Welcome! We are excited to share UF Compliance and Ethics’ most recent updates and events.

Notably, our team is expanding. I am pleased to introduce you to Dr. Kristin Malloy and Jaime Weiser. Their expertise and dedication will be invaluable as we continue to streamline our processes to better support the UF Community.

We are thrilled to welcome Kristin Malloy as the new ADA/504 Coordinator for UF.

Kristin A. Malloy, Ed.D. - ADA Coordinator

Dr. Malloy has been consistently committed to improving student and employee experiences in higher education. She joined UF from Brown where she served as the ADA/504 Coordinator and collaborated with university leaders to manage the day-to-day responsibilities associated with ADA compliance and addressed student and employee ADA appeals and accessibility compliance consultations. She also facilitated numerous initiatives designed to further accessibility at Brown. Dr. Malloy began her career as a clinical social worker focusing on children and family mental health and has previous experience in resource development and grant writing.

Dr. Malloy holds a doctorate in Higher Education Leadership from Sam Houston State University, a master's degree in social work from Syracuse University, and a Bachelor of Science in Psychology from St. Lawrence University.

We are equally excited to welcome Jaime Weiser as our new Clery Coordinator.

Jaime is passionate about policy, advocacy, and fostering safe campus environments. Jaime holds a bachelor’s degree from Florida International University’s Honors College and a master’s degree in Student Personnel in Higher Education from the University of Florida.

The Compliance Superstar program recognizes partners who have demonstrated a commitment to compliance while acting with the highest levels of integrity.

Chris Carlson, Associate Director, Facility Support Services, EH&S

Chris Carlson received a Compliance Superstar Award on 6/17/25. Over the course of the last year, Chris has been an invaluable partner to the ADA Office. He has ensured that EH&S remains up to date on relevant codes and regulations for buildings, while also being responsive in addressing accessibility concerns across the entire campus. The ADA Office has witnessed first-hand how he successfully completes projects and constantly seeks opportunities to improve function and connection within the UF enterprise. He has also been an excellent partner to the Clery Compliance program for many years. We especially appreciate his work streamlining reporting for the numerous fire safety requirements.

Chris, you are a champion for ensuring collaboration between UF Compliance and Ethics and EH&S. Your contributions have added to the success and positive momentum of both the ADA and Clery Compliance programs. Thank you for the tremendous efforts and for being a fantastic compliance partner! Congratulations Chris!

Dr. Rebecca DeCesare, Ph.D., CCCO, Assistant Director, Clery Act Compliance

Dr. DeCesare received a Compliance Superstar Award for being the recipient of the D. Stafford & Associates Excellence in Clery Compliance Award.  This award, from the National Association of Clery Compliance Officers and Professionals, is intended to recognize outstanding contributions of a current practitioner who is transforming Clery compliance on their campus and/or the field through exceptional programs, processes, scholarship, innovation, and/or service to the field or industry. It will be presented on 7/18/25 at the 12th Annual NACCOP Conference.

Dr. DeCesare has prioritized building strategic institutional partnerships and enacting the appropriate internal controls to ensure that the Clery Act Compliance program is functioning at the highest level possible. This has been a large undertaking, as the Clery program at UF is among the largest in the nation in terms of the Clery geography and program scope. Dr. DeCesare and her team have done a wonderful job of focusing on the right order of operations each year to prioritize the building of the program while appropriately balancing the mitigation of compliance risk. Congratulations Rebecca!

ADA COMPLIANCE

ACCESSIBILITY ELEVATED: EXPLORE THE NEW REVAMPED ADA OFFICE

UF’s ADA Office is committed to fostering an accessible environment for all individuals in compliance with the ADA. Recently, the Office created an enterprise-wide ADA Policy, reflecting a stronger UF commitment to accessibility and accommodations for individuals with disabilities.

In addition, the ADA Office has released a comprehensive step-by-step Process Guide that clearly outlines the interactive process for employees with disabilities to request and receive accommodations. The Process Guide also serves as a valuable resource for campus partners.

The ADA Office also revamped and redesigned the ADA Office website, which is a centralized hub for information, guidance, and support. The site includes detailed instructions and forms to ensure that every user can find what they need with ease. These updates demonstrate UF’s ongoing dedication to providing equal access to individuals with disabilities and its commitment to compliance with state and federal disability laws.

CLERY CORNER

STOP CAMPUS HAZING ACT

On December 23, 2024, then President Biden signed into law the Stop Campus Hazing Act, amending the Clery Act. The provisions of this amendment went into effect on January 1st, 2025. This is the first major change to Clery since the Violence Against Women Act (VAWA) amendment in 2013.

Major milestones/requirements for institutions under the Stop Campus Hazing Act are listed below:

  • Renaming of the law from Jeanne Clery Disclosure of Campus Security and Campus Crime to Jeanne Clery Campus Safety Act;
  • Campus Hazing Transparency Report (CHTR) to be published twice a year, starting December 2025;
  • In the 2026 Annual Security Report, Hazing will be included as a criminal category, along with policies related to hazing, how to report incidents of hazing, and process to investigate.

