The Chair Speaks
While preparing to write this speech, I asked many past presidents for advice. One in particular said I needed to tell jokes. So here are a few he gave me.
For all my golfers out there- Why did the golfer bring 2 pairs of pants? In case he got a hole in one. What has 4 eyes and a mouth? The MISSISSIPPI. What do you call a lotion that makes your eyes wet? MOIST-YOUR-EYES-ER. OK- don’t hate me, I know those were a little cheesy.
On a more serious note -I would like to start off by quoting Abraham Lincoln who said” When you make it to the top, turn and reach down for the person behind you.” To those who have come before me- thank you for encouraging me and for leading this profession to where it is today. Thank you for breaking barriers for the rest of us. I am very blessed, and I must thank the people who got me here today. First and foremost, thank you to my husband, Scott, and our boys-Issac and Pierce.
Thank you for understanding the practices and/or games that I may miss. Thank you, Scott, for carrying the burden when I’m not there and putting up with my rants and my honey to do lists. You have put up with me for almost 16 years, our anniversary is in 3 weeks, you truly are my soul mate. Thank you to my in-laws, Dotti, and Bruce. You made me feel like a true member of the family and more like a daughter than a daughter-in-law. Thank you for always being there for the grandboys and helping to get them where they need to be. To raise a family – it takes all.
Speaking of families, I am fortunate to have many. So not only do I have my immediate family but also my work family. Gailey eye clinic has been a family to me for over 12 years. Gailey Eye clinic is the oldest ophthalmology office in the United States, and I am so proud to be part of this team. Thank you for allowing me to be out of the office so I can better my profession. Thank you for also being optometry friendly. You all understand what optometry can do and have embraced it. You have chosen to work with us, mentor us, and challenge us to be better doctors. You may not know but you all are a rarity in the medical field. I must also thank my staff who work so hard to keep me on schedule and for caring so much for our patients.
Finally, there is the family that raised me. Mom- you and dad sacrificed so much for me. Thank you for never giving up on my dream. I only wish dad was here to see this tonight. Now there is the IOA family.
But before we get into that- let me introduce myself and tell you about me – if you don’t know. I am in a way an outsider. Those of you who don’t know me- I grew up in Missouri. I grew up 2 hours from here on a small family farm. I was taught small town values where everyone knew everyone, and everyone felt like family. It was in high school when I had to write a career paper. I always knew I wanted to make a difference and help people. When on a farm, one is very dependent on the weather. I actually looked into being a meteorologist.
Luckily, it was about the time of my annual eye examination, and it made me think about the importance of our eyes. Of all our 5 senses- sight was by far the most important to me. I could not imagine what my life would be like without the ability to see. I knew at that moment that I wanted to be part of the solution. I guess you could say my very nearsightedness was in fact, farsightedness in life. Who knew what started out as an English assignment 30 years ago would really be the catalyst to finding not only a career but a love for a profession that I am extremely proud to be part of.
Even though I spent the first 28 years of my life in Missouri- I have now lived in Illinois for the last 17 years. My alma mater may be UMSL but ICO and CCO have welcomed me into Illinois. Collaboration on projects together has cultivated many friendships, so I no longer feel like an outsider. This takes me back to the IOA family. For any family to work everyone needs to pitch in, it takes a village to run our profession. My message is this; GET INVOLVED! If you are not a member, join. If you are a member, find your passion within the organization and help out.
That brings me to Why. Why are we here tonight? I don’t want to sound too psychosomatic, but what purpose are we all gathered tonight (besides to drink and party – that’s obvious). I believe everyone in this room has the desire to help people. All of us took an oath to help our patients.
My journey on the IOA board has been eye opening. The things that have changed, the progressiveness of the state, I am in awe of what gets accomplished. Since being involved with the AOA House of Delegates and AOA presidents’ council I have had the privilege to meet and be engaged with numerous other states. Let me tell you how lucky we are in Illinois. We have an energized board and CEO that is organized and charged with progressing this state forward. Leadership is hard but if we work together, we can lift each other. I am truly blessed to have this Board of Trustees here beside me. They each bring a unique set of characteristics that allows different perspectives. But to better the IOA, everyone needs to be involved.
What seems like a million years ago, an optometric leader spoke at an optometry event of the importance of advocacy and everyone pitching in. He said that those that participate send a clear message. They support optometry. But what he said next changed my life. He said – for those of you doing nothing just sitting on the side lines- it sends an even louder message—optometry does not matter. It was in that moment, that I realized me sitting on the side lines was conveying a message to all my peers, that I do not support optometry.
I immediately rectified my situation. I donated to PAC, I got involved with committees and eventually joined the board. Make sure the voice that is being heard is the one you really want conveyed. Your voice is needed. I challenge all doctors to get involved and be inspirational. It can be by joining a committee, mentoring a young OD, advocating by attending to a legislators’ fundraiser, becoming a local society president, or even by joining the board. If the status quo stays the same, then we can be doomed to failure. But if we share our values and beliefs, we will all feel more connected and will have the opportunity to grow. We all must work together to succeed. The one thing that I have noticed is that change is constant and sometime unexpectant.
I will end with a quote from Abraham Lincoln, “I will prepare and someday my chance will come.” I pledge to lead the IOA to the best of my ability. Tonight, we celebrate the best of optometry. Congratulations to the award winners. Have fun, enjoy singing and dancing as we have the talented dueling pianos. God bless.

