Chelsey J. Clements J.D., CCEP - Chief Compliance, Ethics and Privacy Officer

We are excited to share UF Compliance and Ethics’ most recent updates and events. But first, I'd like to introduce you to our new team members.

Ted Tenaglia, ADA Administrative Assistant

Ted Tenaglia is a dedicated professional with a Master of Health Administration from the University of Central Florida and a B.S. in Fire and Emergency Services from the University of Florida, graduating cum laude. He is a certified Emergency Medical Technician and firefighter with hands-on experience in pre-hospital care, fire suppression and community health programs. Ted has also served as a lifeguard, gaining expertise in emergency response and safety, and brings strong organizational and customer service skills from previous roles in sales and hospitality. He is proficient in a range of software tools and committed to applying his training and experience to support effective operations and public service initiatives. In his current role supporting the University of Florida’s ADA Compliance Program, Ted serves as the first point of contact for employees, triaging requests and coordinating meetings with the ADA Coordinator and Case Managers. He manages case files, tracks compliance documentation and ensures progression of accommodation requests, all while maintaining confidentiality. His strong organizational skills and attention to detail support smooth program operations, accurate reporting, and effective communication across the university.

Rachel Nuyten, Title IX Administrative Assistant

With a strong foundation in advocacy, crisis response, and cross cultural communication, Rachel Nuyten brings both compassion and precision to her work in higher education. A cum laude graduate of the University of Florida majoring in Linguistics and Spanish with a minor in Latin American Studies, she also holds certifications in Teaching English as a Second Language and as a Microsoft Office Specialist. Rachel has gained hands on experience supporting vulnerable populations through her role as a Victim Advocate and Case Management Intern at the Child Advocacy Center in Gainesville and previously as a Crisis Interventionist with the Alachua County Crisis Center. In these positions, she collaborated with multidisciplinary partners, maintained detailed case records, supported individuals navigating complex systems, and approached sensitive matters with care and professionalism. In her role supporting the University of Florida’s Title IX Office, Rachel provides essential administrative and operational support. She triages incoming communications, assists with creating and maintaining case files, coordinates meetings and hearing logistics, and supports accurate recordkeeping to ensure timely case progression. Her attention to detail, discretion, and ability to work thoughtfully within a confidential and trauma sensitive environment contribute to the effective and compassionate administration of Title IX processes at the university.

Edith Monteagudo, ADA Case Manager

Edith Monteagudo brings strong case management experience, analytical skills and a steady commitment to client service to her role supporting the ADA Compliance Office at the University of Florida. A graduate of UF with a Bachelor of Arts in Philosophy, Edith has developed a thoughtful and solutions-oriented approach to complex issues. She previously served as a Case Manager at a local law firm, where she managed more than 50 active cases at a time, coordinated with multiple stakeholders, streamlined documentation processes, and served as a primary point of contact for more than 100 clients. In her role, Edith provides compliance and case management support related to reasonable accommodations and access. She assists with reviewing and coordinating accommodation requests via the interactive process, supports compliance reviews, and ensures accurate documentation in alignment with university policies and applicable regulations. Known for her professionalism and ability to manage high volumes of sensitive information, Edith plays an important role in maintaining confidentiality and supporting access across the university community.

CONGRATULATIONS, COMPLIANCE SUPERSTARS

Sarah Hanson, Instructional Desginer III

Sarah Hanson received a Compliance Superstar Award in recognition of her dedication and hard work in revamping the University of Florida’s Compliance and Ethics training. Over the past year, Sarah led a major overhaul of this enterprise-wide priority, ensuring the training aligns with current requirements while remaining clear, accessible, and impactful for the UF community. This was a significant undertaking, and her persistence and attention to detail were critical to its success. Thank you for your outstanding contributions and for being a driving force behind this important initiative. Congratulations, Sarah!

Avi Baumstein, Cybersecurity Manager

UF Privacy nominated Avi Baumstein, Cybersecurity Manager on IT’s Information Security team, for the Compliance Superstar Award in recognition of his dedication to managing the risks associated with the use of new (or existing) technologies and data at UF. With an incredible 30-year legacy at the university, he has consistently demonstrated that true expertise is built through decades of steady commitment and institutional wisdom. Most recently, he has spearheaded a comprehensive residual risk report process, distilling complex data into a clear, actionable roadmap for the secure use of technologies and data. His meticulous attention to detail and deep-rooted passion for excellence not only protects our university but sets a gold standard for everyone responsible for data protection at UF. Thank you, Avi, for your exceptional service and for the steady leadership you bring to this vital area. Congratulations on this well-deserved recognition.

Sara Smith-Paez, Health Promotion Specialist - Healthy Relationships GatorWell

Sara Smith-Paez received a Compliance Superstar Award in recognition of her exceptional leadership and innovation in student outreach. In October 2025, Sara facilitated Monster Mash, a Halloween-themed educational event that drew an impressive student turnout and engaged students through interactive “Trick or Treat” table activities focused on healthy relationships. By delivering information in a festive and approachable format, she advanced UF’s prevention and education efforts in a meaningful way. Monster Mash not only supported UF’s Title IX education goals related to sexual assault, dating violence, and stalking, but also demonstrated how compliance programming can be both engaging and effective. Thank you for your commitment to student well-being and for transforming policy into practice. Congratulations, Sara!

