African Maritime Forces Summit

The 41 nations participated in the three busy and productive days, conference attendees discussed a wide array of challenges and opportunities in the maritime domain. They found common ground to increase collaboration and mutual understanding in order to tackle maritime threats not only in the Gulf of Guinea, but throughout the African continent.
African Land Forces Summit
The African Land Forces Summit (AFL 2024) was sponsored by the U.S. Army Chief of Staff and co-hosted by U.S. Army Southern European Task Force, Africa (SETAF-AF) and the Zambia Army in Livingstone, Zambia, April 22 - 26. The 12th iteration of ALFS brought together land forces chiefs from approximately 40 African nations, April 22-26, near Victoria Falls, along with six European nations, Brazil and the United States. Joined by civilian and academic leaders, approximately 400 leaders discussed shared challenges and approaches under the theme “Regional Solutions to Transnational Problems.”
Since 2017, the summit also features a parallel Senior Enlisted Leader Forum, bringing together senior enlisted leaders from over 20 African land forces as well as U.S. command senior enlisted leaders from organizations such as the 7th Army Training Command and from National Guard State Partnership Programs.
ALFS24 attendees from partner nations waters took part in a tree planting ceremony at the Livingstone Institute of Business & Engineering Studies in Livingstone, Zambia, April 24. The ceremony was part of the African Land Forces Summit 2024 and the intent of the tree planting was to demonstrate military leaders’ responsibility to be good stewards of the environment.
Defending the Homeland

Director of the Year
U.S. Army Lt. Col. Mark McEvers, a member of the North Dakota National Guard, was named State Partnership Program (SPP) Director of the Year during the 2023 Partnership of the Year at the State Partnership Program’s annual conference in Las Vegas, April 16-18. North Dakota is paired with three partner nations, Ghana, Togo and Benin. The SPP director plans, manages and coordinates all approved SPP activities, including logistics, resources and budget, while working with U.S. government agencies and embassy country teams.
Lt. Col. McEvers said “This SPP-Director award is a joint award I share with my wife, Rochelle, who has allowed me to travel multiple weeks per year for work and has assumed additional duties and responsibilities with managing everything at home from dealing with medical appointments with our children to coordinating with contractors to fix problems with the house. Without Rochelle’s exceptional support, the engagements and coordination required of a SPP-Director would not happen.”

Air Assault Screening
Five Soldiers from the 3662nd Support Maintenance Company, successfully completed the screening for Air Assault screening at Camp Grafton Training Center, Devils Lake, N.D. May 3 - 5. The purpose of Air Assault is to train Soldiers in Air Assault operations, sling-load operations, and rappelling. Upon graduation from the course, each soldier will be equipped with the skills necessary to maximize the use of helicopter assets in both training and combat to support unit operations.

Over three days, they tackled the Army Combat Fitness Test, conquered a challenging obstacle course, mastered the rope climb, and powered through a 12-mile ruck in less than 3 hours.

Friday 5K in Bismarck
Due to the weather the first Friday 5K has been moved to the date of May 31st. The estimated start time will be either 8 am or 2pm weather permitting.
Governor’s Military Ball
The 2024 North Dakota Governor’s Military Ball was held at the Fargo Aviation Museum, May 4. About 220 North Dakota National Guard members, spouses, friends and other civilian guests attended this formal event.
The formal portion of the program included remarks by Lt. Gov. Tammy Miller of North Dakota, Maj. Gen. Al Dohrmann, N.D. adjutant general, and presentation of awards.

April was Sexual Assault Awareness Month. Sexual violence is a public health and safety issue that affects both women and men alike. It is difficult to discuss, and it often goes unmentioned, leaving many to suffer in silence. This year, the Department of the Interior recognized Sexual Assault Awareness Month with the Denim Day campaign.
Denim Day began more than twenty-one years ago, after the Italian Supreme Court overturned a rape conviction because the justices felt that since the victim was wearing tight jeans, she must have helped the person who raped her remove her jeans, implying consent. The following day, women in the Italian Parliament came to work wearing jeans in solidarity with the victim.