- Q: As a child, what did you want to be when you grew up? Up until sophomore year in high school I would have said meteorology. I grew up on a family farm and the weather played a great deal with harvesting and planting. But that did not feel like I was helping enough people. I was charged with researching a career paper as an English assignment. It coincided with my annual eye checkup. I am very near sighted and wanted to make a difference in my community. I contemplated all the different medical fields and decided Optometry fit best.
- Q: Growing up, what was your first job? Well, on a farm as soon as you can walk you must pitch in. My first “real” job was a cook in an Italian pizzeria, Stephanina’s in Wentzville, MO. They still make my favorite pizza.
- Q: How did you become involved in your current practice? When I was Mid-state President, I ask the retinal specialist at Gailey Eye Clinic to speak and give CE. All of the doctors came to the dinner and I got to know them. A year or so later, they asked me to join their practice as they had just opened up a new location in Springfield.
- Q: What is your greatest memory from your optometric career? My favorite memory is when a patient returns and tells me I saved/changed their life. Sometimes when they are originally in the chair and you must send them off for further testing or treatment you rely on the referral paper work to find out how they are doing. But every once in a while, that patient will come with flowers, cookies and/or a card and the tells you that you made the difference. That is why I love my job!
- Q: What is something you are looking forward to in the coming year – career related or otherwise? 2025 should be an eventful year. I am very excited about AOA Presidents council. I have never been to Texas and I am looking forward to catching up with other state leaders. My oldest son will also be starting high school next fall. I’m excited to watch him play football.
- Q: What is a message you’d like to tell current optometric students? To get involved. This is your profession. You have the ability to influence the outcome if you are willing to share your voice. It can start by reaching out to a mentor or a professor, go to an IOA dinner/event. Start small and build your confidence, you will be amazed at the end results.
- Q: What is the one thing that should be taught in school that isn’t already? Business classes, contract reading/understanding and medical coding.
- Q: What is a message you’d like to tell all IOA members? My message is to join the IOA. If you are already a member, I challenge you to be a renewal PAC donor. The things we want to accomplish can only be done if funded.

