STatewide Resilience FOrum Support Materials

The Office of the Governor is developing the Plan for a Resilient Oregon (PRO),a people-centered resilience strategy to help communities around Oregon adapt and thrive in the face of increasingly severe disasters. The state, in partnership with research teams at Oregon State University and the University of Oregon, are conducting research to inform the plan. You can learn more about the entire process here. The Statewide Resilience Forum meets monthly to advise the planning process. This site is intended to provide simple access to PRO-related documents and materials for that group.

Draft Goals & Strategies

  • REVISED DRAFT PRO Strategies: Revisions to draft strategies for consideration for the PRO will be discussed at the June Statewide Resilience Forum meeting.
  • DRAFT Resilience Vision for Oregon - It describes an Oregon where every individual and community can anticipate, withstand, adapt to, and recover from natural hazards. The vision emphasizes that resilience is built long before disaster strikes, through trusted local relationships, reliable infrastructure, and an enduring partnership between Oregonians and their state government.
  • DRAFT PRO Strategies, prepared by PRO Research Partners and presented to Regional Resilience Forums and at the May 2026 Statewide Resilience Forum Meeting.
  • DRAFT PRO MetaGoals - Preliminary goals for the plan were presented in the Spring of 2026 and revised based on regional and statewide feedback.

Statewide Resilience Forum Meeting Agenda Packets & Minutes

The Statewide Resilience Forum is made up of state agency representatives and the facilitators of each of the Regional Resilience Forums, and meets on the third Wednesday of the month, from 1:00-3:00 pm Pacific Time via Zoom. Everyone is welcome to join as an observer, please register for the Zoom meeting here

What is the Plan for a Resilient Oregon?

The Office of the Governor is developing the Plan for a Resilient Oregon (PRO),a people-centered resilience strategy to help communities around Oregon adapt and thrive in the face of increasingly severe disasters. The PRO aims to be responsive to the unique cultures, demographics, histories, and hazards of Oregon’s diverse regions. The PRO will inform the work of Executive Branch agencies and the Governor’s recommended budget and legislative work for the next biennium.
