Thank you for your participation in ReOregon's Planning, Infrastructure, and Economic Revitalization Program (PIER). Your efforts are instrumental in repairing, rebuilding, and revitalizing areas of your community that were affected by the 2020 Labor Day Disasters.

This toolkit is designed as a “one-stop-shop” for resources related to the PIER program. Inside, you'll find essential supporting materials, required documents, and training sessions that provide an in-depth overview of the PIER program and its various components.

This toolkit includes:

PIER Program Documents: Forms and documents required as subrecipients for the PIER program.

Operational Materials: The PIER Policy Manual and Standard Operating Procedures to help establish clear, consistent, and accessible guidelines for the PIER program.

Program Trainings: View previously recorded required trainings and download slides on program and policy requirements.

PIER Program Documents

The PIER supporting materials include the forms, checklists, and SOPs that explain the details of the program and required documents needed throughout the program.

PIER Operational Materials

The PIER operational materials include the PIER Policy Manual and Standard Operating Procedures. These documents are designed to ensure that all subrecipients understand the policies governing the PIER program, as well as the procedures they will need to follow to perform their duties effectively and in compliance with program standards.

ReOregon Subrecipient Manual

The Subrecipient Manual assists subrecipients in managing day-to-day operations, ensuring compliance with program regulations, and providing tools—such as tips, checklists, forms, and sample documents—to streamline project implementation. This handbook covers essential steps for starting, managing, and closing CDBG-DR-funded projects but does not include information on eligibility or the application process.

PIER Policy Manual

Policy guidelines for the Planning, Infrastructure and Economic Revitalization (PIER) program for subrecipient and/or subgrantees and grant administrators.

PIER Training Sessions

PIER Subrecipients must view the following trainings on HUD Community Development Block Grant-Disaster Recovery (CDBG-DR) and PIER overview, processes, policies and requirements that are applicable to the project or program being funded.

PIER Project Description Form

The Project Description Form training identifies the critical fields in the Project Description Form along with required attachments and unique processes by county.

Selection Committee Roles and Responsibilities

The training for Selection Committee Roles & Responsibilities explains the PIER allocation framework, the components of the Committee, the Committee's responsibilities, and OHCS expectations.

PIER Planning Overview

The training on Planning Overview covers the background and design of the planning program, the application process, identification of eligible planning activities and applicants, as well as where to locate program resources.

PIER Infrastructure Program Overview

The Infrastructure Overview training reviews planning infrastructure background and design, the application process, identification of eligible planning activities and applicants, as well as where to locate program resources.

PIER Economic Revitalization Program Overview

The Economic Revitalization Overview training reviews planning economic revitalization background and design, the application process, identification of eligible planning activities and applicants, as well as where to locate program resources.

PIER Competitive Proposals

The Competitive Proposal training covers the competitive proposal process that must be used when procuring professional services. It overviews each step, from creating a procurement policy to contracting with the vendor, while highlighting documentation requirements at each stage.

PIER Environmental Review Overview

The Environmental Review training outlines the environmental review process as it will be conducted in PIER projects, and clarifies between Subrecipient responsibilities versus OHCS responsibilities.

PIER Subrecipient Agreement

The Subrecipient Agreement training is a plain language review of the subrecipient agreement, an important legal document. This training is not meant to replace direct or attorney review.

PIER DOB for Economic Revitalization Subrecipients

The PIER DOB for Economic Revitalization Subrecipients training defines Duplication of Benefits (DOB), and directs subrecipients to where they can locate relevant DOB regulations. Additionally it outlines the key elements of the DOB process and highlights when DOB reviews occur.

PIER File Checklist

The PIER File checklist training provides an overview of the many forms and resources necessary to ensure compliance with federal regulations during the PIER process. Looking at the different file components of awarded projects and highlighting project filing needs as well as the importance of adequate project files.

PIER Starting Up Your Grant

This cross-cutting training is a holistic and comprehensive review of the various requirements that a subrecipient must complete upon signing their grant agreement/before they can submit their first draw request.

