesses, clusters, and supply chains, nationally and internationally, based on their strengths. This approach is designed to provide opportunities for growth and prosperity across all regions of the UK.
In Place and Levelling up, we are:
- Consulting locally to develop and deliver national programmes that strengthen UK capability and improve accessibility to the organisations that apply, wherever they are based.
- Investing £175m new targeted support to clusters that drive local impact and encouraging businesses in places of focus to be more R&D active.
- Building capacity and increasing applications for support outside of the Greater South-East.
Our Place and Levelling Up programmes include:
The £75m Launchpad programme supports the government’s objective to establish world-leading, globally interconnected innovation clusters, catalysing increased employment, economic growth and productivity within UK regions.
Our 10 Launchpad investments support levelling up across the UK and build on existing clusters of high-tech innovation, such as renewable energy in Southwest Wales, agricultural technology (agri-tech) and food tech in East Anglia and health technologies in Yorkshire.
Partnering with local leadership and Government, we are delivering three Innovation Accelerators to inform future policy for cluster development.
With £100m investment into 26 transformative projects announced, these Innovation Accelerators are based in:
- Greater Manchester
- Glasgow
- West Midlands
We are also co-developing Place-based Action Plans and MOUs with local leadership across the UK. These important strategic partnerships plans will support the regional economy through innovation and enhance local strengths and capabilities.
We have already launched strategic partnerships with Welsh Government, Greater Manchester, Liverpool City Region, West Yorkshire and the West Midlands, with more to come.

Our international activities are delivering for UK businesses and the UK economy.
Our programmes support UK businesses to collaborate, grow and scale internationally, by enabling them to find innovation partners, access global supply chains, break into new markets and attract new investment.
Our Global priorities are:
- Partnerships: we open up opportunities for the UK to benefit from global innovation networks and partnerships. We do this by leading UK involvement and influence in strategic international networks including The European Network of Innovation Agencies (TAFTIE) for international cooperation for R&D, and strategic partnerships with the EU’s flagship Horizon Europe programme. Our engagement with these networks and partners helps showcase the UK’s innovation talent and expertise on a global stage, enabling others to understand why engagement with the UK and our innovative businesses is a positive force is for good.
- Collaboration: we build and expand strategic bilateral and multilateral partnerships with leading research and innovation countries around the globe. We focus on selected industries, sectors and technologies, to expand and complement our innovation capabilities and offer UK businesses opportunities to collaborate, innovate, demonstrate and exploit their solutions globally.
- Grow and scale: we enable the growth and scaling of innovative UK businesses internationally, by providing them with dedicated support that tackles the challenges businesses face while entering global markets. Our support, delivered through our Global Business Innovation Programme, Global Incubator Programme and Global Explorer Programme, provides businesses with time, resources and guidance to understand new markets. This means that businesses gain better market access to new customers, partners and supply chains, resulting in far greater export opportunities.
In an increasingly competitive world, we are positioning the UK as a key international partner of choice for R&D, a thought leader, and a one of the most attractive places to innovate.
We are committed to harnessing global opportunities for UK businesses.
In 2022 Innovate UK hosted the Presidency of TAFTIE (The European Network of Innovation Agencies) that includes as members 34 innovation agencies from 28 European countries and 5 international partners from Canada, Japan, South Korea, Singapore and Brazil to share ideas, best practice and improve support for UK businesses.
In 2022/23 we invested over £17 million to support UK businesses to grow and scale through international bilateral and multilateral innovation support activities with partner countries, including £6.5 million through the EUREKA Eurostars programme. We expanded existing relationships and will launch new joint collaborative CR&D competitions, committing an additional £5m of funds to multi-year programmes in Canada, US, Singapore, South Korea and Israel, as well as initiating new partnerships with Germany, Switzerland, Taiwan and India.
In 2023/24, we will spend c£30 million to deliver over 60 global programmes, including Global Business Innovation Programmes, Global Business Incubators, Eureka Eurostars and Cluster programmes, as well as bilateral and multilateral funding competitions.

We support innovative businesses through a customer-centric portfolio of Products and Services, ranging from grants and finance to connections, infrastructure and support.
Our portfolio is developed to support specific needs of innovative businesses, at each stage of their innovation journey.
We provide access to innovation funding in four key areas: Grants; Loans; Investor Partnerships; and Government Procurement.
Grants
Innovate UK offers innovation grants to enable businesses to carry out ambitious, disruptive research and development (R&D) projects with a high potential for commercial success.
Grant funding is one way that businesses can take a project forward and quickly turn it into reality.
In 2022/23 we ran over 250 grant funding competitions, supporting thousands of highly innovative projects across the UK.
Loans
The Innovate UK Innovation Loans programme offers flexible, affordable, and patient repayable finance to support late-stage business R&D with a clear route to commercial success. The Loans are designed for small to medium sized businesses that are suitable to take on debt finance, but are not able access finance from commercial sources.
Since 2017, we have:
- Provided 226 loans
- Committed £181 million to 207 businesses
- Leveraged £280 million private investment
- Received early repayments of £11.7 million from 16 businesses on successful exits
Innovate UK Innovation Loans are now an established part of our product offer – £150m is available to support later stage innovation with a clear route to commercial success from patient capital, which covers up to 100% of eligible costs.
Investor Partnerships
The Innovate UK Investor Partnerships programme brings the benefits of early professional investor advice and capital to highly innovative businesses on their journey from concept to commercialisation, scale and growth. With £80m available, it combines grant funding with aligned private investment.
Since Innovate UK Investor Partnerships began in 2017, we have:
- Supported SMEs with £59 million in grant funding
- Aligned with £165 million in investment
- Led by a wide array of investor partners
- Accessing a further £537 million of follow-on funding.
Procurement of Innovation
Through our Innovate UK Small Business Research Initiative (SBRI) Innovate UK funds innovative businesses to tackle challenges across the public sector. The Innovate UK SBRI contracts provide 100% of project costs to develop new technologies and processes, helping to improve public services and increase efficiency through innovation.
The initiative is not limited to small businesses but open to any organisation, regardless of size or previous experience of working in a specific sector.
Innovate UK has supported over 100 public sector organisations across the UK to use Innovate UK SBRI to explore novel solutions to their problems, including the NHS, Department for Transport, Ministry of Defence, Network Rail, Highways England, Devolved Administrations and local councils.
Innovate UK’s Sustainable Innovation Fund used the SBRI approach to provide businesses with £49m of innovation funding to support economic recovery from the Covid-19 pandemic.
Every £1 of SBRI funding results in £4.50 added value for the economy*.