The Eyes on Tomorrow Fund, previously known as the Legislative Equity Fund, is a dedicated resource created by and for optometrists to support the Illinois Optometric Association’s (IOA) state-level advocacy efforts. This fund directly empowers optometry’s fight for scope expansion, the regulation of Vision Benefit Managers (VBMs), and other legislative battles crucial to protecting the profession and ensuring patient care. While there is always so much going on at ICO as it relates to education, research, professional activity, and industry collaboration, there is really one story that clearly stands out for us right now.
The Illinois Eye Institute (IEI) is remembered by every ICO alum as “the clinic” where they received their training. Where that training begins, within Primary Eye Care, has been largely unchanged since the mid-1980s.
We are thrilled to soon break ground on a project to change that. This has been in the works within ICO’s Campus Master Plan for quite some time. A key challenge in undertaking a project of this magnitude is being able to continue patient care while it is ongoing. The Chief Operating Officer of the IEI, Daniel Ren, and his team have worked diligently to develop a phased plan that will allow us to reconstruct the entire second floor in three segments while maintaining our normal patient care flow.
Construction will take place throughout the entirety of 2025, with the project expected to be fully completed in the Spring of 2026. The final product will not just “look better” aesthetically but will also include significant technological improvements and keep us on the cutting edge, ready to deliver top quality patient care through a modern approach to clinical education for our students.

CCO Wraps Up an Exciting Fall Quarter: By Konstantina Kalas, O.D.
This Fall quarter at Chicago College of Optometry (CCO) was filled with student achievements, professional development, community outreach, and campus fun.
Students and faculty engaged in numerous academic activities. Fourth year students Lauren Delisi and Luma Mallah presented at the SLP Stroke and Aphasia event in October, showcasing Midwestern University’s interdisciplinary specialties and giving patients and caregivers a platform to share their experiences. CCO also made an impressive impact at the American Academy of Optometry in Indianapolis, with 19 poster presentations, 1 workshop, and 3 faculty lectures. A special congratulations to Dr. Jenny Geevarghese for achieving Fellowship in the American Academy of Optometry (AAO)!
CCO students also enjoyed campus life and fun events. The much-anticipated CCOlympics on September 13th encouraged camaraderie and friendly competition among students, faculty, and staff – congratulations third year students on your win! Halloween Spirit Week (October 28 to November 1) brought festive energy to campus with creative costumes and themed days.
The CCO community remained committed to outreach and continuing education. Faculty and students volunteered at vision screenings, including the Special Olympics, offering essential care to the community. CCO also provided tested continuing education (CE) opportunities, helping optometrists expand their clinical knowledge and fulfill licensing requirements.
This Fall also marked one year since our clinic, Midwestern University Eye Institute, transitioned into the Epic electronic medical records (EMR) system, enhancing efficiency and patient care. Additionally, the Low Vision Department introduced a new driving simulator service, allowing patients a safe and immersive environment to practice their driving skills while navigating their vision loss/impairment.