PIER Reports and Monitoring

The Reports and Monitoring training reviews the requirements that must be met for PIER reporting and monitoring. It will provide a high-level overview of the required reports, subrecipient responsibility for monitoring, and OHCS monitoring of subrecipients.

PIER Before Procuring Construction Services

The Before Procuring Construction Services training offers a framework for project review prior to procurement. It covers environmental clearance notifications, final design approval, cost estimate updates, preconstruction clearances, wage rate requests, and creating a compliant bid package.

CDBG Background & Basics

OHCS ReOregon CDBG-DR Overview

A CDBG-DR training that provides a high-level overview of CDBG-DR funding allocation for the ReOregon programs. It includes an Action Plan overview and a review of all applicable programs (HARP, HOP, and PIER).

CDBG-DR Grant Allocation

A HUD CDBG-DR training that offers a comprehensive walkthrough of the HUD Community Development Block Grant-Disaster Recovery (CDBG-DR) process. It covers the applicable Federal Register Notices (FRNs) and Disaster Recovery (DR) process.

CDBG-DR Program Requirements

A HUD CDBG-DR training session that covers all crucial CDBG-DR requirements relevant to the ReOregon programs. Topics include DR requirements, disaster impact, and national objectives.

A Cross-Cutting Regulations trainings for CDBG-DR funds that goes over an overview of DOB, environmental regulations, and URA.

DR Cross-Cutting Regulations Overview - Part 2: Civil Rights, Fair Housing, and Public Participation

A Cross-Cutting Regulations trainings for CDBG-DR funds that covers Applying Civil Rights, Affirmatively Furthering Fair Housing (AFFH), Americans with Disabilities Act (ADA), 504, Accessibility, and Citizen Participation Plans (CPPs).

DR Cross-Cutting Regulations Overview - Part 3: Section 3 & Davis Bacon

A Cross-Cutting Regulations trainings for CDBG-DR funds that features an overview, including applicant impact and reporting requirements for contractors.

CDBG-DR Construction Requirements

The CDBG-DR Construction Requirements outlines the different construction standards that are applicable to CDBG-DR projects and how Oregon has adopted these standards on the individual project level.

Code of Ethics /Conflict of Interest /Non-Disclosure Agreement

A CDBG-DR compliance training that examines the code of ethics associated with the ReOregon program. It encompasses the CDBG-DR code of ethics, potential conflict of interest situations, the non-disclosure agreement, and essential disclosures and responsibilities related to protecting data.

Confidentiality & Handling PII

A CDBG-DR compliance training that addresses the confidentiality and protection policy for sensitive information within OHCS and CDBG-DR programs. It provides guidance on ensuring the security of confidential information to program participants, employees, sub-recipients, and contractors to prevent potential breaches.

AFWA

OHCS and partners are responsible for preventing, detecting, and reporting incidents of fraud, waste, or abuse, along with other irregularities related to the program. This training covers the process of raising any concern, known or suspected, of acts of fraud, waste, or abuse.

Federally-Funded Procurement

A CDBG-DR training that examines essential CDBG-DR procurement policies, both informal and formal procurement methods, key elements of compliant procurements, and contractual requirements using CDBG-DR funds.

Compliance Oversight Monitoring- Subrecipient Responsibilities Parts 1 & 2

A CDBG-DR compliance training that covers program design, financial management, procurement, environmental review, labor standards, and reporting. It aims to assist participants in understanding requirements and best practices for implementing CDBG-DR grants.

Financial Management and Timekeeping

A CDBG-DR training that focuses on financial management for CDBG-DR subrecipients, including budgeting, accounting, reporting, audits, and capacity. It also covers topics such as reimbursable costs, procedures for reimbursement requests, and staff hour tracking.

Reporting Requirements and Tools

A CDBG-DR training that explores various reporting obligations for CDBG-DR subrecipients, including the Section 3 Report, Single Audit Report, Quarterly Performance Reports (QPRs), and Closeout Reports. It equips subrecipients with the skills to prepare essential reports and complete the closeout process.