Talent & Skills
It is essential that innovative businesses can access the right pipeline of talent and skills – increasing productivity and embedding an innovation culture.
For the UK to be a successful global hub for innovation, we must fully harness the UK’s rich diversity of talent and create more opportunities for innovators. Diversity is a key enabler of talent and skills, which, in turn drives business innovation and supports culture change.
Innovate UK is taking a lead in this area, using our scale to develop a more inclusive environment for innovators.
We have launched the Innovate UK Unlocking Potential Awards. This opportunity is designed to release the power of diversity, whilst developing and delivering the talent and skills the UK needs.
Our Inclusive Innovation Awards funds and showcases businesses that are role models in developing innovations that centre on equality, diversity and inclusion in their design and development.
These complement existing support:
- Innovate UK Women in Innovation has provided 160 pioneering women with funding and tailored support to grow their business – giving them access to a growing Innovate UK network of more than 9,500 women business leaders.
- Innovate UK Young Innovators has given more than 250 young entrepreneurs funding awards and business mentoring to bring their innovative ideas to market.
In addition to greater inclusion, we must also understand and prepare for the next generation of skills needed for innovation
To do this, Innovate UK is:
- Working with the Institute for Apprenticeships and Technical Education (IfATE) to launch an Innovate UK Innovation Skills Framework. This will be embedded in Further Education and Higher Education courses, helping to develop our future workforce
- Creating a Workforce Skills Foresighting Hub, working with the Catapults to identify and address the next generation of critical innovation skills gaps, supported by partners including DSIT, DfE and Universities UK.
- Upskilling UKRI Future Leaders Fellows through our business innovation training – we are working to enhance leadership and commercialisation skills.
Growth and Scaling Support
Innovate UK EDGE is Innovate UK’s national business growth and scaling support service. It is available to all dynamic small to medium sized innovation-driven companies, including Innovate UK grant winners.
It accelerates innovative businesses on their growth journeys with one-to-one support from 350+ innovation and growth specialists embedded in every UK region and nation.
Every year, we help over 8,000 businesses realise their potential by leveraging their intellectual property IP, achieving further investment and opening domestic and international markets.

Experts and Tools
Research Commercialisation and Collaboration
For over 45 years Innovate UK’s Knowledge Transfer Partnerships (KTPs) have been helping businesses innovate for growth by accessing the UK’s world-leading knowledge base.
Innovate UK KTPs are a unique collaboration between academia and business that deliver industry-leading innovation, creating new products and services that will improve productivity and profit.
Forming a long-term relationship with a research partner offers direct access to state of the art expertise and graduate talent, embedding knowledge and research for long term benefit. For the Research Partner Knowledge Base partner (e.g., a university or research organisation), a KTP is a chance to apply research to a real-world challenge, contributing research impact, opening up commercial possibilities and tapping into additional funding.
In 2022/23, we have more than 850 live KTPs involving more than 100 universities, colleges, research organisations and Catapults collaborating with a business.
Supporting University Spinouts
To harness the UK’s research and science strengths, we focus on accelerating early-stage, high-potential technologies, ventures, and entrepreneurs. Innovate UK Innovation to Commercialisation of University Research (ICURe) is a pre-accelerator programme for researchers, helping them to explore the market opportunity, commercial application, and potential of their research. Innovate UK ICURe will support those researchers to establish a robust business with growth potential, or to exploit their intellectual property in other ways.
Innovate UK ICURe works with spin-out companies to support the transition, between academic funding and commercialisation, leveraging further investment to launch product and scale.

Regulation and Standards
The right regulatory environment has the potential to open up exciting new opportunities for innovative businesses.
Regulation can influence consumer confidence and demand, and determine whether firms enter or exit a market. Standards can reduce the time to commercialise new technologies and accelerate the speed at which innovations are adopted.
Innovate UK is working with Department for Science, Innovation and Technology (DSIT) and National Quality Infrastructure (NQI) partners, regulators and businesses to support the Government in setting new standards, codes, and regulations to drive innovation.
Convening and Connecting
Innovate UK KTN connects ideas, people and innovation communities to help businesses achieve their innovation goals, resulting in more business investment in R&D and faster time to market.
We support high impact business innovation in the UK by making connections and collaborations across sectors, academia, and businesses, as well as across the interfaces of technologies.
With more than 200 innovation, technology and sector experts based across the UK, businesses who want to innovate can expect Innovate UK KTN to:
