Last Night’s Council Proclamations and National Suicide Prevention Day, 9/10
Sheri Boles, a volunteer with the San Mateo County Behavioral Health & Recovery Services Office of Diversity and Equity was on-hand last night to receive two Proclamations from the Brisbane City Council, one for Suicide Prevention Month and National Recovery Month. Sheri accepted the latter on behalf of Voices of Recovery San Mateo County.
By working together, and with everyone, Voices of Recovery is pleased to report that yes, prevention works, treatment is effective, and people can, and do recover.
C/CAG's Smart Corridor Project Expanding to Brisbane
At last night’s City Council Meeting, the Council unanimously approved authorizing the City Manager to sign a funding agreement with the City and County Association of Governments (C/CAG) for C/CAG to install conduit and fiber optic lines in Bayshore Blvd. There will be 288 strands of dark fiber installed, of which half will be used by C/CAG and the other half will be offered to the City for a variety of intelligent uses it so chooses. Note: 1 strand of fiber optic can transmit 32 terabytes of data. With their 144 strands, C/CAG will be connecting a total of 6 changeable message signs; 4 on Bayshore and 2 on Tunnel – located in areas where it would be most useful for displaying critical traffic information or safety and emergency messages.
These changeable message signs are already being utilized by Caltrans to inform motorists in the southern part of the County about the upcoming U.S. 101 closure for the replacement of the Cordilleras Creek Bridge in Redwood City. We thank C/CAG for this partnership and for working with their engineering firm to design smaller, 5’x4’ signs for Brisbane’s portion of their Smart Corridor Project (about a 50% reduction in surface area from their original proposal in June). C/CAG expects to start construction later this Fall, and completing by early 2024. The City’s only financial contribution to this project is engineering and field inspection staffing to oversee the work in our jurisdiction.
Development Impact Fees
The City of Brisbane imposes a number of “fees”. Many of those fees are set forth in the City’s Master Fee Schedule. These fees include fees for processing land use applications (Planning), use of City facilities (Parks and Recreation), water services (Finance), copies of Police Reports (Police), inspections (Fire), and processing Grading Permits (Public Works). There are also “property-related fees”, as defined in Proposition 218, such as ordinary water and sewer charges. In addition, there are development impact fees (DIF), which are fees imposed on new development primarily to alleviate the impact such development has on the community. Put another way, DIFs ensure “growth-pays-for-growth” in a fair and equitable manner. In order to establish a DIF, a nexus study must first be done to analyze the overall impacts a particular development will have on a community. Staff and City Council Subcommittees have been studying a few different DIFs:
- a fee for parks, recreation facilities, open space, and trails
- an affordable housing fee, and
- a traffic DIF for intersection improvements, traffic signals, traffic calming devices, etc.
Council provided direction to staff to move forward with the nexus study; in conjunction, staff will be looking at additional City capital needs to see if those projects would be eligible for DIF use. It’s expected that more information concerning development impact fees will be discussed with the Council in October.

Got Wheels! provides up to 6 one-way rides a month for $5 per one-way ride in the service area, which includes SFO and 12 cities - Brisbane, Colma, Daly City, So. San Francisco, San Bruno, Millbrae, Burlingame, Hillsborough, Half Moon Bay, Montara, Moss Beach, and El Granada. Practice Run for Star City San Bruno Mtn. Half Marathon, 9/10
Since the last one was so successful, another practice run is scheduled for this Sunday at 8am. For those interested, please meet at the base of Quarry Rd. at 8am. A raffle will be conducted for free entry to the race! After the practice run, the group will be heading over to the Pancake Breakfast Fundraiser at Mission Blue Nursery.

The Pancake Breakfast Fundraiser will be held outdoors at Mission Blue Nursery at the base of San Bruno Mountain. Mission Blue Nursery will be open and selling native plants at the event on Sunday, September 10th from 9am-2pm. Get your tickets!