AOA Reimbursement and Coverage Fairness Town Hall Recap
Town hall draws hundreds as AOA and affiliate advocacy earns back millions
Since unveiling its multi-pronged strategy in January 2024 for curbing abuses by vision and health plans, the AOA and affiliates have worked to overcome what they call a power imbalance. How? By securing millions of dollars resulting from direct action by the AOA and affiliates to resolve doctor complaints.
“Through these efforts, we have driven over $2.9 million back into doctor of optometry practices across the country,” AOA President Steven T. Reed, O.D., announced during the Oct. 29 AOA Town Hall on Reimbursement and & Coverage Fairness. About 200 complaints by doctors over a 14-month period led to the dollars collected on behalf of optometry practices.
Day in and day out, Dr. Reed, the AOA and affiliates engage directly with plans over such issues as credentialing, claims denials, coverage concerns and more. These abuses are high priority, and Dr. Reed encouraged members to continue to call out abuse.
“I want to underscore that it's really important that, if you're getting a denial or you have an issue, it's likely not just a one-off issue,” Dr. Reed says. “Typically, these are larger systemic issues that we can (also) work to address.” It was the second town hall of the year on vision benefit manager (VBM) abuses.
Polls confirm concerns of optometrists
During the town hall, doctors were polled on key issues they face in the industry. Among the results:
- What do you feel is the most pressing issue impacting optometry? The No. 1 answer was “challenges with health and vision plans” at 84%.
- 98% of respondents indicated plans create barriers to renegotiating fee schedules.
Poll questions such as these help inform the AOA’s advocacy. President-elect Jacquie M. Bowen, O.D., says the AOA continues to follow through on its multi-pronged strategy.
Keeping the pressure on
The Dental and Optometric Care (DOC) Access Act, House and Senate versions, continues to percolate. “The bill has the support now of more than 100 House and Senate lawmakers,” Dr. Bowen reports. “That’s a good number, and we are in a great place.” In September, the AOA joined members of Congress who champion optometry’s causes and the consumer group Patients Rising for a briefing to discuss challenges faced by doctors of optometry, including VBM abuses.
Tommy Lucas, O.D., briefed attendees at the town hall on developments of Texas’ first-in-the-nation vision plan reform involving abuses by VBMs. Dr. Lucas is director of advocacy for the Texas Optometric Association, which has joined the state’s defense of its landmark vision plan reform law. Fourteen months ago, the AOA launched its AOA Health and Vision Plan Action Report, a daily log of AOA and affiliate efforts in support of full reimbursement and fair coverage policies. And then there is the added scrutiny by congressional investigations and a state policy think tank.
Actionable advice
The town hall audience also heard from lawyers, Daniel Frier and Theresa DiGuglielmo, of Frier Levitt, who are outside counsel to the AOA. Among the attorneys’ observations and guidance to practices:
- The aggressive expansion strategy of VBMs has increased their market dominance. As a result, many independent doctors of optometry have been subjected to contracts of adhesion that contain onerous terms and conditions. Contracts of adhesion, drafted by insurance companies, preempt negotiation.
- Many states have enacted vision care plan regulation acts. Doctors should challenge the terms of participation agreements that do not comply with state law.
- The AOA’s advocacy for greater transparency in the contracting process, including, for example, a requirement that proposed amendments be highlighted or displayed in tracked format, creates greater accountability. With proposed changes clearly indicated, vision plans cannot surreptitiously include objectionable terms and conditions in participation agreements.
It is important to insist that vision plans supply doctors with updated provider manuals and other ancillary documents, often incorporated into participation agreements by reference, contemporaneously with the proposed agreements or amendments so that doctors can cross-reference the other documents and understand what they’re signing. “You must know what you're signing and push back when the agreement is onerous or unreasonable,” attorney Theresa DiGuglielmo says.

President Biden Signs Bill to Add VA Optometrists to Physician Pay Scale

On Jan. 2 President Joe Biden signed into law a reform bill that would add optometrists practicing in the U.S. Department of Veteran Affairs to the physician pay scale, according to the American Optometric Association.
The Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act would also allow the VA to provide pay awards, bonuses and annual evaluations, the AOA announced.
Healio previously reported that the legislation was passed by the Senate on Dec. 12 and the House on Dec. 16.
“Including the over 1,000 optometrists within the physician pay administration system with passage of the Elizabeth Dole Act will support VA’s efforts to hire the most qualified providers faster,” Jeanette Carbone Varanelli, OD, said in the AOA’s announcement.
Varanelli was chief of optometry at John D. Dingell VA Medical Center for 13 years before joining the Veterans Integrated Service Network 10 Clinical Resource Hub.
“Raising the entry-level salary and earning potential as a career VA optometrist provides the opportunity to offer a more competitive compensation package to retain providers that understand how to support and care for the unique needs of our nation’s veterans,” Varanelli said.