FOREIGN INFLUENCE

UFCE RELEASES FGC USER'S GUIDE

Twice a year, UF must disclose to both the state and federal governments gifts from and contracts with foreign sources, as well as purchases from statutorily-designated foreign countries of concern. UF Compliance and Ethics (UFCE) maintains compliance oversight for the foreign gifts and contracts (FGC) reporting process, but much of the work is done at the operational level.

To help assist the 100+ reporting units throughout the UF enterprise involved in the FGC reporting process, UFCE recently released the FGC User's Guide – which provides a general overview of the FGC laws as well as step-by-step instructions on completing key documents.

TITLE IX

NEW TITLE IX POLICY

Did you know we have a new Title IX Policy as of 7/1/25? This Policy identifies and defines conduct prohibited by Title IX and details the process that UF will use to respond to allegations of Prohibited Conduct, including the resolution options for Formal Complaints.

Reminder: If you or someone you know has been subjected to any type of sexual misconduct or harassment, please report it to Title IX so we can respond in a timely manner.

Youth Compliance News

POST SUMMER CAMP SURVEY

As we conclude the summer camp season, it is important to ensure your department is maintaining camp records. Camp directors or coordinators please complete the 2025 Youth Compliance Post Summer Camp Survey at the conclusion of your camp(s).

Are you considering hosting youth activities? Are you currently hosting youth activities? If so, schedule a consultation with Youth Compliance. A consultation can be customized to address the needs and scope of your specific program. A Youth Compliance consultation can be conducted one-on-one or amongst a group via Microsoft Teams or in-person upon request.

EH&S: Risk Management Summit

On May 20, 2025, UF Environmental Health & Safety hosted its inaugural Risk Management Summit, bringing together campus departments to discuss institutional risks, share best practices, and promote cross-functional collaboration. The summit featured interactive sessions focused on both current and emerging risks, showcased new tools for reporting and managing incidents, and introduced key principles of Enterprise Risk Management (ERM). Participants had the opportunity to connect with peers, exchange ideas, and explore how a coordinated unified approach can strengthen risk awareness and response efforts.

The event marked the beginning of a broader initiative to build a collaborative risk network and launch ongoing workshops that support continuous learning and improvement in risk management across UF. Interested in learning more? Contact UF Risk Management at risk@ehs.ufl.edu or go to our website.

RISC: June 2025 COI Policy and System Changes

UF COI Program is excited to announce the launch of a new policy and system, eDisclose, for all UF faculty and staff! A revised UF Conflicts of Commitment and Conflicts of Interest Policy* and enhanced COI system, eDisclose, are being implemented. The phased rollout of eDisclose will begin this summer with researchers listed on a current UFIRST and/or myIRB workspace and continue throughout the fall semester.

*Until ongoing bargaining is completed, in-unit faculty are subject to Article 26 and must continue to seek prior approval for Outside Activities via UFOLIO.

For all UF employees, there will be many training opportunities, including user guides, live Zoom trainings, office hours and availability to present at leadership and faculty meetings upon request. RISC: New Research Security Training Option

Need to meet your Research Security training requirement? Federal regulations and guidance require that all PIs, Co-PIs, and key/senior research personnel on proposals for federal funding take Research Security training prior to the submission of a proposal beginning this summer. UF Research Integrity, Security & Compliance (RISC) has developed a new on-demand training course customized for UF researchers. This training will take approximately 20 minutes to complete and is available here: UF RISC Research Security Training.

CFO DIVISION: Fraud Awareness Reminder

As UF employees, we are all responsible for safeguarding UF’s assets and resources. Part of being a responsible steward is to be aware of the possibility of fraud in our organization. In accordance with University of Florida Regulation 1.500, all levels of management must be familiar with the types of fraud, risks, and symptoms of fraud that may occur in their operational areas of responsibility and must be alert for any indication of fraud.

UFIT: NaviGator AI - UF's Secure, Comprehensive AI Platform

NaviGator AI – UF’s comprehensive, self-service AI platform – provides UF faculty, students, and staff access to a suite of AI tools. A part of the suite’s offerings is NaviGator Chat, a private chat environment that allows you to experiment with more than 30 large language models through generative chat conversations. NaviGator Chat supports open, sensitive, and restricted data, making it the preferred platform over publicly available commercial models.

When you launch NaviGator Chat, you can see which data types each model is approved for. UF Information Technology recently transitioned the service to a new web platform, updating features that now allow you to simultaneously interact with up to three models, conduct improved web searches, engage in voice interactions with all models, generate images, and upload larger file and document sizes. NaviGator Chat was created to support the needs of UF, making it an excellent resource for securely interacting with generative AI. UFPD Active Shooter Presentation

Do you know what to do if there is an active shooter while on campus? Fortunately, we can learn all about it thanks to UFPD’s Community Services Division's excellent 60-minute presentation. The presentation provides information on what you can do as an individual to help protect yourself in this kind of situation and how law enforcement will respond to an active shooter.
