Community Enhancement enforcement code and license inspectors enforce codes and ordinances that promote clean, attractive and safe neighborhoods and businesses. Zoning and code compliance help promote the health, safety and general welfare of Chesterfield County residents by designating the types of buildings, businesses and activities that are acceptable in specific zoning districts. Observed violations may be reported to Community Enhancement by phone or email, or by submitting a concern online using the Enterprise Land Management (ELM) citizen access portal. To access records and submit concerns through the portal, users must create an account. Roads and Transportation Concerns
The Virginia Department of Transportation (VDOT) maintains most roads in the county and handles concerns related to the following:
- Road repairs, removal of items from road, sidewalks or bike paths
- Signs, signals or guardrail repair or installation
- Questions or information about a VDOT project
Report concerns online directly to VDOT. Questions about planned or active transportation projects may also be directed to the Chesterfield Department of Transportation.
How to Submit a Concern Online
On the Enterprise Land Management (ELM) citizen access portal, select the top right icon labeled, Submit a Concern.
- Log into your account.
- Read the disclaimers and select "I have read and accepted the above terms" if true and Continue Concern Submission.
3. In the Location Section, an address is required to submit a concern. If there is no exact address, an address closest to the location is needed. On the next page, a description of the location can be added in the field labeled as "description." 4. Complete contact information. Although contact information is not required, it is helpful if staff need to ask follow-up questions regarding the submitted concern. 5. Select the "Concern Type" from the listed concerns. Some selections will require additional information in the Description field.
6. In the Documents Section, upload any picture of the concern. Select "Add" and upload necessary attachments.
7. Continue Application. 8. Review information before selecting "Continue Application" to submit concern.
9. Once the concern has been submitted, a confirmation will appear with an assigned number beginning with the prefix CON -. Submitted concerns are also listed under the Search Records section.
How to Search Records
A record can be a permit, application, license, site visit, concern or a service request. To search for a submitted concern record in the Enterprise Land Management (ELM) citizen access portal, select Search Records listed under Community Enhancement and log into your account.
To search by record number, enter the record number in the field labeled as Record Number under the General Search section.
A record can also be search by entering the address in the fields listed further down.
View Concern Information
Selecting a record will display record details and information, including Record Status.
Record Info provides access to a dropdown selection to the following: Record Details is the landing page for the Record Number. Processing Status displays each workflow step and its completion status. Completed tasks show a gold star, while tasks still in progress display an hourglass icon. Selecting the arrow next to the task will list details such as due dates, assigned staff, status updates and comments. Related Records shows any records connected to the one searched. After a concern is submitted, a related enforcement record is created to track the enforcement process. Enforcement records begin with the prefix CE -. Attachments selection displays descriptions of any uploaded files related to the record. Inspections selection shows any upcoming or completed inspections.
Helpful Features
ELM users have the option to group records and create a Collection for easier tracking. Select "Add to Collection" and name the collection with a description. After selecting a specific collection, an overview of the records will be display.