House Republicans Investigate ‘Anticompetitive Practices’ in Vision Insurance Market

EXCLUSIVE — House Republicans are probing allegedly anticompetitive practices in the vision insurance market that drive up costs for consumers, signaling a new healthcare reform priority for the 2025 legislative session.
“Consolidation in the vision insurance market raises concerns about the potential for increased costs to patients and fewer choices,” House Oversight Committee Chairman James Comer (R-KY) wrote to Attorney General Merrick Garland on Monday.
The two primary vision benefits manager companies, Vision Service Plan and EyeMed, are the leading insurance discount programs that promote the sale of eyewear affiliated with particular brands.
VSP and EyeMed combined share control of about 85% of the market share of stand-alone vision insurance plans. Within that market share, both companies use higher reimbursement rates to incentivize optometrists and ophthalmologists to sell their patients particular products.
“Vision benefit managers (VBMs) own, operate or affiliate with eyeglass and lens manufacturers, laboratories, and retail locations that employ eye care providers,” Comer wrote to Garland. “Through these ownership and affiliation agreements VBMs have fully integrated the vertical supply chain of vision care.”
Comer highlighted in the letter that Vision Service Plan is looking to expand its control over the market, purchasing 250 brick-and-mortar Eyemart Express locations across 42 states to sell its product directly to consumers.
VSP already covers approximately 70% of the vision insurance market, nearly 32 million people. That includes 1.4 million federal employees under federal employee health benefits.
Comer sent a similar letter to Federal Trade Commissioner Lina Khan in August 2023, asking to establish a meeting to discuss the FTC’s monitoring of VBM activities. The FTC did not respond to the Washington Examiner’s request for comment on the 2023 request from Comer.
The Republican committee chairman told Garland in Monday’s letter that the “consolidation and anticompetitive practices” of the VBM market are similar to the practices of pharmacy benefits managers, which also use vertical integration tactics that constrain consumers and restrict competition.
Over the past several years, there has been significant bipartisan support for PBM reform in an effort to lower prescription drug prices. Passage of PBM reform legislation is likely to be on the agenda in both chambers of Congress during the lame-duck session between the election and the end of the year. Comer’s letter could signal a new area of bipartisan effort on healthcare reform even with the Republican trifecta win in the 2024 elections, taking the majority in both the House and Senate. The Dentist and Optometric Care Access Act, introduced by Rep. Buddy Carter (R-TN), has been with the House Energy and Commerce Committee since March 2023 and would restrict the ways that insurance companies could offer financial incentives to healthcare providers to sell particular products and services to their patients.
Garland and Khan have aggressively investigated PBMs and pharmaceutical companies for possible antitrust violations, but it is unclear whether President-elect Donald Trump’s attorney general nominee, former Rep. Matt Gaetz, will continue to pursue this as a priority if confirmed. The Justice Department did not respond to the Washington Examiner’s request for comment.

Responsibilities:
Candidates are expected to be highly knowledgeable in the field of Primary Eye Care, and either Pediatrics and Vision Therapy who can develop and teach courses and/or laboratories in the subject area. The candidate must also be able to provide direct patient care and clinical instruction to professional students as well as residents, and be involved in interdisciplinary practice with other educational professionals. Candidates must be willing to actively participate in curricular assessment, professional development, student counseling and service activities within the college, university and the scientific community. Successful candidates are also expected to be involved in research and scholarly activities, and have a sincere commitment to optometric education, community service and patient care. Primary duties include, but are not limited to:
a) Teaching
- Developing and delivering lectures and/or laboratories for the area of specialty and related areas, as assigned;
- Embracing and enhancing the didactic philosophies in the O.D. program;
- Maintaining and expanding the high quality clinical practice environment for optometry students on rotation; and
- Precepting students on clinical rotation at the Midwestern University Eye Institute- Downers
b) Service
- Helping to maintain and grow the state-of-the-art optometry program with a strong interdisciplinary focus that meets the needs of patients in the surrounding community; is efficient, patient-friendly, and cost-effective;

Qualifications:
Candidates must possess a Doctor of Optometry degree from an ACOE-accredited institution, must have completed an ACOE-accredited residency, and must be eligible for an Illinois optometric license. Primary eye care clinical expertise is also required.
