John R. "Barney" Barnes has had a distinguished career in both military and civilian law enforcement, marked by over 40 years of leadership and management experience. As a naval officer, he served with the elite Navy Seawolves during the Vietnam War, flying 507 combat missions. He later became the Head of U.S. Navy Corrections and Programs, overseeing policy development and inspection of numerous correctional facilities worldwide. His visionary leadership led to a $70 million prison redesign program, which remains a model for the Department of Defense. Barnes also commanded the Consolidated Brig in Charleston, achieving unprecedented accreditation standards and playing a crucial role during the War on Terror.