Emily Young, UFPD Records Manager

Emily Young received a Compliance Superstar Award in recognition of her outstanding partnership and dedication to the University of Florida’s Clery Compliance Program. Since Fall 2025, the Clery Compliance team has had the privilege of working closely with Emily in her role as UFPD Records Manager, where she has quickly demonstrated both expertise and compassion as a compliance partner. Emily plays a critical role in supporting top-notch compliance by maintaining the daily crime log, forwarding reports to compliance partners to ensure students, faculty, and staff receive timely support, and safeguarding sensitive crime data. Her collaborative approach reinforces that Clery Compliance is truly a team effort. Thank you, Emily, for your professionalism, partnership and commitment to keeping the UF community informed and supported. Congratulations on this well-deserved recognition!

TITLE IX COMPLIANCE

UF is committed to maintaining an environment free from sex-based discrimination and harassment. To support this mission and to comply with federal regulations, all employees are required to complete the annual Title IX Training for University of Florida Employees. The new online training module was released during Fall 2025 as part of UF’s implementation of the Title IX Policy, which took effect on July 1, 2025. What’s covered in the new training:

  • Brief Introduction to Title IX: The federal law that protects everyone at UF from sex discrimination including students, faculty and staff.
  • Definitions of Prohibited Conduct: Understanding sexual harassment, sexual assault, dating and domestic violence and stalking.
  • Reporting Obligations: A clear guide on your duty to report and how to support those who disclose an incident.

Approximately 24,000 employees have completed the module since it’s release. Thank you to all of you who have completed the training and your continued commitment to keeping our campus safe. Action Required: If you haven’t completed the training, please log into the My Training portal to complete the 30-minute module. Remember, all faculty and staff including student employees must complete this training annually.

CLERY CORNER

Stop Campus Hazing Act On December 19th, 2025, the university published the first Campus Hazing Transparency Report (CHTR). This report provided the details for each Hazing incident involving a Student Organization for which a finding of responsibility has been issued, including:

  • The name of the Student Organization
  • A general description of the violation, including whether it involved the abuse or illegal use of alcohol or drugs
  • The investigatory findings
  • Any sanctions imposed by UF
  • Key dates, including the date the incident was alleged to have occurred, the date the investigation was initiated, the date the investigation ended with a finding of responsibility, and the date notice of the Hazing violation was provided to the Student Organization.

  This report is published twice annually, with the next report due July 2026.   For more information about UF’s Stop Hazing program, please visit the Stop Hazing website or review UF’s institutional Hazing Policy (5-005).

Drug-Free Schools and Communities Act On February 13th, 2026, the university published the Drug and Alcohol Abuse Prevention Program (DAAPP). The DAAPP includes university policies and regulations related to drug and alcohol abuse prevention; local, state, and federal laws regarding drugs and alcohol; the health risks associated with the use of drugs and alcohol; the programs and intervention efforts provided by the university; and the disciplinary sanctions associated with violations of university policies and regulations.

YOUTH COMPLIANCE

Youth Compliance offers consultations to discuss child safety and youth activities. If your department engages with minors, consider scheduling a consultation. A consultation can be customized to address the needs and scope of your specific youth activity. A Youth Compliance consultation can be conducted one-on-one or amongst a group via Microsoft Teams or in-person upon request.

FOREIGN INFLUENCE

The University of Florida supports international collaboration and research, including gifts and contracts from foreign sources, engagement with foreign researchers and travel to foreign countries. Such relationships are encouraged, provided they do not create real or perceived undue influence on UF, its faculty, staff, or students. In recent years, state and federal laws and regulations addressing undue foreign influence in higher education have increased. UF’s compliance responsibilities are distributed across several offices, each overseeing different aspects of these requirements. UF Compliance and Ethics is pleased to announce the remaining sessions for the 2025-2026 UFCE Learn over Lunch series.  As always, sessions will be held over Zoom and will start at noon.

UF Compliance and Ethics and UF Health Compliance: Where Roles Align and Differ, featuring Chelsey J. ADA AND CITT PARTNERSHIP: TITLE II ACCESSIBILITY

Chelsey J. Clements, Chief Compliance, Ethics, and Privacy Officer Pursuant to the Department of Justice’s final rule updating its regulations for Title II of the Americans with Disabilities Act, UF’s web content and mobile apps must meet Web Content Accessibility Guidelines (WCAG) 2.1, Level AA by April 24, 2026. UF’s Electronic Information Technology and Communications Accessibility (EITCA) Policy has be updated to reflect this ruling. All members of the UF community that produce or purchase materials for the web, including instructional materials, and mobile apps on behalf of UF must be familiar with this policy. Resources to ensure compliance are available on the UF Accessibility website. Over the coming weeks, the UF Accessibility website will be updated regularly to reflect new resources and training opportunities.

The university continues to make steady progress toward Title II compliance through ongoing collaboration and training efforts. ADA Coordinator, Dr. Kristin Malloy, has been participating in multiple Title II training sessions with Kimbley Standifer, Associate Director of Training and Web & Graphic Design, to strengthen institutional understanding and readiness. As part of these efforts, the Title II inbox will be monitored by the Electronic Information Technology and Communication Accessibility (EITCA) Accessibility Manager to help support coordination and timely responses. COMPLIANCE PARTNER SPOTLIGHT: UFPD

Safety First: Spring Break Fair and Expanding GUARD Trainings

As Spring Break approaches, UFPD is prioritizing prevention and awareness through proactive outreach and education. Join UFPD on March 4th from 10:30 a.m. to 1:30 p.m. at the J. Wayne Reitz Union for the Spring Break Safety Fair. The event will provide practical safety tips, campus resources, and information to help students and employees make informed decisions before traveling or celebrating. Representatives will be available to answer questions and share tools that support a safe and responsible Spring Break. In addition, GUARD classes (formerly S.A.F.E.) continue to be scheduled, expanding opportunities for skill-building and awareness across campus. Updates to the website are also underway to improve access to information and training resources. We encourage the campus community to attend, participate and take advantage of these valuable safety initiatives.
